    Wildfire Development Permit (WFDP) Area Category The Wildfire Development Permit (WFDP) Area is designated pursuant to Section 488(1)(b) of the Local Government Act for the protection of development from hazardous conditions. Area The lands shown as Wildfire Development Permit Area on Schedule ‘Y’ are designated as a Wildfire Development Permit Area. Justification To regulate development activities within wildfire areas in order to minimize the risk of wildfire on private property. The objectives of the WFDP are to: • Assess and manage the wildfire hazards in RDOS to maintain these risks within levels acceptable to the public; • Direct growth away from areas most vulnerable to wildfire hazards towards more suitable, and less risky locations. • Prevent personal injury and property loss; • Protect structures from damage; and • Provide stable and accessible building sites. Background Significant areas within the RDOS are located within and adjacent to forestland that poses a risk from wildfire. Fire behaviour modelling, and the proximity of homes and businesses to the forest interface have been assessed as part of the Community Wildfire Protection Plan and additional professional analysis. As a result, the Wildfire Development Permit (WFDP) Area was approved by the RDOS Board. Development Requiring a Permit A Wildfire Development Permit is required, except where exempt under Section 1.1.10 (Exemptions), for development on lands within the WFDP area.     2005 STRATEGIC WATER SERVICING PLAN October 17th, 2005 Rutland Waterworks District 160 Highway 33 West Kelowna, BC V1X 1X7 Attention: Mr. Grant Federspiel Chairman, Kelowna Joint Water Committee Board of the Whole Dear Grant: Re: Kelowna Joint Water Committee 2005 Strategic Water Servicing Plan We are pleased to provide our report summarizing the Kelowna Joint Water Committee 2005 Strategic Water Servicing Plan for all lands within the City of Kelowna boundaries. The plan was developed by a team of skilled individuals with a long history of water supply in the Okanagan Valley. The plan is an update to the 1995 KJWC Water Servicing Plan. It includes the following specific information: A review of source capacity in relation to water licenses; Plan drawings of the major water supply components and water pressure zones that presently service the City; A summary of water system strengths and weaknesses for each utility; Plans for improvements for the five large water utilities within the City boundaries; A plan for long-term water service boundaries for all lands within City limits. The plans provide insight into the condition of our water resources and the ability of our water utilities to meet the pressures expected from climate change and continued development. (Hons), University of British Columbia, Canada, 2010 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF SCIENCE in THE COLLEGE OF GRADUATE STUDIES (Environmental Sciences) THE UNIVERSITY OF BRITISH COLUMBIA (Okanagan) September 2015 © Nicole Jean Pyett, 2015 Abstract Population increases and climate change are expected to increase water stress in the semi‐arid Okanagan Valley in the Interior of British Columbia. Groundwater discharge from the largest unconsolidated aquifer system in the Okanagan Valley to Okanagan Lake was directly measured between September 2011 and August 2013. Seepage meter measurements (331) and gradient calculations (73) were used to measure flow from the Kelowna aquifers in an effort to constrain groundwater values in a basin‐scale water‐balance model constructed to inform water use and planning decisions within the Okanagan Valley. The complexity of the subsurface environment in the Kelowna area led to the construction of a 2‐D MODFLOW transect to provide a sensitivity analysis of the percentage of total flow captured within the study area using a reasonable range of hydraulic conductivity values for the known confining and confined layers. Forty‐two MODFLOW scenarios estimated 26% ‐ 100% of the total flow from the Kelowna aquifers to Okanagan Lake was captured within the study area. Long‐term station seepage meter measurements showed a large range of annual variability with flux measurements which ranged from 10‐11 to 10‐9/10‐8 m3/m2/s. A substantial reduction in flows observed within the study area between study year one (4.1 x 105 m3) and study year two (2.9 x 105 m3) was potentially due to anthropogenic water extractions.
