Notification to the Parties No. 2017 CONVENTION ON INTERNATIONAL TRADE IN ENDANGERED SPECIES OF WILD FAUNA AND FLORA NOTIFICATION TO THE PARTIES No. 2018/089 Geneva, 8 November 2018 CONCERNING: Registration of operations that breed Appendix-I animal species in captivity for commercial purposes Background 1. Article VII, paragraph 4, of the Convention provides that specimens of Appendix-I animal species bred in captivity for commercial purposes shall be deemed to be specimens of species included in Appendix II. In Resolution Conf. 12.10 (Rev. CoP15), the Conference of the Parties agreed that the exemption of Article VII, paragraph 4, should be implemented through the registration by the Secretariat of operations that breed specimens of Appendix-I species in captivity for commercial purposes. In paragraph 5 of that Resolution, the Conference resolves that: b) the first and major responsibility for approving captive-breeding operations under Article VII, paragraph 4, shall rest with the Management Authority of each Party, in consultation with the Scientific Authority of that Party; c) the Management Authority shall provide the Secretariat with appropriate information to obtain, and to maintain, the registration of each captive-breeding operation as set out in Annex 1. The Secretariat's capacity to review registration applications is limited. In order to facilitate a timely review, Parties are requested to ensure that the applications they submit are complete and accurate. The Secretariat's role is primarily to verify that the required information has been provided. Application under consideration 2. The Secretariat has been requested to include the following operations in the Register of operations that breed Appendix-I animal species in captivity for commercial purposes: Country Species See South Africa Psittacus erithacus Annex 3. With respect to paragraph 5 in Annex 1 of Resolution Conf. 12.10 (Rev. CoP15), the Secretariat notes that it is not possible to be certain that the documentary evidence provided confirms that the parental stock has been obtained in accordance with relevant national measures and the provisions of the Convention. The Secretariat has accepted the assurance of the Management Authority of South Africa that the requirements of Annex 1 have been met. 4. In accordance with the provisions of Resolution Conf. 12.10 (Rev. CoP15), Annex 2, the operations will be included in the Secretariat's Register 90 days after the date of this Notification, i.e. on 6 February 2019, unless the Secretariat receives an objection from a Party which is fully documented and includes the supporting evidence that has given rise to concerns. Natura Viva cc, PO Box 12410 Mill Street, Cape Town 8010, RSA [email protected] January 2020 EXECUTIVE SUMMARY Ventura Renewable Energy (Pty) Ltd is proposing to develop up to four solar PV facilities, each of up to 100 MW generation capacity, on the farm Visserspan No. 40, c. 10 km northwest of Dealesville and 68 km northwest of Bloemfontein, in the Tokologo Local Municipality, Free State Province. Substantial direct impacts on fresh, potentially-fossiliferous Tierberg Formation (Ecca Group, Karoo Supergroup) bedrocks during the construction phase of the proposed PV solar projects are considered unlikely. The mapped outcrop areas of the Tierberg Formation within the PV solar project areas are small while the mudocks here are likely to be weathered near-surface and mantled by thick superficial deposits such as calcrete. In this region, the near-surface Ecca Group bedrocks are very often extensively disrupted and veined by Quaternary calcrete as well as baked by dolerite intrusions, compromising their palaeontological sensitivity. Potentially fossiliferous Pleistocene alluvial or spring deposits were not encountered in the study area, while pan and associated dune sediments here lie largely – but not exclusively - outside the development footprint. The calcrete hardpans encountered within the study area are of low palaeontological sensitivity. The only fossil remains recorded during the field survey comprise a few small blocks of petrified fossil wood – reworked from Tierberg bedrocks - among surface gravels around the margins of a pan in the SE corner of Visserspan No.
