Regarding the incidents on the 1st and 2nd August, he says: "The possibility of involvement of the Indian forces in the attack cannot be ruled out." It is not only limited to this. The Pakistan Television News in English on 2nd August at 6.30 p.m. also said: "The Indian troops and their agents in Occupied Kashmir have killed 86 people in different attacks." Kashmir Media Service reports that Indian armed agents raided Kandal village in Banihal area in Doda district killing 12 people. It is not that merely pilgrims were killed. ´ÉcÉÆ {É® VÉÉä ãÉÉäMÉ àÉÉ®ä MÉA cè, ´Éä <ÆÉÊbªÉxÉ ]ÅÚ{弃 àÉå àÉÉ®ä MÉA cé* The initial reports do not rule out the possibility of killings resulting from firing by the Indian forces. On 3rd August, the Pakistan Television News in Urdu at 2.30 p.m. said: "Puppet Chief Minister − mind you - has organised this massacre in order to frustrate the offer of Hizbul Mujhadeen to hold talks with Indian authorities to bring about peace in the area. " I am not able to verify this. I would like to verify from the Zee T.V also.     India-Azerbaijan Bilateral Relations India and Azerbaijan have close friendly relations and growing bilateral cooperation based on old historical relations and shared traditions. The Ateshgah fire temple in the vicinity of Baku is a fine example. This medieval monument with Devanagri and Gurmukhi wall inscriptions is a symbol of the age-old relationship between the two countries when Indian merchants heading towards Europe through the Great Silk Route used to visit Azerbaijan. In the recent past, President Dr. S. Radhakrishnan, Prime Minister Pandit Jawaharlal Nehru and film star Raj Kapoor had visited Baku. Famous Azerbaijani artist Rashid Behbudov, a close friend of Raj Kapoor promoted Azeri music in India and Indian music in Azerbaijan. Famous singer Elmira Rahimova spent two years studying Indian music/dance in India in the late 1950s. Diplomatic relations: India recognized Azerbaijan in December 1991. Diplomatic relations with Azerbaijan were established on 28th February, 1992. An Indian resident mission was opened in Baku in March 1999. Azerbaijan opened its first resident mission in New Delhi in October, 2004. The leadership of India and Azerbaijan are keen to form a reliable, strong, vibrant and mutually beneficial partnership with each-other. Bilateral agreements: An agreement on Economic and Technical Cooperation was signed in June, 1998. An Agreement to establish the India-Azerbaijan Intergovernmental Commission (IGC) on Trade, Economic, Scientific and Technological Cooperation was signed in April 2007. Air Service Agreement and a Protocol of Intergovernmental Commission were signed in April 2012. Agreements on Mutual Legal Assistance Treaty (MLAT) in Civil & Commercial Matters and Mutual Legal Assistance Treaty in Criminal Matters and Extradition Treaty were signed in April 2013.

Subsequently, after being elected to Parliament in 1991, he served on the Joint Select Committee that prepared the 73rd amendment, now enshrined in the Constitution as Part IX (‘Panchayats’). He was born in Lahore on 10 April 1941 and after his educa- tion at The Doon School, St. Stephen’s College and Cambridge University joined the Indian Foreign Service in 1963 where he served for 26 years before seeking voluntary retirement in 1989 to take up an alternative career in politics and the media. He has served in the 10th, 13th and 14th Lok Sabhas and is now a nominated Member of the Rajya Sabha. He was conferred the Outstanding Parliamentarian Award, 2006. He has written widely on Panchayat Raj for the general press and learned journals, and has spoken on the subject from several platforms. He has an honorary doctorate from the Indian Institute of Mines and has been elected an Honorary Fellow of his Cambridge college, Trinity Hall.

It is indeed a great privilege to be asked to speak at this prestigious forum on the evolution of Pakistan-India relations in the first decade of twenty-first century. It gives me particularly great pleasure that my old friend Mani is presiding over this function. Before going into the details of this relationship, taking a look at the nature of our peculiar relationship would be in order. India and Pakistan’s relationship is perhaps of a unique character. In order to understand this strange and complex relationship which arouses the best and the worst of emotions at different times, and has resulted in a strange obsession with each other, we have to delve long into history. From Pakistan’s perspective ever since Partition, a section of the Indian leadership was predicting an early end to this new country. From the very early days, therefore, the Pakistani leadership was determined to do everything in its power to prevent this from happening. This naturally increased animosity between the two countries. The Kashmir dispute served to ensure the continuation of such feelings between the two countries. Both countries were not able to resolve their disputes, and the rift deepened.
