CHINESE CULTURAL AND COMMUNITY CENTRE

PROFILE

Winnipeg is a city of many cultures of which the Chinese community has always been an integral and significant part. Over the last few decades, as the number of Chinese immigrants increased, so has the need for redeveloping Winnipeg’s Chinatown.

In 1981, the redevelopment became a reality with the support of the three levels of government through the Winnipeg Core Area Initiative and the Chinese community itself. The Winnipeg Chinatown Corporation was established in 1981, and in 1983 the Winnipeg Chinese Cultural and Community Centre was incorporated as part the overall development project in response to a survey conducted in 1982 wherein 90% of the Chinese in Winnipeg indicated a need for such a facility.

OBJECTIVES

 To promote and advance the awareness, knowledge and appreciation of the Chinese culture in relation to the multi-cultural mosaic of Winnipeg, and .

 To increase understanding between the various Chinese and non- Chinese organizations in Manitoba.

 To encourage public understanding of matters relating to the affairs of the Chinese Community.

 To provide facilities for educational, cultural and recreational purposes.

5 PRESIDENT’S REPORT

It was a very busy and exciting year for the Winnipeg Chinese Cultural and Community Centre and its working partners. As per usual, the WCCCC’s schedule was jam-packed with wonderful events this past year. In particular, we were very pleased to revive Folklorama’s Chinese Pavilion after a six year hiatus. We came back with great excitement and success.

Many of the annual programs and events continued this year including the Chinese New Year Banquet, the community volunteer income tax program, Chinese immigration passport renewal service, the Summer Lunch Concert Series, MCYC Cultural Arts Night, Zhonghua Cup basketball tournament and the Winnipeg Chinatown Street Festival.

We also had many other special guests visit Winnipeg. The Consul General of the People’s Republic of China again made several visits to Winnipeg. The Consul General’s Office hosted the Chinese National Day celebration reception with many friends of the community. Another special visit this year included members of Taiwan’s National University of Physical Education. They made a tour stop in Winnipeg to showcase their Taiwan Impression show at the Technical Vocational Theatre. Finally, the Peking Acrobats came back to Winnipeg after two years to perform with the Winnipeg Symphony Orchestra. We partnered with the WSO in a fundraising dinner and show and raised funds for the Winnipeg Chinese Community Fund.

In closing, I would like to thank the many wonderful friends of the WCCCC for their continued support. In particular, I would like to say a special thank you to the hardworking Board of Directors, the staff and volunteers. The WCCCC’s success is largely due to their dedicated contributions and commitments. Finally, I would like to give an honourable mention to our departed Executive Director Kevin Fan. After eight years, he left the WCCCC to pursue other opportunities, and we would all like to wish him the very best. He played an integral role in the operations of our cultural centre during his tenure.

Dr. Joseph Du, CM, OM, FAAP, FRCP(c), MD President 余岳兴医生

6 2013 ZHONGHUA CUP COMMUNITY BASKETBALL TOURNAMENT

To promote youth involvement in the community, to diversify the community activities, we continue to host the Zhonghua Cup basketball tournament in the WCCCC gym in the October 2013. Those teams contained new and old immigrants, high school students, international students, local Canadian born Chinese and Caucasians. Some Chinese organizations also formed the teams to join the tournament.

The major sponsors are Royal Bank, Main and James branch, Manitoba Basketball Association, Canada-China Friendship Association, Manitoba China Time, Panda Tea, Noodle Express, Giant Tiger, and Safeway etc. The registration fee for individual teams is $60.00 and $100 for organization teams. Our biggest expense is to pay the referee service. Champion team is Waffles; 2nd Place is Manitoba Chinese Tribune; the 3rd Place is Hunters. We also have the Scoring Champion, Tong Wong who is from MCT and MVP is Ronel Banibo from Waffles. Zhonghua Cup basketball tournament has been built up by its name and reputation. 2014 COMMUNITY VOLUNTEER INCOME TAX PROGRAM

The Winnipeg Chinese Cultural and Community Centre has been partnering with the Canada Revenue Agency (CRA) to have volunteers prepare income tax and benefit returns for eligible individuals. We have been offering this service to the Chinese community for many years. There are lots of taxpayers who do not know how to prepare their income tax and benefit return themselves. We had trained volunteers to provide this important community service to taxpayers who are low income individuals, social assistance recipients, newcomers to Canada, seniors and students. We also offered a how to file your income tax return course for eligible individuals who wanted to lean and file their income tax return.

