The key functions of DPS serve the mission of the department, “Protect and Serve Texas” and its four strategic objectives: • Combat Crime and Terrorism • Enhance Highway and Public Safety • Enhance Statewide Emergency Management 1 September 29, 2017 Texas Department of Public Safety Self-Evaluation Report • Enhance Public Safety Licensing and Regulatory Services Furthermore, the department has restructured key functions within its divisions based upon assigned responsibilities and subject matter expertise, and these key functions also occur in the field under a unified regional command structure, in which regional leadership are empowered to make decisions. Included in the DPS Chief of Staff responsibilities is oversight of essential specialized sections within the Director’s Office, such as Cyber Security, Media & Communications, Government Relations, Equal Employment Opportunity, Dispute Resolution Office, and Executive Protection. The department’s divisions reside under three branches according to key functions. 1. The Homeland Security Branch: • Intelligence and Counter-Terrorism Division • Division of Emergency Management • Office of Homeland Security 2. The Institute’s focus continues to be the enhancement of the quality of life for all Americans and not solely for the provision of services to prison inmates. However, our research of 2003 and current updates strongly support redirecting some of the large sums of money that has been poured into imprisoning Americans toward educating them. In 2009, the National Association for the Advancement of Colored People (NAACP) adopted a resolution calling upon their branches to actively educate their members to the socio- economic benefits of providing higher education opportunities to prisoners.

    UNCLASSIFIED Texas Public Safety Threat Overview 2013 Texas Public Safety Threat Overview 2013 A State Intelligence Estimate Produced by the Texas Department of Public Safety In collaboration with other law enforcement and homeland security agencies February 2013 1 UNCLASSIFIED Texas Public Safety Threat Overview 2013 Executive Summary (U) Texas faces the full spectrum of threats, and the state’s vast size, geography, and large population present unique challenges to public safety and homeland security. Texas employs a systematic approach to detect, assess, and prioritize public safety threats within seven categories: crime, terrorism, motor vehicle crashes, natural disasters, public health threats, industrial accidents and cyber threats. (U) Crime threatens the safety, security and freedom of people. Sadly, one needs only to look to our neighbor to the south to view the impact that organized crime can have on a nation and its citizens. Some 60,000 men and woman have been killed in Mexico since 2006, with a substantial number of brutal tortures and beheadings. (U) Index crimes measured by the Uniform Crime Reporting system have decreased throughout Texas and the nation, which is encouraging, as the eight index crimes include homicide, rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny, and arson. These are referred to as index crimes because they were selected in the 1930s to provide an index of the general level of criminal activity. From 2010 to 2011, the most recent year for which complete data is available, the volume of index crimes in Texas declined 6.4 percent and the crime rate declined 8.3 percent.

Texas gangs are responsible for high levels of violence throughout the state, such as murder, sex trafficking, armed robbery, and aggravated assault. Texas gangs are heavily involved in the trafficking of methamphetamine, heroin, cocaine, and marijuana, and will often work with each other regardless of race or ideology in order to profit from the trafficking of drugs. We assess there are more than 100,000 gang members in Texas at any given time based on available information and data from multiple sources. • (U) Gangs in Texas continue to work closely with the Mexican cartels. Gangs provide direct support to cartel drug and human smuggling operations into and throughout Texas and the nation. Cartels also utilize gang members to procure and move weapons and money to Mexico, and sometimes to commit violent crimes on both sides of the border. Given the entrenched connections between gangs and cartels for drug distribution, we are concerned about the role gangs could play in trafficking fentanyl and contributing to the national opioid epidemic.

Class C Family Violence: Filling the Gaps in Accountability and Enforcement Molly Hobbs Texas Municipal Courts Fellow Juris Doctor Candidate, 2020, University of Texas School of Law The Significance and Prevalence of Family Violence Crimes In the wake of the COVID-19 crisis, family and domestic violence crimes are making headlines.1 Restrictions, such as stay-at-home orders imposed to keep the virus from spreading, have resulted in increased reports of abuse.2 On April 5, 2020, the United Nations called for urgent action to combat a worldwide surge in cases.3 Family violence crimes are not new to the U.S. court system. The hurdles associated with reporting and accessing relevant data are familiar. The recent rise in incidents, however, has rekindled national attention to the longstanding issues and concerns associated with domestic and family violence. In November 2017, Devin Kelley walked into the First Baptist Church of Sutherland Springs, Texas, killed 26 individuals, and injured dozens more in the deadliest mass shooting in Texas history.4 Kelley had previously been convicted by the Air Force general court-martial on two charges of domestic violence against his wife and stepson.5 His conviction was never reported in the National Crime Information Center database.6 However, Kelley’s history of family violence is not unique when compared to other mass shooting perpetrators. The shooter that claimed 49 lives at Pulse Nightclub in Florida reportedly had a history of beating his wife.
