PATRIA GRANDE INFORME ESTADISTICO Agosto 2010 PATRIA GRANDE Programa Nacional de Normalización Documentaria Migratoria INFORME ESTADISTICO Agosto 2010 1 A través del Decreto Nº 836/04, se creó en el ámbito de la DIRECCION NACIONAL DE MIGRACIONES el PROGRAMA NACIONAL DE NORMALIZACION DOCUMENTARIA MIGRATORIA cuyo objetivo es la regularización de la situación migratoria y la inserción e integración de los extranjeros residentes en forma irregular en el país.- Por Decreto Nº 578/05, se instruyó a la DIRECCION NACIONAL DE MIGRACIONES a implementar en el marco del citado Programa, la regularización migratoria de los extranjeros nativos de los Estados Parte del Mercosur y sus Estados Asociados.- 2 Dicha implementación se formalizó con el dictado de la Disposición DNM Nº 53253/05 y modificatorias, que establecen los procedimientos para regularizar la permanencia en el Territorio Nacional de aquellos extranjeros nativos de países pertenecientes al MERCOSUR y sus Estados Asociados que se encontraban residiendo en la República con anterioridad al 17 de abril de 2006.- El gran desafío consistía en regularizar a los migrantes de países sudamericanos miembros y asociados al Mercosur. Las cifras con que se contaba sobre cuántos irregulares de esos países vivían en la Argentina eran por demás inciertas, por lo que se desconocía el real impacto que tendría el programa. 3 A su vez, resultaba imperativo alcanzar una difusión masiva para poder llegar a todos los rincones del país y convencer a miles de migrantes descreídos de que, esta vez sí, el Estado había decidido resolver su situación migratoria. Las proyecciones por relativas que fueran, respecto del número de migrantes que captaría el programa, hacían indispensable contar con múltiples bocas de toma de trámites, para lo cual se debía recurrir a la cooperación de los gobiernos provinciales y municipales, de los consulados extranjeros, de las iglesias y de numerosas organizaciones sociales no gubernamentales, muchas de ellas representativas de los inmigrantes. 4 Cabe resaltar que todos estos actores aportaron su tiempo y sus recursos humanos y logísticos de manera desinteresada. El número de instituciones públicas y privadas que colaboraron tomando las solicitudes de regularización ascendió a 560 a lo largo de todo el país. ABSTRACT In order to strengthen their economic positions, developing nations like Argentina have produced laws aimed at salient informal manifestations. Argentina’s 2005 law “Patria Grande” sought to answer public outcry after a deadly fire exposed the inhumane conditions of illegal textile workers. What is the relationship between public policy and informality, and what legal, economic, and social characteristics identify the informal economy generally, and in Argentina specifically? What is the historical foundation of Argentine informality, and how has it behaved in the 21st century? Finally, how did Patria Grande develop, and what lessons can we learn from its results? By taking a public policy approach to informality, this study unravels the current characteristics and the historical roots of Argentina’s institution of informality. Three empirically recognized factors of informality are applied in a MIMC model and discussed with regard to Argentina’s history and present condition. These indicators support that, since the 2001-2 crisis, the Argentine informal economy appears to be shrinking, but at a decreasing rate.

    Neither Balance nor Bandwagon: South American International Society meets Brazil’s Rising Power Federico Merke Universidad de San Andrés [email protected] Paper prepared for the ISA-FLACSO Conference, July 23rd-25th, University of Buenos Aires, School of Economics, Buenos Aires, Argentina Abstract This paper examines the strategic positioning of Brazil in South America and how South America relates to Brazil’s rising status both globally and regionally. It does so from the perspective of international society known as the English school. This perspective emphasizes how Brazil shares a number of values and institutions with its neighbors that offer the foundations for a distinct regional international society in South America. It thus challenges the materialist stance held by realism which envisages that secondary powers either balance or bandwagon the dominant pole and affirms instead that South America’s strategies towards Brazil are more complex and nuanced than a simple polarity standpoint suggests. INTRODUCTION1 Over recent years, an increasing number of International Relations (IR) studies have turned their eyes towards the analysis of regional powers and regional contestation. Somehow sympathetic with this ‘regional turn’, Realism has revisited the balance of power concept, be it in the classical form of ‘hard’ balancing, or the newer versions of ‘soft’ (Pape, 2005) or ‘institutional’ balancing (He, 2008). Liberalism, instead, has examined the role of regions in providing regional security through rules-based arrangements (Kirchner and Dominguez, 2011). Constructivism has explored the normative and ideational dimensions in the social construction of regions and regional powers (Acharya, 2012; Rother, 2012). Last, English school advocates have also made the case to examine international society at the regional level (Buzan, 2012).

L'objectif principal de cet article est d'étudier le processus par lequel les politiques de migration du Mercosur ont été construites pour comprendre le rôle du leadership argentin dans le processus. En outre, le Mercosur a modifié ses premiers objectifs des années 2000 et s’est réorienté vers des préoccupations de développement social et politique de la région. Ce changement a entraîné une convergence politique et idéologique entre les Etats après le virage à gauche en Amérique du Sud, qui peut être expliqué par une approche post-néolibérale du régionalisme. La réorganisation du bloc a empêché la paralysie dans les processus de prise de décision, en particulier en ce qui concerne les questions sociales. Le cadre théorique de cette étude est l'intergouvernementalisme libéral, qui fait valoir que l'intégration régionale est le résultat des négociations réalisées entre les Etats contrôlés par les dirigeants nationaux. L'étude suppose que les politiques plus progressistes de la politique argentine de migration, par la création de nouvelles politiques en matière de droits de l'homme, et son rôle important en proposant l’Accord de Résidence du Mercosur, était essentielle pour assurer la modification de la politique migratoire dans le bloc.

Presented at the 67th PSA Annual International Conference, Glasgow, UK, 10-12 April 2017 Most theoretical works on populism are still pitched at the level of the category, or “root concept” (Collier and Levitsky 2009; Goertz 2006), although the “Tower of Babel” on the concept may be less than a few decades ago, at least in political science and sociology. A newer and much needed literature has begun to tackle the sub- categories of left- and right- populism (Filc 2010; Mudde and Rovira 2013, Roberts 2016; Zaslove 2008; Otjes and Louwerse, 2013; Stavrakakis and Katsambekis 2014).1 This more recent development has been triggered both by the emergence of clearly leftwing populism in the South of a continent, Europe, convinced that that populism was for all practical extent on the right, as well as by the increasing cross-regional comparison between Europe and Latin America, where populism in its third wave (the “Bolivarian” type) has been very clearly on the left, but which has also seen its share of right-wing populist leaders, like Carlos Menem and arguably Alvaro Uribe). In that much needed “descent” in the ladder of generalization, there is however a substantial danger that the rich theoretical unity of the concept may be lost or reduced to some trite banality, such as “anti-establishment politics”, a dichotomy between a “good” or “pure” people and a “bad” or “corrupt” elite, or even “irrational”, “angry” or “demagogical” politics.

This involves ideas related to political control, administration and power over territory. It is also related to the pastoral activity of the Church. As shown, the geopolitics of the Church is related to its internal organization as well as in its relations with states and society. The creation and adaptation of geopolitical visions are made through internal processes in connection with political and cultural forces around the Church. This is identified as the religeopolitical scope of the Catholic Church, analysed in this study from a long-term perspective. During colonial times, the geopolitical vision was linked to consolidating global imperial structures. After the shock of the independence period, there was a reconnection to the new states and a reconstruction of geopolitical visions that in time was transformed into a Latin American ‘continental’ vision.
