Elevations are labelled as per the attached drawing. Due to the Grade 2 listed status of this building, no remediation works are to take place without the necessary permissions and consents of the Local Authority. The prices for the following schedule of works are to include for all sundry and associated items shown on the drawings or described in the Specification or as may be necessary to complete the works. Before submitting his quote the Contractor shall visit site to ascertain the nature and extent of the work involved, including all Health and Safety implications and requirements. The Contractor will also consider the building and site security throughout the mobilisation, redecoration and completion stages. All dimensions and quantities should be determined by the Contractor. Within the scope of the works no claims for extra costs will be allowed due to the lack of knowledge of the existing conditions. The Contractor and any of their servants or agents can visit the site on a pre - appointed date by prior appointment upon application to Andy Drage, Pick Everard Tel: 07785 615 571 The works are to commence in Spring 2019. The Contractor shall take suitable steps in his method of working to prevent damage to adjacent properties/structures due to vehicular movement or any other action from the site works. Maintain all temporary items throughout the duration of the works and remove promptly on completion, include for cleaning / reinstating all affected areas before handover. Storage for materials and waste is restricted to the area of the works. No waste is to be burnt on site. Contractor to e nsure all site waste arising from the works is segregated for recycling and disposed to a suitable waste tip by preparing a site waste minimisation plan detailing measures to minimise site generated waste. Waste transfer notes to be supplied to PM. Waste must be separated and sorted and removed from site in a manner that allows maximum recycling wherever possible. Include for providing all copies of waste carrier license and waste transfer notes in the Building Manual. The Contractor must ensure that all their personnel and all sub -contractor’s personnel follow the site rules / restrictions. The Contractor shall keep all access, egress or escape routes clear of building works, debris, plant and materials at all times. A clear, way marked route, is to be maintained from all fire escapes adjacent to the Works. Display suitable safety warning, no access signage and directional signage to affected routes etc. and allow for relocation during the works as necessary. Sub-total carried to Collection £ Project Specification IN09 -5 Rev B 1 AJH/MIH/ACD - Issue Number 00 4 £ P The Contractor must ensur e that they have a suitably responsible person on site to supervise and take delivery of all materials, and skips. The Client will not take delivery of any items and will turn away any deliveries where Contractors are not in attendance. The Contractor will be responsible for any such abortive costs. The Contractor must receive approval from the Client prior to the disconnection of any services. If any unusual or concealed conditions are discovered the work must stop in that area immediately and the CA and Employer must be notified by telephone and in writing and await instructions before proceeding. The Contractor shall be deemed to have allowed for all site restrictions and specific limitations including any out of hours working when pricing for this tender. The Contractor shall include for co -ordinating / liaising with other contractor’s as necessary and produce an integral programme of works and to ensure the works progress in a logical, timely and safe manner. THE CONTRACTOR SHALL SUBMIT THE PROPOSED PROGRAMME AS PART OF THE TENDER SUBMISSION. All items are to be priced separately and page totals carried forward to the collection page (including provisional and contingency items). Include for providing a Building Manual, which is to include all Health and Safety documentation (in A4 format + CD) and any other information requested by the CA. Contractor to supply, erect and alter from time to time to suit the works, all necessary scaffolding and dismantle and remove from site on completion. Roof Replacement Supply and e rect enclosed scaffolding for use throughout the duration of the works with access to two sides at gutter level. Supply and e rect a full temporary roof system and enclosed scaffold walls to provide weather protection for the duration of the works. Provide and install a fully monitored scaffold alarm system for the duration of the works. The contractor is responsible for ensuring all relevant scaffold documentation and permits are in place. Allow to provide a full refurbishment/demolition