Annual Policing Plan for the Year 2016-17 ANNUAL POLICING PLAN FOR THE YEAR 2016-17 DISTRICTSHEIKHUPURA District Police Officer Sheikhupura 1 2 INTRODUCTION History of Sheikhupura goes back to 100 B.C. Historical research has established the fact that Sangla or Sakala was capital of the Punjab once. Alexander of Macedonia fought one of his most difficult battles of his life in this area. The Mughal Emperor, Noor-ud- Din Muhammad Jahangir, laid foundation stone of historical castle in Sheikhupura in 1607. During Sikh rule, new city was named Singhpuria, previously known as Jahangirabad. During the reign of Emperor Jhanagir (1605 to 1672), Sheikhupura had the status of royal hunting ground. Sheikhupura is bounded by six other districts of the Punjab namely, Lahore, Nankana Sahib, Narowal, Hafizabad, Sialkot and Gujranwala. To the east, the international boarder of India is connecting it with Amritsar. The district has extreme climate and the summer season starts from April and continues till October. During the summer season, temperature ranges from 30 to 48 degree Celsius. The winter season starts from November and continues till March. December and January are the coldest months with a mean minimum temperature of about 3-5 degrees Celsius. The dust storms occur occasionally during the hot season especially in the months of June, July and August. Rainy weather alternates with oppressive climate. The rainfall in 500 mm per annum. The mean minimum and maximum humidity during winters is 37-84% respectively. Nankana Sahib was separated and made a new district in 2005. Administratively the district has been divided into 5 police circles and these circles are further divided into 16 police stations accordingly. ***** 3 DISTRICT SHEIKHUPURA GENERAL PROFILE Sheikhupura District is bounded by Gujranwala in the north, Nankana Sahib in the south, Lahore and Amritsar (India) in the east and Hafizabad in north-west. To make District Sheikhupura roads safer by denying the criminals for carrying out their nefarious designs. ix. Develop a clear medium of financial strategy and workforce plan, designed to deliver the aims and objectives of the Policing Plan. x. Establish effective arrangements within the authority and force to ensure that our services are of good values. xi. To develop more productive flexible workforce and improve our quality of service. xii. To increase the percentage of police officers/officials in operational duties. Priorities Our priorities to achieve strategic objectives and aims are as under: Operational priorities i. Promote Police-Public partnership through community policing. ii. Arrest of criminals and fugitives of law. iii. To prevent highway dacoity/robberies. iv. Enforce traffic laws with the coordination of Traffic Police and Punjab Highway Patrol (PHP). v. Prompt registration of cases. vi. Speedy and quality investigation. 6 vii. Prompt and professional response to calls of public for better service. viii. Redressal of public complaints. ix. To prevent house dacoities/robberies and street crimes. x. Zero tolerance against violence. xi. Maintenance of public peace and tranquility. xii. Disseminate information to public. xiii. To develop key performance indicators (KPIs) and monitoring mechanism. xiv. Counter terrorism, (sectarian and extremism). xv. Security of sensitive installations, foreigners and dignitaries. Administrative Priorities: i. Internal accountability against corruption. ii. Promote merit and fair-play in internal administration. iii. Accessibility to force and redressal of problems. iv. Maintenance of tenures at operational level. v. However, there is little work on the nature of of capacity deficits faced by local governments and whether these deficits are acting as a constraint on performance. We use financial accounts data from Punjab’s local governments for 2018-19 to measure their ability to utilize budgets and find that there is considerable variation in this metric across local governments. We supplement this with a management survey with the top managers whose decisions affect budget utilization in a random sample of 129 out of 193 urban local governments in Punjab. We find that the capacity deficits in local governments are particularly challenging in terms of human resource capabilities, the adoption of automated systems, and legal and enforcement capacity. We also find that better human resource capabilities and the use of managerial incentives are positively correlated with budget utilization. Our evidence provides new insights on the importance of management and human resource capabilities and systems capacity in local governments in a developing country setting.

    Punjab Development Statistics 2017 Preface Bureau of Statistics has been issuing this publication since 1972. The present edition is the 43rd in the series. It provides important statistics in respect of social, economic and financial sectors of the economy at aggregate as well as sectoral levels. This publication contains data on almost all sectors of the Provincial economy with their break-up by Tehsil, District & Division as far as possible. Eight tables on Monthly Electricity and Gas Consumption, Number of Zoo, Number of Bulldozers, Small and Mini Dams, Recognized Slaughter Houses and two provisional tables on population census 2017 are also added in this issue.