We started the program in March 23, 2014. Ricky Wong and Carmen Lau facilitated the training session for the 26 volunteers. The training session was needed to help the low income earners; new immigrants and seniors file their income tax returns. We provided the paper training and 10 computer software training. We covered the whole tax return from beginning to the end. March 30, 2014 is the date of the information session for anyone who wanted to learn how to file their own income tax return. This is the knowledge session of how the income tax return works. After the session, the low income earners; new immigrants and seniors will be able to file their own income tax returns. We have the filing dates on April 5 and April 12, 2014. We booked appointments for the income tax filers to come to the office to file the income tax return. For this year’s program, we filed over 200 returns with the Canada Revenue Agency. A big thank for the hard work and dedication of all the volunteers. Especially for the volunteers whom came back year after year to help with the Community Volunteer Income Tax Program.

Under the leadership of Dr. Choy and the support from Dr. Du, the Chinese pavilion organizing committee was formed in February. The committee includes Tina Chen, Patrick Choy, Saina Fan, Miao Fang, Frank Guan, Debbie Guo, Steven Howes, Doan Lan, Anita Lee, Malinda Lee, Jasmine Li, Hsianghsin Liu, Lingyao Meng, Terence Tsoi, Jessica Truong, Steven Wu, James Yezi, Jack Feng Zhou. From the survey response summary provided by Floklorama, the overall Chinese pavilion rating is 5.40 out of 6, which is above the average over all pavilions rating of 4.65.

Folklorama Chinese Pavilion provides a 7-day stage to local performing groups to showcase their talent, provides opportunities to new and experienced volunteers to promote Chinese culture, builds bridges among local communities. It also proves that running the Chinese pavilion is one of the most profitable projects.

PASSPORT RENEWAL SERVICE

16 On September 20, 2014, the Consul Mr. Junlei Wang and Consul Yongtao Mi came to WCCCC and provided the Chinese / HongKong Passport renewal service for Chinese Immigrants and students in Manitoba.

According to the Chinese regulations, the renewal of the passport must be applied in person at the Chinese Consulate office. Since there is no Chinese Consulate office in Manitoba, Chinese immigrants and students in Manitoba have to travel to Toronto to renew the passport. In view of the increasing number of Chinese citizens living in Manitoba, the Consulate General of the People’s Republic of China in Toronto sent officials to Winnipeg to accept applications once a year to serve the Manitoban Chinese. The WCCCC provided its office space, facilities, staffs and volunteers to help out this community service event. The consuls processed over 200 applications within one day. The Consuls appreciated the help from the Centre and commented that the mission was a great success.

2014 WCCCC LIBRARY REPORT

Library Collection development: Library’s collection development is ongoing. The Consul General of P.R. China in Toronto donated twice and over 2000 books to our library during 2013-2014. There are four kinds of materials in the library: books, magazines, newspaper, and audio-visual materials. WCCCC accepted about 100 used-book donations.

There are 10 magazines in the library. For example: Beijing Review, People’s pictorial, China National Geographic and so on. Popular Medicine magazine is the new addition to this year. The quality of the magazine is very good. They cover various fields: political, travel, literature, geography, medicine, entertainment and science for children. The target audience is for women, men, youth, elder and people from all ages. Beijing Review magazine is published in English and Chinese Language and provides a good opportunity for both learning language and exploring political, economic, social trends in China.

There are 2 newspapers from outside of Canada: People Daily overseas edition is from China and Macro View Weekly is from Taiwan. Chinese Canadian Post is from Toronto and other three from Winnipeg. The newspaper collection isn’t used as often as magazines. But they are still playing the role of accommodating some people’s need to look for specific information.