asbestos survey to the roof space prior to commencing any works on site. Allow to test a selection of aggregate/mortar mixes to ensure a suitable match with existing mortar. Carefully remove and re -bed all chimney pots using a suitable lime based mortar (mortar mix proportions to be confirmed). Rake out loose mortar to brickwork pointing to all chimneys and repoint using a suitable lime based mortar (mortar mix proportions to be confirmed). Allow to remove existing television aerial and all associated cabling, store and reinstate following re-roofing works. Carefully remove all existing roof slates and ridge tiles, re -grade and reserve sound roof slates for re-use. Ensure Swithland slates and Welsh slates are segregated for Sub-total carried to Collection £ Project Specification IN09 -5 Rev B 2 AJH/MIH/ACD - Issue Number 00 4 £ P reuse on existing elevations. Allow for 40 % of slates to be unsuitable for re -use. Carefully remove all existing mortar ‘torching’ from rear of slates following removal and dispose. Remove all leadwork and cart away from site. Ensure all existing battens are left in situ unless they are in poor condition. Allow for 20% of existing battens to be damaged and require replacement. Inspect existing roof timbers and identify any defects. Any subse quent works must be agreed with the local authority prior to commencement. Allow to apply timber preservative treatment to all exposed timbers. Remove all boarding from loft space floor, cart away and dispose. Allow to install 100mm glass fibre insulation between the ceiling joists, followed by a 170mm layer laid at right angles with the base layer. Strip out all existing lead guttering, install new geotextile membrane with Code 5 lead over. Ensure all lead work follows BS 6915:2001 guidelines and Lead Sheet Association Manual guidelines. Strip out asphalt box gutter to internal elevation and install geotextile membrane with Code 5 lead over. Strip out all lead soakers to chimney and hip ridge and replace with new Code 5 lead. Carefully remove the 3no existing glass roofing lights and replace with aluminium framed Conservation Roof Lights available at www.therooflightcompany.co.uk or similar approved, include for all relevant lead work. Option 1: IF EXISTING BATTENS CAN BE RETAINED - Do not apply breathable roof membrane, fix slates to existing battens. Option 2: IF EXISTING BA TT ENS CAN NOT BE RETAINED – Extra over to include supply and installation of new treated battens and breathable roof membrane to all slopes. Battens to be fixed with ringed stainless steel nails. Timber to be sourced only through suppliers with Timber Trade Federation membership. Re -slate New Street and Friar Lane external slopes with previously reserved and reclaimed Swithland slates. Slates to be secured using broad shanked copper nails. Samples of reclaimed slates must be inspected by and agreed with the local authority prior to use. Re -slate all other slopes with a mixture of previously reserved and reclaimed Welsh slates Fully apply lime mortar torching to the rear of the newly installed slates, mortar mix proportions to be assessed on site. Supply and fix new lead soakers and flashings to existing chimneys and parapet walls. Supply and fix new timber wood core roll to hip ridges and dress with new Code 5 sheet lead. Re -fix existing ridge tiles using reserved or reclaimed tiles. Bed and point neatly using a lime based mortar, mortar mix proportions to be confirmed. Fill and point all open verges using a lime based mortar, mortar mix proportions to be confirmed. Install concrete lintels with 150mm bearings either side of the newly formed openings.

DECISION: It is requested that this Procurement Plan be approved to proceed, to tender for a contractor to demolish the Police Station in Weston-super-Mare. REASONS: Introduction: The council purchased the Police Station and former Magistrates Court in Weston-super-Mare in March 2016 as part of the proposed regeneration of Weston Central. The acquisition of the former police headquarters and magistrates court is part of the regeneration area known as “Walliscote Grove”. The council are exploring future options for the site, as part of this regeneration, however there are benefits to the council to clear the site whilst this work is progressing: • Market attractiveness to developers through having a cleared site • Concurrent phasing of project to ensure timely delivery of regenerated site • Reduction in revenue cost for servicing a vacant building • Site security • Removal of materials, such as asbestos, to avoid future risk in a deteriorating building • It has been agreed that the council would utilise its formal tender process to identify a contractor to demolish the structures.
