The Board has a total of seven (7) staff who work full-time on licensure work for over 300,000 licensees. To provide a snapshot of the scope of work from March 1, 2020 to February 26, 2021, we processed/licensed:

• 18,081 (96%) RN/LPN applications • 2,387 (95%) APRN applications • 9,845 (92%) reciprocity applications • 1,587 (87%) reinstatement applications

Although we are issuing more licenses than last year, there remains a high workload of applications to complete, and the Board continues to identify ways to streamline processes.

To streamline the processing of reinstatement/reactivation applications, the Board initiated an administrative rule change, effective February 1, 2021, which eliminates staff review of large numbers of CE documents accompanying the application, a lengthy review process that caused delays. A review process that took hours for each application is now taking 15 minutes. In addition, nurses applying for reinstatement/reactivation no longer need to submit CE documents with the application.

Another innovation scheduled for early March is implementation of an enhancement to the Ohio eLicense system so that Program Completion Letters (PCLs) for new graduates can be automatically

6 MOMENTUM uploaded and matched to the application to reduce the manual work to match the documents. See the article in this issue of Momentum about the PCLs which will streamline licensing by examination.

Based on legislation pending at the time of this writing, it appears that the issuance of temporary licenses to individuals who have not passed the NCLEX will end in the first half of 2021, and this should eliminate the one-third increase in workload that we have experienced since March 2020. This will allow us to provide more efficient, timely and responsive innovations than ever before.

We thank you, as licensees, for your patience and understanding during this public health emergency. These are trying times and we recognize your role on the front lines of providing care under difficult circumstances.

Prior to the Board considering proposed rules, several Board advisory groups and committees representing various interested parties and associations reviewed applicable rules and provided advice and recommendations to the Board. For example, the Advisory Group on Dialysis reviewed OAC Chapter 23: Dialysis Technicians and their recommendations were shared with the Board. The Committee on Prescriptive Governance met and was provided an opportunity to recommend revisions to prescribing rules. Go to the eLicense log-in page and select “forgot password?” Enter the email address associated with your eLicense account. You will then receive an email with a link to reset your password.

• Reminder: After you pay your renewal fee by credit card, it may take up to three days to show up on your credit card account.

• If you do not plan to renew your license, you may place it on inactive status by logging into your eLicense account; then click on the “options” button and select “inactivate license.”

Regulatory Requirements and Importance of PCLs: Determining an Applicant’s Eligibility for Licensure The Board relies on the accuracy and authenticity of the PCLs to determine an applicant’s eligibility for licensure. The administrative rules specify requirements:
