Besides, two ordinances were laid and four resolutions were passed during the said month. However, the most important political activity at Parliament House was the successful hosting of 17th Speakers‟ Conference by the National Assembly of Pakistan. During the Conference, the Presiding Officers of the country's legislatures critically deliberated on an extensive agenda, pertaining to the legal, administrative & procedural business. They reviewed the implementation status of the 16- Point Agenda of the previous 16th Conference and also discussed the 11 issues, as raised in the current Conference Agenda. In its deliberations, the delegates had fruitful exchange of ideas on numerous issues, including Points of Order, reporting of expunged remarks and the sustained efforts in strengthening parliamentary institutions. The Conference resolved to institutionalize the parliamentary practice of “Zero Hour” to facilitate the Members so that the Points of Order could be raised as per rules only. The Conference also stressed on strengthening the institutional capacity of Pakistan Institute for Parliamentary Services (PIPS) for much more improved delivery of services by the parliamentarians to the people of Pakistan.

However, with the spread of knowledge and technology, the English language across the world has provoked a much-heated debate about these norms whether they should be followed by the non-native English speaker or not. The present paper explores the response of Pakistani undergraduate university students about the effectiveness of the non-native English model of communication by using Kachru’s monocentric model which refutes the standard model of English language to focus more on conventional norms together with native politico-cultural needs. For this purpose, this study used a close-ended questionnaire that asked the non-native English speakers responses to the audio of three different English speeches Different varieties of spoken English existing across the Pakistani society point towards the strong influence of culture over language. This research concludes that the English language has now got the status of pluricentricity based on micro-level variation, so it is impossible to rely on a single communication model for language users considering their diversity.

The Sindh Government is expected to pump Rs80.7 million into the Karachi Circular Railway (KCR) project to construct a boundary wall that will prevent future encroachment of land and the area around the railway track. ―Fencing is important for the security of land and it will be done in two phases,‖ Sindh Transport Secretary Ghulam Abbas said while commenting on the project. Abbas expects to accomplish phase one within the current year. ―In the first phase, we will be inviting contractors to submit bids for the fencing,‖ he said. ―This is expected next month,‖ Abbas added. The circular railway is a looping network of several stations that was expected to connect various parts of the city. Almost two decades ago, the transit project was abandoned. Since then, the railway land has been encroached or illegally occupied by people looking for a piece of land to dwell in the bourgeoning megacity. According to the budget for the current fiscal year, the provincial government has allotted Rs.41.5 million for PC-1 of the KCR project.

It analyzed 25 leading articles and byline stories as the sample was selected through purposive sampling technique. The study was theoretically linked Shoemaker and Rees’s theory of influences on media contents and propaganda model of Herman and Chomsky. Overall mix representation of political leadership was explored with binary frames of popular charismatic leaders, puppets of military establishment, assertive, symbol of corruption and bad governance, champion of human rights, orthodox and fundamentalist, pro west, pro militant and ally of the US etc.
