Name, Last name : Elif Simay Dağ Signature : iii ABSTRACT EFFECTS OF NEOLIBERAL ISLAMIST CONSERVATIVE POLICIES ON URBAN SPACE: MOSQUES IN ISTANBUL Dağ, Elif Simay M.S., Department of Urban Policy Planning and Local Governments Supervisor : Prof. Dr. Melih Ersoy October 2019, 190 pages This thesis tries to demonstrate that the dense mosqueization in the cities of Turkey depends on the neoliberal and Islamist conservative policies and urban space is densely used as a tool to consolidate Islamist conservatism. In this direction, the concepts of neoliberalism and conservatism are discussed and the New Right arising from the combination of these two concepts is examined. Since (social) space is a (social) product, the dialectical relationship of spatial organization with social structure and the effects of the modes of production on the production of space are discussed. Also, neoliberal and Islamist conservative aspects of urbanization in Turkey were examined and the mosque, which is also the most important spatial element of Islam, came forward as an important structure of urbanization of Turkey during the last 20 years. Mosques are built as large and imposing structures in the most visible points of the cities and in the areas of great importance in social memory, regardless of the need. In this context, due to its historical importance, Istanbul stands out as a city where urban iv identity is desired to be moved to an Islamist conservative point and interventions in this character are quite high on urban space. Within the scope of the study, Istanbul urban area was examined and the quantitative and spatial data of public institutions were used for case study analysis. When the Islamist conservative city and society imagination supported by neoliberal urban policies is examined through Istanbul, it can be seen that the regulations made in the zoning legislation to increase the mosqueization are completely away from the principles of urbanism, scientificness and rationality, and Islamist conservative policies are completely contrary to the definition of secular and democratic social law state in the Constitution. Bu doğrultuda neoliberalizm ve muhafazakarlık kavramları ele alınmış, bu iki kavramın birlikteliğinden ortaya çıkan Yeni Sağ irdelenmiştir. Mekan aynı zamanda toplumsal bir ürün olduğu için mekânsal organizasyonun toplumsal yapıyla olan diyalektik ilişkisine ve üretim biçimlerinin mekan üretimi üzerindeki etkilerine değinilmiştir. Ayrıca Türkiye kentleşmesinin neoliberal ve İslamcı muhafazakar boyutları incelenmiş, İslamcı muhafazakarlığın en temel mekânsal öğesi olan camilerin son 20 yılda Türkiye kentleşmesinde de önemli bir role sahip olduğu görülmüştür. Camiler, ihtiyaçtan bağımsız olarak, toplumsal hafızada büyük öneme sahip alanlarda ve kentlerin en görünür noktalarında büyük ve heybetli yapılar şeklinde inşa edilmektedir. Bu bağlamda İstanbul, sahip olduğu vi tarihsel önemi sebebiyle, kentsel kimliği İslamcı muhafazakar bir noktaya taşınmak istenen ve kentsel mekanda bu nitelikte müdahalelerin oldukça fazla olduğu bir kent olarak öne çıkmaktadır. Çalışma kapsamında İstanbul kentsel alanı bu doğrultuda incelenmiş ve İstanbul'un kentleşmesine büyük etkisi olan kamu kurumlarının sayısal ve mekansal verileri saha çalışması analizleri için kullanılmıştır. Neoliberal kentsel politikalarla desteklenen İslamcı muhafazakar kent ve toplum tahayyülü İstanbul üzerinden incelendiğinde görülmektedir ki camileşmeyi arttırmak üzere imar mevzuatında yapılan düzenlemeler şehircilik ilkelerinden, bilimsellikten ve akılcılıktan tamamen uzaktır, İslamcı muhafazakar karakterdeki politikalar ise Anayasa’da yer alan laik ve demokratik sosyal hukuk devleti tanımına tamamen ters düşmektedir. Tracing Taksim’s history since the early twentieth century, the article analyzes the instrumentalization of public space in nation-building, the socialization of politics within the context of postwar rapid urbanization, and the (re)politicization of public space under neoliberal Islamism. Finally it arrives at an assessment of the nation-wide antigovernment protests that centered on Taksim Square in May–June 2013. Throughout this historical examination, the politics of public space is discussed with reference to the work of Henri Lefebvre, in order to scrutinize the spatial aspects of the relation between state and society. Accordingly, the rise of democratic public space is defined as a result of the mutual interaction between two bottom-up impetuses; the immanent politics of the social (the political character of everyday life) and the socialization of the political (civil political action). The classical Ottoman mosque image has been reproduced in state-sponsored mosques throughout the second half of the twentieth century. Defining this particular design strategy as architectural mimicry, I discuss the emergence of this image through the negotiation between the nation- state and the ‘nationalist conservative’ discourse within the context of Cold War geopolitics. Comparing the Turkish case with the Islamic post-colonial world, I argue that the prevalence of architectural mimicry is related to the nostalgia it generates.

Handling these processes within the framework of Sultan Süleyman’s deeds and choices, the main argument of this study is that the reputation of Sultan Süleyman in the 1520s was the result of the convergence of his actions and his projected image. In the course of this study, main events of the first ten years of Sultan Süleyman’s reign are conceptualized in order to understand the elements employed first in making a Sultan out of a Prince, then in maintaining and enhancing the sultanic image and authority. As such, this dissertation examines the rhetorical, ceremonial, and symbolic devices which came together to build up a public image for the Sultan. Contextualized within a larger framework in terms of both time and space, not only the meaning and role of each device but the way they are combined to create an image becomes clearer.

    The Importance of Serum Protein Isolates Produced from Whey and Use Possibilities F. Yangılar Department of Nutrition and Dietetics, Erzincan Binali Yıldırım University, Erzincan, Turkey Abstract Whey is a good by-product for its implementation in the great diversity of products in food production (bakery, desserts, confectionery coatings, chocolate bars, beverage powders and soups). Besides, whey proteins are the best quality proteins available. Moreover, they have high protein efficiency ratio, which provides an excellent resource of essential amino acids in diet. These proteins can be used in the production of many functional foods because of the bioactive effects. The developments within food technology are provided the production of valuable products which contains bio-coherent compounds such as proteins and peptides based on whey. Also, these innovations have enabled to produce whey protein concentrates, whey powder, reduced minerals and lactose whey powder, whey protein isolated from whey in last years. Especially, the usage of whey protein isolates in dairy, meat, bakery, chocolate and confectionery industries are significant because of their functional impact on texture and aroma profiles. Although there are many usage areas of whey and has valuable isolates, the huge amounts of these by- products have been discharging directly to the river ecosystem for years. This review will be very useful in terms of identifying both the occurring serious problems of whey on environmental pollution and show the alternative usage of this by-product which came from dairy plants. Thus, the healthy and safe foods will be obtained with by producing high-nutrient products from whey, which is regarded as a waste.

A comprehensive examination of the current situation has shown that politics and nationalism, religion and urban development in the Historical Peninsula are the principal factors and conditions that have affected the Byzantine monuments throughout the twentieth century. These issues are first treated individually in order to determine their impact on the perception of Byzantine heritage in general and the state of preservation of its monuments in particular. The above discussion is complemented with an enquiry into the fate and condition of individual structures during the twentieth century.
