The Institute’s focus continues to be the enhancement of the quality of life for all Americans and not solely for the provision of services to prison inmates. However, our research of 2003 and current updates strongly support redirecting some of the large sums of money that has been poured into imprisoning Americans toward educating them. In 2009, the National Association for the Advancement of Colored People (NAACP) adopted a resolution calling upon their branches to actively educate their members to the socio- economic benefits of providing higher education opportunities to prisoners. -

GREG ABBOTT March 19,2007 The Honorable Susan Combs Opinion No. GA-053 1 Texas Comptroller of Public Accounts Post Office Box 13528 Re: Application of section 103.001(b) of the Austin, Texas 7871 1-3528 Texas Civil Practice and Remedies Code to a claim filed by one of the Tulia defendants (RQ-0523-GA) Dear Comptroller Combs: Your predecessor in office requested an opinion on the interpretation of Texas Civil Practice and Remedies Code, section 103.OO 1(b).' Chapter 103 of the Civil Practice and Remedies Code provides for compensation to persons who have been wrongfully imprisoned. See TEX.CIV. PRAC. & REM. CODE ANN. ch. 103 (Vernon 2005). Claims for compensation are filed with the Comptroller's judiciary section. See id. 5 103.051 (a). Section 103.001(a) states the criteria for entitlement to compensation for wrongful imprisonment while section 103.001(b) provides the following restriction on entitlement to compensation under section 103.OO 1(a): (b) A person is not entitled to compensation under Subsection (a) for any part of a sentence in prison during which the person was also serving a concurrent sentence for another crime to which Subsection (a) does not apply. Id. 5 103.001 The question about section 103.OO 1(b) arose in connection with a wrongful imprisonment compensation claim filed by a Tulia defendant. The request letter recited the well-publicized facts of the Tulia prosecutions: In July 1999, 46 individuals, nearly all African Americans, were arrested in Tulia by a local drug task force and charged with the sale of small amounts of cocaine. -

UNCLASSIFIED Texas Public Safety Threat Overview 2013 Texas Public Safety Threat Overview 2013 A State Intelligence Estimate Produced by the Texas Department of Public Safety In collaboration with other law enforcement and homeland security agencies February 2013 1 UNCLASSIFIED Texas Public Safety Threat Overview 2013 Executive Summary (U) Texas faces the full spectrum of threats, and the state’s vast size, geography, and large population present unique challenges to public safety and homeland security. Texas employs a systematic approach to detect, assess, and prioritize public safety threats within seven categories: crime, terrorism, motor vehicle crashes, natural disasters, public health threats, industrial accidents and cyber threats. (U) Crime threatens the safety, security and freedom of people. Sadly, one needs only to look to our neighbor to the south to view the impact that organized crime can have on a nation and its citizens. Some 60,000 men and woman have been killed in Mexico since 2006, with a substantial number of brutal tortures and beheadings. (U) Index crimes measured by the Uniform Crime Reporting system have decreased throughout Texas and the nation, which is encouraging, as the eight index crimes include homicide, rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny, and arson. These are referred to as index crimes because they were selected in the 1930s to provide an index of the general level of criminal activity. From 2010 to 2011, the most recent year for which complete data is available, the volume of index crimes in Texas declined 6.4 percent and the crime rate declined 8.3 percent. -

Craddick, Speaker of the House Chief Deputy Commissioner Robert Scott Fellow Texans: I am pleased to present my performance review of the Morgan Independent School District (MISD). This review is intended to help MISD hold the line on costs, streamline operations, and improve services to ensure that more of every education dollar goes directly into the classroom with the teachers and children, where it belongs. To aid in this task, I contracted with SoCo Consulting, Inc. I have made a number of recommendations to improve MISD's efficiency. I also have highlighted a number of "best practices" in district operations- model programs and services provided by the district's administrators, teachers, and staff. This report outlines 39 detailed recommendations that could save MISD $400,162 over the next five years, while reinvesting over $48,205 to improve educational services and other operations. Net savings are estimated to reach more than $351,957 that the district can redirect to the classroom. I am grateful for the cooperation of MISD's board, staff, parents, and community members. I commend them for their dedication to improving the educational opportunities for our most precious resource in MISD?the children. Introduction Indicted Congressman Tom DeLay owes his extraordinary rise and fall as House Majority Leader to his relentless pursuit of special-interest money. Long before DeLay, beltway lobbyists relied on campaign contributions to ease their access to money-hungry politicians. But DeLay and conservative activist Grover Norquist rewrote the ground rules of Washington’s influence game when they created their aggressive “K Street Project” in the late 1990s. DeLay’s K Street Project ran Washington as a pay-to-play town. If top lobbyists wanted access to the Republican majority, DeLay expected them and their clients to dig deep for Republican causes, particularly one that became known as DeLay, Inc. The K Street project also threatened reprisals against lobby shops and trade associations that failed to replace the Democrats in their top ranks with leaders sporting GOP credentials.1 Once established as a ruthlessly effective way for incumbents to raise money, the K Street Project model was ready for export to statehouses nationwide. -
