Watts is Professor of Economics at East Texas Baptist University in Marshall, Texas. Abstract This paper presents a monetary explanation for the U.S. recession of 1797. Credit expansion initiated by the Bank of the United States in the early 1790s unleashed a bout of inflation and low real interest rates, which spurred a speculative investment bubble in real estate and capital intensive manufacturing and infrastructure projects. A correction occurred as domestic inflation created a disparity in international prices that led to a reduction in net exports. Specie flowed out of the country, prices began to fall, and real interest rates spiked. In the ensuing credit crunch, businesses reliant upon rolling over short term debt were rendered unsustainable. The general economic downturn, which ensued throughout 1797 and 1798, involved declines in the price level and nominal GDP, the bursting of the real estate bubble, and a cluster of personal bankruptcies and business failures. -

Its harbor and central location made it a natural crossroads for the 13 British colonies. Its population was also unusually diverse, since the original Quaker colonists had become a dwindling minority among other English, Scottish, and Welsh inhabitants, a large admixture of Germans, plus French Huguenots, Dutchmen, and Sephardic Jews. p0138-139aspe-0205gs 10/16/02 3:54 PM Page 138 APHY OGR GE T SPOTLIG H The Land Ordinance of 1785 When states ceded, or gave up, their western lands to the United States, the new nation became “land rich” even though it was “money poor.” Government leaders searched for a way to use the land to fund such services as public education. The fastest and easiest way to raise money would have been to sell the land in huge parcels. However, only the rich would have been able to purchase land. The Land Ordinance of 1785 made the parcels small and affordable. The Land Ordinance established a plan for dividing the land. The government would first survey the land, dividing it into townships of 36 square miles, as shown on the map below. Then each township would be divided into 36 sections of 1 square mile, or about 640 acres, each. An individual or a family could purchase a sec- tion and divide it into farms or smaller units. A typical farm of the period was equal to one-quarter section, or 160 acres. The minimum price per acre was one dollar. Government leaders hoped the buyers would develop farms and establish com- munities. In this way settlements would spread across the western territories in an orderly way. The Story of the Faulkner Murals By Lester S. Gorelic, Ph.D. The story of the Faulkner murals in the Rotunda begins on October 23, 1933. On this date, the chief architect of the National Archives, John Russell Pope, recommended the approval of a two- year competing United States Government contract to hire a noted American muralist, Barry Faulkner, to paint a mural for the Exhibit Hall in the planned National Archives Building.1 The recommendation initiated a three-year project that produced two murals, now viewed and admired by more than a million people annually who make the pilgrimage to the National Archives in Washington, DC, to view two of the Charters of Freedom documents they commemorate: the Declaration of Independence and the Constitution of the United States of America. The two-year contract provided $36,000 in costs plus $6,000 for incidental expenses.* The contract ended one year before the projected date for completion of the Archives Building’s construction, providing Faulkner with an additional year to complete the project. The contract’s only guidance of an artistic nature specified that “The work shall be in character with and appropriate to the particular design of this building.” Pope served as the contract supervisor. Louis Simon, the supervising architect for the Treasury Department, was brought in as the government representative. All work on the murals needed approval by both architects. Also, The United States Commission of Fine Arts served in an advisory capacity to the project and provided input critical to the final composition. The contract team had expertise in art, architecture, painting, and sculpture. -

To become something therein.” -Abbe Sieyes 1789 Pre-Revolution • Louis XVI came to the throne in the midst of a serious financial crisis • France was nearing bankruptcy due to the outlays that were outpacing income • A new tax code was implemented under the direction of Charles Alexandre de Calonne • This proposal included a land tax • Issues with the Three Estates and inequality within it Peasant Life pre-Revolution • French peasants lived better than most of their class, but were still extremely poor • 40% worked land, but it was subdivided into several small plots which were shared and owned by someone else • Unemployment was high due to the waning textile industry • Rent and food prices continued to rise • Worst harvest in 40 years took place during the winter of 1788-89 Peasant Life pre-Revolution • The Third Estate, which was the lower classes in France, were forced by the nobility and the Church to pay large amounts in taxes and tithes • Peasants had experienced a lot of unemployment during the 1780s because of the decline in the nation’s textile industry • There was a population explosion of about 25-30% in roughly 90 years that did not coincide with a rise in food production Direct Causes of the Revolution • Famine and malnutrition were becoming more common as a result of shortened food supply • Rising bread prices contributes to famine • France’s near bankruptcy due to their involvement in various -

The Constitutional Status of Women in 1787 Mary Beth Norton* I am tempted to make this presentation on the constitutional status of women in 1787 extremely brief. That is, I could accu- rately declare that "women had no status in the Constitution of 1787" and immediately sit down to listen to the comments of the rest of the panelists here this morning. However, I was undoubt- edly invited here to say more than that, and so I shall. If one looks closely at the words of the original Constitution, the term "man" or "men" is not used; rather, "person," "persons" and "people" are the words of choice. That would seem to imply that the Founding Fathers intended to include women in the scope of their docu- ment. That such an assumption is erroneous, however, was demonstrated in a famous exchange between Abigail and John Ad- ams in 1776. Although John Adams was not present at the Consti- tutional Convention, his attitudes toward women were certainly representative of the men of his generation. For more information, please contact [email protected] The Long Road toward a More Perfect Union: Majority Rule and Minority Rights at the Constitutional Convention JOHN PATRICK COBY ABSTRACT On the eve of the Constitutional Convention, James Madison developed a new theory of republicanism, one that would allow union on a scale previously thought impossible. The extended republic, buttressed by constitutional safeguards republican in nature, would, he argued, protect the rights of minorities without compromising the majority’s right to rule. But Convention delegates, unimpressed with Madison’s new theory, grav- itated toward constitutional safeguards more mixed-regime in nature and so produced a constitution incompletely republican. This article examines the three minority interests that most occupied the delegates’ attention: small states, all states, and southern states; further, it employs three criteria for determining the presence of republican or mixed- regime protections: strength of constitutional barrier, cohesion of defenders, and duration of defense. The article’s conclusion reflects on the consequences of a constitution partly republican and partly mixed-regime.
