NC State Parks - Connect NC Staggered Start Dates • Capital improvement project start dates are divided into four years to avoid staff overload – First Year projects (CI + land) represent 46% of bond funding ($34.5 M) • Staggering projects also facilitates cash flow, spreads new operating cost increases over several years and does not exceed PARTF’s ability to provide supplemental funding

Carvers Creek SP Localized flooding in September 2016 caused historic dam at Carvers Creek SP to fail, resulting in drainage of millpond. Cost to repair will likely be ~$2 million. Will use bond proceeds to repair, which will reduce funds previously slated on renovation of Long Valley Farm site

Chimney Rock SP Age and heavy rain in October 2017 caused the retaining wall for the parking lot at the base of the elevator to fail and slide onto the road below. Plan to use about one-half of bond funds (~750,000) to repair, instead of building a parking lot at the World’s Edge area of the park

• Not all bond projects require additional operating budget – projects such a major renovations to facilities or expanded parking will not need additional operating funds • New visitor centers, new campgrounds and some larger scale land acquisitions will need additional personnel and operating funds • Bond funds are not being used for staffing or other operating expenses.

The Governor's budget for the 2017-2019 biennium included staff and operating funds for 8 first year projects

Some projects will not be complete until after 6/30/19. Staff will not be hired until projects are complete, so some increases will not occur until next biennium.
