UNILATERALLY DECLARING PALESTINE A STATE: A BAD IDEA…

The idea of unilaterally declaring Palestine a state is not a new one. In fact, the Palestinian Declaration of Independence was adopted by the Palestinian National Council in 1988, and later approved by a clear majority of the General Assembly. This action directly led to many countries choosing to recognise ‘Palestine’. In recent months the Swedish and British parliaments passed motions declaring that the state of ‘Palestine’ should be formally recognised. More than 100 countries have already recognised the state of ‘Palestine’ thereby boosting the international standing of the Palestinians. These unilateral propositions do nothing to further the peace process and are detrimental to the long-term success of Palestinians and Israelis living peacefully alongside each other. As more countries prematurely recognise Palestine as a state, the efforts of the Palestinian Authority to unilaterally declare statehood gains credibility and momentum. Simultaneously, the efforts to proceed and advance peace negotiations lose all urgency and impetus.

Why is the unilateral declaration of Palestinian statehood such a bad idea?

1. LASTING PEACE NEEDS TO BE BASED ON DIRECT NEGOTIATIONS • Bypassing negotiations with Israel will undermine the peace process. • Abandoning the negotiating table will not help to resolve core issues of the conflict. • Face-to-face negotiations can serve to achieve mutual recognition, agreed borders and security arrangements. • Unilateral actions cannot prejudge the outcome of negotiations. • Israel’s peace treaties with Egypt (1979) and Jordan (1994) came about as a result of candid and upfront negotiations.

2. IT WOULD VIOLATE PAST ISRAELI/PALESTINIAN AGREEMENTS AND DESTROY THE FRAMEWORK FOR PEACE • The Oslo Accords were signed in 1993 and 1995 by the Israelis and the Palestinian Authority after meticulous and thorough diplomatic efforts. • The agreement specified the need for a negotiated resolution to all core issues of the conflict and unequivocally forbade either party from taking unilateral steps. • By pushing for the unilateral declaration of statehood, the Palestinians would violate and break the agreed upon Oslo Accords, effectively undermining the whole structure of peacemaking in the region. • It would be detrimental to the region for the ideals of compromise and dialogue to be rendered completely meaningless.

3. IT WOULD VIOLATE UNITED NATIONS SECURITY RESOLUTIONS 242 AND 338 • The UN resolutions require negotiated agreements resulting in ‘secure and recognised boundaries.’ • The UN resolutions reject unilateralism. • The Palestinian Authority want pre-1967 lines as the border for their state but this line has never been recognised as an international border and the UN resolutions do not consider it a secure border for Israel. • Those who support the unilateral declaration of Palestinian statehood on the pre-1967 lines are therefore in defiance of the above-mentioned UN resolutions.

4. DANGEROUS PRECEDENTS FOR INTERNATIONAL DIPLOMACY WOULD BE ESTABLISHED • It would significantly weaken the international tenets of conflict resolution and negotiations. • The idea that one group can just abandon discussions and attempt to realise its own goals without regarding the fundamental needs of the other would result in accepted diplomatic processes losing all value and authority.

5. THE TERRORIST GROUP, HAMAS, WOULD RECEIVE INTERNATIONAL SANCTION • Based on recent political trends, any Palestinian government may well include Hamas. • Hamas operates from a political platform that calls for the destruction of Israel, the murder of Jews and violence. • The Palestinian Authority has never insisted that Hamas renounce its above-mentioned goals. • Hamas is considered a terrorist organisation by Australia, Canada, Egypt, Israel, Japan, the European Union, the United Kingdom and the USA. It is banned in Jordan.

International leaders agree that the unilateral declaration of Palestinian statehood would be counterproductive and actually make peacemaking more difficult. Israel is committed to negotiating a peace deal and efforts should be made to keep the Palestinians at the negotiating table instead of supporting their attempts to circumvent the peace process. Palestinian attempts to force their will on Israel using international pressure will not help to accomplish a resolution to the conflict. Israel’s legitimate concerns cannot simply be ignored. The issue of mutual recognition, including the right of Israel to exist as the nation-state of the Jewish people, is at the root of the conflict and allowing the Palestinians to simply avoid this step of the peace process will only harm efforts to reach a real peace. It is clear that the premature recognition of a Palestinian state will do nothing to further the aspirations of Israelis and Palestinians who desire to achieve an honest and lasting peace

Holocaust-Era Assets in Former East Germany Deadline December 31, 2014 The has established a Late Applicants Fund (“LAF”) of €50 million in order to accept applications from certain heirs of a former Jewish owner (“persecutee”) of property/assets in the former East Germany for which the Claims Conference received proceeds as Successor Organization under the German Property Law of 1990. The heirs of a persecutee who can make application to the LAF are: (a) The immediate testamentary heir of the persecutee; (b) Children, grandchildren, or great grandchildren of the persecutee; (c) Siblings of the persecutee; Happy (d) Children of siblings listed under (c); (e) Spouses of persons listed under (b), (c) and (d). he UJW used the opportunity to launch its ‘A-team’, which Twill provide support to the organisation A21, which fights human trafficking. Tanya Matthews, who works for A21, presented a powerful video on human trafficking and told of her experiences at a safe house in Cape Town. Elanie Kruger, a survivor of human trafficking, shared her heart-breaking story of being trafficked in Bloemfontein. PJ Powers was the next inspiring speaker. She got the audience dancing and clapping to her wonderful music in between sharing her own story of recovery from alcoholism. After a scrumptious tea, we were privileged to listen to Marlene Le Roux, director at Artscape and a truly courageous women who not only lives with polio and is inspired by her own severely disabled child, but also works at empowering women to live their best lives. She had the audience in tears of admiration. The speakers with Leaza Cowan (UJW Chairman) and MC Tracy Klass Sixolile Mbalo was the final speaker, telling of her experiences of being raped, shot and left for dead at the age of 15. The bullet remains in her body as it is too dangerous to remove. She has overcome PJ Powers telling her story tremendous hardships, moved her life forward and is an inspiring and positive woman. The morning ended with a performance by the Un-Mute Integrated Dance Group. What a treat to watch and an inspiration for all!

oth Vashki and Zhaimel are tiny quaint Bvillages, that unlike the larger towns of Rakishok, Kupishok and Birzh — which we had visited the day before — have probably not changed that much since the days of our forefathers. According to Wikipedia, in 2001 the population of Vashki was only 618. We drove straight through the town, whose 110 Jewish families had been reduced by emigration to South Africa and Palestine to 200 souls just before the Holocaust. During the summer, we host the campers from Camp Kesher in Lakeside as well as many folks who spend their holidays in Muizenberg, who love attending our Shul services.
