CHINESE CULTURAL AND COMMUNITY CENTRE

PROFILE

Winnipeg is a city of many cultures of which the Chinese community has always been an integral and significant part. Over the last few decades, as the number of Chinese immigrants increased, so has the need for redeveloping Winnipeg’s Chinatown.

In 1981, the redevelopment became a reality with the support of the three levels of government through the Winnipeg Core Area Initiative and the Chinese community itself. The Winnipeg Chinatown Corporation was established in 1981, and in 1983 the Winnipeg Chinese Cultural and Community Centre was incorporated as part the overall development project in response to a survey conducted in 1982 wherein 90% of the Chinese in Winnipeg indicated a need for such a facility.

OBJECTIVES

 To increase understanding between the various Chinese and non- Chinese organizations in Manitoba.

5 PRESIDENT’S REPORT

The Winnipeg Chinese Cultural and Community Centre had a very busy and exciting year. So many milestones were reached for the community. We closed off last year with another great Christmas Party at Government House and collected several bins of food for Winnipeg Harvest. 2013 was kicked off with Chinese New Year open-houses and public celebrations at The Forks Market and at the centre. As well, we recorded another sell-out at our New Year’s Banquet at Kum Koon.

Many of the annual programs and events continued this year including the community volunteer income tax program, the women’s health program, the Canada Day celebration at the WCCCC, Chinese passport renewal service, the Asian Heritage Festival, the Summer Lunch Concert Series and the Winnipeg Chinatown Street Festival. .

We also had many other special guests visit Winnipeg and many special events held this past year. The Consul General of the People’s Republic of China Fang Li returned to Winnipeg and made several subsequent visits. He brought greetings at our New Year’s Banquet and hosted another banquet the following night. As our most active Consul General, he also visited Winnipeg for our grand opening of Peace Tower, for the National Congress of Chinese Canadians National Convention and the Golden Dragon Gala. The community received a special treat with the Consul General hosting a reception at the Fort Garry Hotel to celebrate the Chinese National Day. Another very important guest this year was from PR of China’s Ambassador to Canada His Excellency Zhang Junsai from Ottawa. During his first official visit to Manitoba, he had a wonderful opportunity to experience Winnipeg’s friendliness and evaluate our province’s potential as a trading partner.

The youth group again stepped up and organized many exciting events. The helped organize a very successful cultural arts night at the centre and played a major role in the annual Zhonghua Cup Basketball Tournament in our gymnasium. As well, they came out to volunteer at so many of our events. Without the youth group’s involvement and commitment, we would not be able to do all that we accomplish at the WCCCC.

As I mentioned earlier, we had several special milestones and special occasions. After a lot of hard work, Peace Tower was finally completed. The state-of-the-art housing is now fully- occupied, and our grand opening brought out many friends of the community. This is just the start of our plan to bring vibrancy to our Chinatown. This was a huge milestone for our community.

We just wrapped up another very successful Golden Dragon Awards Gala. This year we honoured Her Honour Anita Lee and Dr. David Barnard. This was the most successful one we have had to date. It is our chief fundraiser, but it also offered a chance for community at large to thank the honourees’ contributions to our province.

Personally, this was a very special year for me. In April, I celebrated my 80th Birthday. Members of the board and community got together and put on a big birthday party in our gym. Many friends, old and new, came out to celebrate. It was an unforgettable night for me. If that was not exciting enough, I was also bestowed another special gift a few months later. The City 6 of Winnipeg named a portion of James Street (in front of the centre and at the entrance of Chinatown) Honourary Dr. Joseph Du Way. For myself and my family, we are forever touched by this gesture.

There are many more events that took place over the year. I certainly missed out on a few. I am so proud of our centre and how we keep bringing in great events and programs. In closing, I would like to thank the many wonderful friends of the WCCCC for their continued support. In particular, I would like to say a special thank you to the hardworking Board of Directors, the staffs and volunteers. The WCCCC’s success is largely due to their dedicated contributions and commitments. Your support and dedication is appreciated.

