    ASPJ Africa & Francophonie - 1st Quarter 2012 Mobilizing in Different Political Opportunity Structures The Cases of French and British Muslims IMÈNE AJALA, PHD* ssues related to Islam in the European sphere have increasingly been at the forefront of public spaces and part of decision makers’ agendas. According to the European Union (EU) Monitoring Centre on Racism and Xenophobia, the EU includes at least 13 million Muslims, repre- senting 5 percent of Europeans.1 For Jocelyne Césari, “Muslim immigra- tionI to Europe and North America can be seen as the foundational moment for a new transcultural space—a space where individuals live and experience different cultural references and values that are now disconnected from national contexts and boundaries.”2 Such a transcultural space is characterized by the forceful emergence of a transnational religion (Islam) in a secularized public space (Europe).3 This situation necessarily leads to tensions; that is, Eu- ropean Muslims experience difficult relations with their respective govern- ments.4 The context of the “war on terror” since the attacks of 11 Sep- tember 2001 (9/11) and the security implied have drawn additional attention to Muslims and their claims-making in terms of economic, political, and religious rights in European countries. Muslims’ integration is considered a challenge constructed as a confrontation between religious discourses and secular spaces.     On June 21, 2018 the FBA EAC headquarters in Moscow, 17, Kotelnicheskaya nab. hosted the extended meeting of FBA EAC Supervisory Board and Coordinating Council. Besides current issues the meeting was dedicated to the outlook on the creation of a single payment space of EAEU. The participants of the meeting were the members of FBA EAC Supervisory Board and Coordinating Council, leaders of financial and banking associations of Europe and Asia, heads and representatives of specific departments of Eurasian Economic Commission, Central Bank of Russia, leading banks and payment systems. Timur Zhaksylykov, Chairman of FBA EAC Supervisory Board, Member of the Board - Minister in charge of Economy and Financial Policy and Alexander Murychev, Chairman of FBA EAC Coordinating Council, Executive Vice-President of RSPP provided opening speeches. After that the Chairmen and General Director of FBA EAC Oleg Berezovoy presented certificates to the new member of Association and the FBA EAC Badge of Honor. Larisa Mityasheva, Executive Vice-President of the Association of Russian Banks, received the FBA EAC Certificate of membership. Roman Frolov, General Director of “Torensa” Ltd. received the FBA EAC Certificate of membership. Bogomil Georgiev, Head of FBA EAC Representative office in Bulgaria received the FBA EAC Badge of Honor for big contribution to the international financial and banking activity. The main speaker on the key topic of the meeting was Alma Obaeva, CEO of the National Payment Council and member of FBA EAC Supervisory Board. She spoke about statistics and indicators which characterize payment infrastructure in EAEU countries in the recent 7 years. She provided analysis of the share of cash in money quantity in five EAEU countries, GDP per capita and the number of internet users, the number and amount of cross-border money transfers of individuals via the systems of money transfer in/from Russia.

According to the European Union (EU) Monitoring Centre on Racism and Xenophobia, the EU includes at least 13 million Muslims, repre- senting 5 percent of Europeans.1 For Jocelyne Césari, “Muslim immigra- tionI to Europe and North America can be seen as the foundational moment for a new transcultural space—a space where individuals live and experience different cultural references and values that are now disconnected from national contexts and boundaries.”2 Such a transcultural space is characterized by the forceful emergence of a transnational religion (Islam) in a secularized public space (Europe).3 This situation necessarily leads to tensions; that is, Eu- ropean Muslims experience difficult relations with their respective govern- ments.4 The context of the “war on terror” since the attacks of 11 Sep- tember 2001 (9/11) and the security implied have drawn additional attention to Muslims and their claims-making in terms of economic, political, and religious rights in European countries.

Executive summary 1513 foreign electoral observers monitored the Russian 2018 presidential election which constitutes the largest foreign electoral monitoring mission in Russia’s history. 598 of these observers were deployed by the Parliamentary Assembly of the Organisation for Security and Co- operation in Europe (OSCE) and the OSCE Office for Democratic Institutions and Human Rights (ODIHR); 363 observers were sent by other international organisations; 65 monitors represented observers from national election committees from 26 countries and 2 disputed territories; and 482 monitors were invited by the lower (State Duma) and upper (Federation Council) houses of the Federal Assembly of the Russian Federation. Several Russian organisations formally not affiliated with the Russian authorities, in particular, CIS-EMO, the Civic Control Association and the National Social Monitoring, actively participated in recruiting and coordinating foreign observers who were officially invited by the Federal Assembly. Chairman of the State Duma Committee on International Affairs Leonid Slutsky and his deputy Aleksey Chepa mediated between those formally non-state organisations and the Federal Assembly, although Slutsky invited several observers himself through his personal networks. While Russia’s Central Election Commission (CEC) published a list of foreign observers present at the presidential elections, it refused to publicise the names of the foreign observers invited by the Federal Assembly.
