The Central South Consortium works on behalf of five local authorities in the South Wales region and with 400 schools to deliver school improvement services. The region is the fastest growing region in Wales covering the capital city and economic heartland of Wales. Schools in the region serve a third of school aged children in Wales as well as both the most diverse and deprived communities of Wales. The region includes many outstanding schools as well as small numbers who still require intensive support and intervention. Nothing is more critical to the people who live in this region than the quality of education that young people receive. The region is on the up. From the lowest performing, Central South is now the second highest achieving region in Wales and has seen the fastest improvement in results, particularly for the most vulnerable, across Wales in the last three years. Our mission is to enable schools to lead improvement, through the ‘Central South Wales Challenge’. Our approach is based on the premise that great practice exists in schools and our job is to find effective structures and systems for sharing and growing practice within and across schools. Yours sincerely, ROB THOMAS, LEAD MANAGING DIRECTOR 3 2.0 CENTRAL SOUTH CONSORTIUM The Central South Consortium (CSC) is a school improvement service which operates on behalf of five local authorities: Bridgend, Cardiff, Merthyr Tydfil, Rhondda Cynon Taff and the Vale of Glamorgan. This region is the most populous in Wales. It includes over 400 schools and serves 135,000 learners - a third of the country’s school-age children. The region is home to the highest number and the largest proportion of children living in poverty; it is also home to the capital city and the economic, financial, creative and media industries of Wales. Historically the region has underperformed against schools elsewhere in Wales. Since 2012 it has seen a steep and sustained improvement in learner outcomes at every level and in every local authority area but there is further to go. Our ambition as a region is that, by 2018: our learners achieve the best educational outcomes in Wales, rivalling similar parts of the United Kingdom; the poverty-related attainment gap is closing faster here than anywhere else in Wales; that the region is known and recognised for its high-quality school-led professional learning. Our aim: to improve educational outcomes for all pupils, and the outcomes for vulnerable learners fastest. What are we looking for? We are seeking a strategic leader to take school improvement across South Wales on the next stage of its journey. Whilst this is a permanent role we would also welcome the option of a secondment for up to two years. Please note that any successful secondment arrangement would be at the candidate’s current salary if higher than the salary stated above. We are looking for an outstanding candidate who can develop further our vision of a school led system; who understands the drive to place control and resources in the hands of schools to lead improvement across all schools and minimise the role of government in building capacity for improvement. We want a candidate with a strong background in school improvement, either in a school or across an area, who works well to influence and lead partners within a political system to transform educational outcomes for the most vulnerable children and young people in the region’s schools. The consortium is a joint partnership delivery model, governed by a Joint Committee of the five authorities. Bridgend, Cardiff, Merthyr Tydfil, Rhondda Cynon Taff and the Vale of Glamorgan councils have put together resources for school improvement into one organisation. As a result, the consortium brings scale and strategy across a wider group of schools, and a focus on improvement strategies to our engagement with school leaders. The consortium delivers challenge and support to all schools, distributes grants on an equitable basis and leads with school leaders on the development of evidence based school to school strategies. At the same time, the consortium works with other consortia across Wales, research institutions and the Welsh government to lead policy development and delivery in the region. It is an innovative model, focused on improvement, efficiency and delivery at all levels of the system. The scope for further development is huge. 5 What do we want? We are looking for a creative and committed Managing Director to lead our service to its next stage of delivery. We are looking for someone who: has experience and a strong track record of making an impact in leading a school improvement organisation to significantly improve educational outcomes; is innovative about strategic sustained school improvement, committed to a school led model of improvement, creative and positive about working with heads, teachers and students; demands high standards, recognises the importance of accountability to local democracy and is unequivocal about the fight against complacency; is able to galvanise a collective leadership team working with Local Authority leaders and politicians, and is committed to leading an organisation to work in partnership with national and regional partners to get behind the efforts of schools and leaders to improve learning in Central South Wales. They also provided information on how the forthcoming council reviews may affect Llantrisant Community Council and concerns regarding expectation on Community Councils and effects on staffing levels of other Community Councils should some of the proposed amalgamations of smaller Councils go ahead. We ask that Welsh Government use their powers to not sell the land for house building and to desist in their plans for the development which they secured outline planning permission on in 2018. We ask that if they are not able to desist entirely from stopping the development, to leave some of the fields in their natural state. The land is owned by Welsh Ministers. We urge Welsh Ministers to take heed of the Climate Emergency they declared and adhere to the principles of the future generation act and withdraw, or significantly reduce, plans for building on these beautiful Welsh fields. The fields border Coed yr hendy (ancient woodland), the River Clun and the Pant Marsh which is a site of nature conservation. The fields have 2 large Oak trees, hedgerows throughout and a good number of Oak saplings at it's northern parts. Any house building will damage the hedgerows and saplings. A large number of birds, small mammals and insects make Coed yr hendy and the fields their home, birds and bats are always swooping over the fields to feed - we should not take this away from them.

    Penrhys Pilgrimage Way Groesfaen to Llantrisant Start: A4119, Groesfaen (CF72 8NW) End: Bull Ring, Llantrisant (CF72 8EB) Distance: 3 miles / 5km 1. If you are starting the pilgrimage route here, you may wish to visit St David’s Church in Groesfaen and see the probable base of the stone cross marking the route, which is now outside the door. Then, from the neighbouring Dynevor Arms, cross the A4119 with care to join the footpath on the east side of the main road. 2. Turn left. Walk past Groesfaen Babell Chapel. Stay on the pavement and continue straight on until almost the end of the village. You will have crossed over two right turns, one into Y Parc and one into Pen y Groes. 3. Turn right, into an unnamed road. Head in the direction of the house. Before the house, there is a kissing gate into a field. Go through the gate into the field. The view from this field almost mirrors the passport stamp for Groesfaen (Stone Cross). Ahead is a glorious view of Llantrisant with the Parish Church on the hill. The church is dedicated to three Celtic saints, St Illtyd, St Gwynno and St Dyfodwg, from whom Llantrisant draws its name: Llan (church or parish) tri (three) sant (saint). To the left of the church you will see a tower, known locally as the Billy Wynt. Wynt means wind, leading many to think that the Billy Wynt was once a windmill. Others, perhaps with better reason, believe it to have been an outpost for Llantrisant Castle, given its commanding view over the Ely Valley.

    Land at Mwyndy, Llantrisant, CF72 8PL Location The site is located in Mwyndy, Llantrisant approximately 16km northwest of Cardiff within the unitary authority of Rhondda Cynon Taf. Junction 35 of the M4 motorway in approximately 1.5 km to the south. The primary access road to the site is the A4119 dual carriageway followed by a unclassified country lane for approximately 500m – 1km to the east. Notable occupiers in close proximity to the site include The Barn public house, Maxibrite, Mwyndy Business Centre, Leekes Head Office and Lewis Civil Engineering. Description The available property consists of two elements: + Site A - comprising an 8.8 acre site with a disused dwelling and outbuildings. + Site B - comprising a former explosive bunker depot, greenfield land to the south and woodlands to the northeast. Total area of 39.26 acres. SITE A The disused dwelling was a former guard house and office building which is located to the front of the site, built around the late 1940’s/early 1950’s of rendered cavity brickwork elevations under a clay tiled roof. The building was originally a pair of semi detached houses. The property was used as an office/house by previous users of the explosive depot, but since it was vacated several years ago the property has suffered severe vandalism and damage.
