Consulting Civil • Structural • Environmental & Ocean Engineers 820 South Beretania Street, Suite 201, Honolulu, Hawaii 96813 SECTION ONE PREFACE With Hawaii’s oil dependency for all its energy needs at about 90 percent, Hawaii has by far the highest oil dependencies among all states. Hawaii’s economy depends on a secure and un- interrupted supply of oil. Therefore, Hawaii is vulnerable to changes in cost and availability of crude oil and petroleum products. Over the past two years, while this study was developed, the global oil markets have experienced far-reaching changes and have shown significant price volatility. Many oil analysts now agree that the era of “cheap-and-easy-oil” is over and that the world economy will have to face much higher oil prices because of possible supply constraints in the coming years. As recent as in 2003, oil experts in Hawaii predicted stable oil market through the year 2015, with projected oil prices around $25 per barrel. Now, only five years later, many oil analysts concede the fact that the global oil supply has entered a new era, where short-term price-hikes between $150 and $200 per barrel are realistic scenarios, as proven by the oil price spike in summer 2008. The International Energy Agency (IEA), the Paris-based “energy watchdog” of the Organization for Economic Co-operation and Development (OECD), has recently warned in its World Energy Outlook 2008 that the world is facing a severe future “supply crunch” if future oil production projects that will provide an increase in net-supply gain are not implemented on schedule. Since no easy short-term solutions seem available or realistic, a tight supply-to- demand situation might then be likely for years to come. According to the IEA, the evolving credit crunch that started in the second half of 2008, will only have a limited effect on the future of the oil supply, although the global oil demand is showing some slacking as many economies slide into worsening recession. IEA sees the future energy world as very different from the current one and Hawaii’s energy future might be also significantly different from the current status quo. After the oil price spike of 2008, when the oil price approached the $150 per barrel mark, the oil price has retreated to a range of currently $40 to $50. While low oil prices are good in the short-term for the consumer and economies reeling under heavy financial burden they are problematic in the long-term. Safeguarding a secure future supply of oil, which is increasingly coming from oil fields that are costly to develop or are in areas that present harsh physical or political climates, will require very high investments. If the anticipated oil price will not guarantee a favorable return of investment many oil production projects might not be developed in time to avert an oil supply crunch down the road. The IEA suggests very high investments in new oil capacities and mitigating the accelerating decline in existing oil production capacities will be a crucial need of a securely supplied oil market. The recent “collapse” of the oil price might be a short-term indicator of the highly volatile global oil market; and prudent energy policies should keep an eye on the expected tight long-term supply outlooks. Since Hawaii is so overwhelmingly dependent on imported crude oil and petroleum products the development of renewable energies and biofuels is a priority concern for the State of Hawaii to mitigate this high dependence of imported oil. Hawaii has already implemented many promising pilot projects over the past years and Hawaii will surely be an important center of alternative energy in the years to come. But even with an aggressive development of alternative fuels and renewable energies, Hawaii cannot stop its dependency on oil “overnight” and for many years petroleum will remain the main provider for its energy demands. In fact, while the new alternative energy systems will be implemented in Hawaii in the years ahead, Hawaii’s Marc M. Siah & Associates, Inc. As stressed in the findings of this report “Statewide Fuel Facility Development Plan”, flexibility in design and construction is deemed a key consideration for future fuel facilities in the commercial harbors, in order to accommodate Hawaii’s changing future fuel and energy needs. The unprecedented recent changes in the global oil market and the evolving challenging long- term outlook for crude oil give the recommendations contained in this report a stronger and more urgent significance than was envisioned at the time when the study commenced, only two years ago.     U.S. COAST GUARD UNITS IN HAWAII December 7, 1941 Coast Guard vessels in service in Hawaii were the 327-foot cutter Taney, the 190-foot buoy tender Kukui, two 125- foot patrol craft: Reliance and Tiger, two 78-foot patrol boats and several smaller craft. At the time of the attack, Taney was tied up at Pier Six in Honolulu Harbor, Reliance and the unarmed Kukui both lay at Pier Four and Tiger was on patrol along the western shore of Oahu. All were performing the normal duties for a peacetime Sunday. USCGC Taney (WPG-37); Commanding Officer: Commander Louis B. Olson, USCG. Taney was homeported in Honolulu; 327-foot Secretary Class cutter; Commissioned in 1936; Armament: two 5-inch/51; four 3-inch/ 50s and .50 caliber machine guns. The 327-foot cutter Taney began working out of Honolulu in as soon as she was commissioned. On the morning of 7 December 1941, she was tied up at pier six in Honolulu Harbor six miles away from the naval anchorage. After the first Japanese craft appeared over the island, Taney's crew went to general quarters and made preparations to get underway. While observing the attack over Pearl Harbor, Taney received no orders to move and did not participate in the initial attack by the Japanese. Just after 09:00, when the second wave of planes began their attack on the naval anchorage, Taney fired on high altitude enemy aircraft with her 3-inch guns and .50 caliber machine guns. The extreme range of the planes limited the effect of the fire and the guns were secured after twenty minutes.