Dr. Joseph Du, CM, OM, FAAP, FRCP(c), MD President 余岳兴医生

7 2012 ZHONGHUA CUP COMMUNITY BASKETBALL TOURNAMENT

To promote youth involvement in the community, to diversify the community activities, we continue to host the Zhonghua Cup basketball tournament in the WCCCC gym in the November 2012. This year, we had eight teams to participate whose age were from 17 to age 50. Those teams contained new and old immigrants, high school students, international students, local Canadian born Chinese and Caucasians. Some Chinese organizations also formed the teams to join the tournament.

The major sponsors are Royal Bank, Main and James branch, Manitoba Basketball Association, Manitoba China Time, MLIC, Young’s Trading, Giant Tiger, Safeway etc. The registration fee for each team is $60.00. Our biggest expense is to pay the referee service. Champion team is Great Wall; 2nd Place is Waffles; the 3rd Place is MCT. Zhonghua Cup basketball tournament has been built up by its name and reputation. We trust with the new gym facilities, the improved tournament system, and the support from the local business, we shall be able to run better tournament year after year.

10 THE 2013 COMMUNITY VOLUNTEER INCOME TAX PROGRAM

The Winnipeg Chinese Cultural and Community Centre has been partnering with the Canada Revenue Agency (CRA) to have volunteers prepare income tax and benefit returns for eligible individuals. We have been offering this service to the Chinese community for many years. There are lots of taxpayers who do not know how to prepare their income tax and benefit return themselves. We had trained volunteers to provide this important community service to taxpayers who are low income individuals, social assistance recipients, newcomers to Canada, seniors and students. We also offered a how to file your income tax return course for eligible individuals who wanted to lean and file their income tax return.

We started the program in March 3, 2013. Ricky Wong and Carmen Lau facilitated the training session for the 14 volunteers. The training session was needed to help the low income earners; new immigrants and seniors file their income tax returns. We provided the paper training and computer software training. We covered the whole tax return from beginning to the end. March 17, 2013 is the date of the information session for anyone who wanted to learn how to file their own income tax return. This is the knowledge session of how the income tax return works. After the session, the low income earners; new immigrants and seniors will be able to file their own income tax returns. We have the filing dates on March 23 and March 31, 2013. We booked appointments for the income tax filers to come to the office to file the income tax return. For this year’s program, we filed over 600 returns with the Canada Revenue Agency. A big thanks for the hard work and dedication of all the volunteers. Especially for the volunteers whom came back year after year to help with the Community Volunteer Income Tax Program.

23 MANITOBA CHINESE YOUTH COMMITTEE (MCYC) ANNUAL REPORT

Manitoba Chinese Youth Committee (MCYC) was founded in June of 2011 after the WCCCC Youth Leadership Training Program. It is the youth branch of the WCCCC to raise a your voice in the Winnipeg Chinese community and encourage more youth involvement. The MCYC is organized by a group of young, enthusiastic students who are passionate about promoting the Chinese culture and encouraging multiculturalism. This passion fuels the desire to help our cultural community by volunteering and organizing different events.

This year, MCYC has hosted 2nd annual Cultural Arts Night (see report separately); participated the WCCCC’s Chinese New Year banquet and raised more than $2000.00 by selling the raffle tickets; more involved in organizing this year Street Festival, helped out to sell the used books and managed the fun game tents, played main role in set up and close out the event; formed a 10- volunteer team to participate the Motionball fund raising event for special Olympics. MCYC also planned to have another Youth Leadership Training and Multicultural Summer Camp, however, due to the schedule and funding issues, these two projects will be postponed to a later time.

After two years’ running, especially hosting the Cultural Arts Night project, not only the members have polished their leadership skills, but also established MCYC’s reputation in the Chinese community as well as in the government agencies. We hope to continue work hard in recruiting new blood and building the strong youth connection within the community.
