(b) Review by Government on the working of the above Company. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. II. (1) A copy each (in English and Hindi) of the following papers, under section 106 and sub-section (2) of section 103 of the Major Port Trusts Act, 1963:— (a) Annual Administration Report and Accounts of the Kolkata Port Trust, Kolkata, for the year 2004-2005 together with the Auditors Report on the Accounts and the Action Taken Note on Audit Objections/observations contained in the Audit Report. (b) Review by Government on the working of the above Port Trust. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. III. (1) A copy each (in English and Hindi) of the following papers, under sub- section (2) of section 103 of the Major Port Trusts Act, 1963:— (a) Annual Accounts of the Paradip Port Trust, Orissa, for the year 2004- 2005, and the Audit Report thereon together with the Action Taken Notes on Audit Objections/observations contained in the Audit Report. (2) S.O. 1760 (E) dated the 15th December, 2005, notifying to collect and retain fees for the use of the four laning and strengthening of Pune-Nashik Road National Highway-50 in Maharashtra from Km.12/190 to Km.42/000, together with delay statement. (3) S.O. 1767 (E) dated the 15th December, 2005, regarding acquisition of land with or without structure for National Highway No. 2 on the stretch from Km. 517.000 to Km. 581.457 (Panagarh-Palsit Section) in Burdwan District in West Bengal, together with delay statement. (4) S.O. 11 (E) dated the 4th January, 2006, regarding acquisition of land of National Highway No. 31 from Km. 548.680 to Km. 548.820 in Darjeeling District, in West Bengal. (5) S.O. 13 (E) dated the 4th January, 2006, regarding acquisition of land with or without structures on National Highway No. 31 from Km. 982.0 to Km. 1041.00 in Barpeta District in Assam. RAJYA SABHA (6) S.O. 14 (E) dated the 4th January, 2006, amending S.O. 1026 (E) dated the 16th October, 2003, by substitute certain entries in the original Notification with regard to Column No. 3 and 6 of Serial No.3. (7) S.O. 15 (E) dated the 4th January, 2006, regarding acquisition of land with or without structures on National Highway No. 31C from Km. 228.000 to Km. 249.375 and Km. 253.460 to Km. 254.500 in Jalpaiguri District, in West Bengal. (8) S.O. 27 (E) dated the 9th January, 2006, regarding acquisition of land for the public purpose of building of bypass of Sangamner on National Highway No.50 (from Km.138/071 to Km. 147/861) in Ahamednagar District in Maharashtra. II. A copy each (in English and Hindi) of the following papers:— (a) Annual Report and Accounts of the National Institute for Training of Highway Engineers (NITHE), NOIDA, for the year 2004-2005, together with the Auditor's Report on the Accounts. Report of the Department Related Parliamentary Standing Committee on Home Affairs Shrimati Sushma Swaraj presented the One Hundred and Eighteenth Report (in English and Hindi) of the Department-related Parliamentary Standing Committee on Home Affairs on ‘The Protection of Human Rights (Amendment) Bill 2005’. 5. Report of the Committee on Public Undertakings Shri Ajay Maroo laid on the Table a copy (in English and Hindi) of the Eleventh Report of the Committee on Public Undertakings (Fourteenth Lok Sabha) on “Health Insurance – A Horizontal Study”. 9TH MARCH, 2006 12-02 p.m. 6. Announcement by Chair The Deputy Chairman made an announcement regarding availability of wi fi connection around the Rajya Sabha sector in the Parliament House. 12-03 p.m. 7. The Budget (Railways), 2006-07 Shri Lalu Prasad,** Minister of Railways replied to the discussion on the Budget (Railways), 2006-07. The discussion was concluded. 12-37 p.m. 8. Government Bills — Returned 12-37 p.m. I. The Appropriation (Railways) Vote on Account Bill, 2006 as passed by Lok Sabha.# II. The Appropriation (Railways) Bill, 2006 as passed by Lok Sabha.# III. The Appropriation (Railways) No. 2 Bill, 2006 as passed by Lok Sabha.# Shri Lalu Prasad (Minister of Railways) moved the following motions:- (I) “That the Bill to provide for the withdrawal of certain sums from and out of the Consolidated Fund of India for the services of a part of the financial year 2006-07 for the purposes of Railways , as passed by Lok Sabha, be taken into consideration.” (II) “That the Bill to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 2005- 06 for the purposes of Railways , as passed by Lok Sabha, be taken into consideration.” _______________________________________________________________** Spoke in Hindi. # Discussed together. RAJYA SABHA (III) “That the Bill to provide for authorization of appropriation of moneys out of the Consolidated Fund of India to meet the amounts spent on certain services for the purposes of Railways during the financial year ended on the 31st day of March, 2004 in excess of amounts granted for those services and for that year, as passed by Lok Sabha, be taken into consideration.” 12-38 p.m. Shri Shatrughan Sinha** participated in the discussion. 12-39 p.m. (I) The motion for consideration of the Appropriation (Railways) Vote on Account Bill, 2006 was adopted. Clauses 2, 3 and the Schedule were adopted.