    Some Transportation and Communication Firsts in Hawaii Robert C. Schmitt Few aspects of Hawaiian life and technology have changed as dramatically as transportation and communication. The past two centuries have produced many new and revolutionary developments—the steamship, railroad, street car, automobile, freeway, parking meter, balloon, airplane, postage stamp, newspaper, telephone, and radio, to name some of the most important or ubiquitous. Despite the significance of these innovations, in many cases little is known of their first appearance in the Islands. Standard historical works are often silent on the subject. For a surprisingly large number, conflicting claims (some clearly impossible) run through the literature. Sources are seldom mentioned. Wherever possible, these "firsts" are traced in the following pages. TRANSPORTATION Ocean travel. On January 20, 1778, at Waimea, Kauai, Hawaiians saw their first recorded foreign ships, the Resolution and Discovery, commanded by Cook and Clerke.1 The first vessel of foreign design to be built in the Islands was the 36-foot Britannia, designed and constructed by Vancouver's carpenters in February 1794 for Kamehameha's navy.2 The first whaleships to visit Hawaii were the Balena (or Balaena) out of New Bedford, commanded by Captain Edmund Gardner, and the 262-ton ship Equator from Newburyport, with Captain Elisha Folger as skipper. The two vessels arrived via California, anchoring in Kealakekua Bay on September 29, 1819.3 The first whaleship to enter Honolulu Harbor was the Maro, of Nantucket registry under Joseph Allen, master, in 1820.4 "The first wharf constructed at this port was at a point a little to the northward of the foot of Nuuanu Street," according to Thrum.

    Regatta Day in Honolulu Harbor King Kalakaua’s rowing By Barbara Del Piano crew in 1885. When you think of Regatta Day, most likely visions of outrigger canoe racing in Waikiki come to mind. But no…what we’re talking about is not canoes in Waikiki but barges in Honolulu Harbor. In ancient Hawaii, outrigger canoes were used mainly for traveling, transportation, war and fishing, but not usually for pleasure or competition. In the 1860s foreign ships in Honolulu Harbor introduced the sport of barge racing and it quickly caught on. King Kalakaua’s 40th birthday was celebrated on Novem- ber 16, 1875, with the Harbor’s first major regatta. Thousands of people came to the wharves to watch the races. The King, with friends and family, celebrated at the King’s boat house located in the harbor. The first competitors were sailors from the foreign ships, but in 1883 a club for local paddlers was formed…the Myrtle Boat Club where future Outrigger members Yabo Taylor and Lining up for a race isn’t Dad Center were stalwart crewmen. This statement on the resolution does not reflect an institutional position of the University of Hawaii. The resolutf on raises six questions (p. 2) to be addressed in the requested status report. Several of these quest ions were raised by the Environmental Center in its review of the Barberis Point Harbor for the House Interim Subcommittee on the Hono lulu Harbor Master Plan or in its review of the Barberis Point Harbor EIS. Copies of these reviews are appended to this statement (RG :0036 and RE:0232) . We believe that better answers to these questions should be provided before the decision is made to proceed with the development of the Harbor.
