    * FOR URGENT CONSIDERATION * November 15, 2020 To: Governor Kate Brown, President Peter Courtney and Speaker Tina Kotek Re: The COVID Outbreak in Oregon – Restaurant Recommendations for Immediate Action In March, when SARS-CoV-2 first made its presence known in Oregon, many of us closed our doors voluntarily to keep the public safe. We turned to you in search of support and guidance to navigate the crisis. Although our industry is one of the largest employers in the state - we employ nearly 9% of the workforce - our calls went unanswered. Now as our dining areas are once again ordered closed, we urgently need your attention ​ and support, without it over 75% of Oregon’s 10,456 bars and restaurants are in danger of closing ​ permanently. Restaurants and bars cannot survive with to-go operations only. A survey of independently owned restaurants indicates that the loss of indoor dining results in a revenue loss on average of 81.75% thus forcing closures and mass layoffs. Additionally, our businesses don’t operate like hardware stores, we can’t just flip a switch and walk away. Each time we close we lose perishable inventory and we have to maintain payroll to properly shut down the business. In March, closures resulted in payroll expenses and inventory loss on average of $40,000 per location. Here we are again, closing without a safety net, only this time it is worse. After eight months of operating with reduced capacity we have no cash reserves and are saddled with crippling debt. Those of us who were able to secure Payroll Protection Program funds, have exhausted them.

We made this request knowing that we were not only impacting the lives of our employees but those of our partners up and down the supply chain. The farms and ranches that provide our ingredients; our partners who produce some of the finest wine, beer and spirits in the country; and our colleagues in the event industry are all significantly impacted by this crisis. We understand that devoting resources to healthcare has been your priority, however without immediate assistance our industry and our workforce will be irreparably damaged. Our three most urgent needs are: Emergency Orders for Changes to Unemployment and Disability nsurance: Ensure that all workers receive Unemployment Insurance benefits for the duration of the pandemic response; that the waiting week and requirement to look for work is also suspended. Additionally we request that an emergency rule for Unemployment Insurance is issued for the duration of the pandemic response that will provide coverage if a worker is: • Mildly ill with COVID-19 • Exposed to COVID-19

    Community Engagement Summary June 1, 2020 – December 31, 2020 This report summarizes community engagement for the I-5 Rose Quarter Improvement Project from June 1, 2020 through December 31, 2020. Overview The I-5 Rose Quarter Improvement Project, led by ODOT, will improve local, regional, and international travel on the I-5 corridor. The project will reimagine highway overpasses to complement local street improvements that reconnect neighborhood streets. In doing so, the project will enhance public spaces while supporting opportunities for economic development. On the I-5 mainline, auxiliary lanes and shoulders will be added to improve travel reliability, safety and will smooth traffic flow between I-84 and I-405. Throughout the project, ODOT has and will continue to conduct outreach to and engagement with the public. ODOT continued public engagement after the close of the 45-day environmental assessment public comment period on April 1, 2019. During the environmental review phase, engagement activities included: • interviews with Black Portlanders and communities of color • working with a Community Liaisons Group to inform outreach • project presentations at over 100 events • nine hosted events with more than 280 attendees • community walking and biking tours • door-to-door outreach • a public hearing • updates via the project website Engagement during this time frame was described in a previous Public Involvement Summary through May 30, 2020. This summary describes the engagement from June 1, 2020 until December 31, 2020 leading up to and following the release of the Finding of No Significant Impact and Revised Environmental Assessment on November 6, 2020. Most of the community engagement during this time period focused on project awareness and outreach to environmental justice and Title VI communities to collect feedback informing project design and decision-making, particularly focusing on the historic Albina community that was harmed by the original construction of I-5 and other urban renewal efforts.

The prestigious group of semifinalists represents a wide collection of culinary talent, from exceptional chefs and dining destinations across twelve regions to the Best New Restaurant, Outstanding Bar Program, Outstanding Baker, and a Rising Star Chef 30 years of age or under. The full list of 2020 semifinalists can be reviewed at the end of the press release or directly at the James Beard Foundation website. The Foundation will announce the final nominees for all Award categories during a live press conference in Philadelphia on Wednesday, March 25, 2020, in partnership with Constellation Culinary Group.
