ICEUM4, 10-15 July 2000, ESTEC, Noordwijk, The Netherlands Baikonur-International Space Station : International Approach to Lunar Exploration Gulnara Omarova, National Aerospace Agency; Chinghis Omarov, ISU Summer Session '98 alumni On 20th November 1998 our aircraft made soft landing at the Baikonur airport. I was among onboard passengers - officials from Kazakhstan Space, press and diplomats. We all were invited to attend the launch of the International Space Station (ISS) first component (the Russian-made Zarya or Functional Cargo Module FGB) by Proton launch-vehicle at the Baikonur spaceport. Two hours before ISS first module launch we joined the official delegations from NASA, Russian Space Agency (RSA), ESA, Canadian Space Agency (CSA) and NASDA to see the modified facilities of both "Energiya" Corp. and Khrunichev's Proton assembly-and- test building. Mr. Yuri Koptev, Chief of RSA and Mr. Dan Goldin, NASA Administrator actively were drinking russian tea and talking about crucial issues of the International Space Station and the future of Space Exploration. In fact, Cold War is over and the world's top space powers accomplishments are stunning: • The first human flight in space in 1961; • Human space flight initiatives to ascertain if and how long a human could survive in space; • Project Gemini (flights during 1965-1966) to practice space operations, especially rendezvous and docking of spacecraft and extravehicular activity; • Project Apollo (flights during 1968-1972) to explore the Moon; • Space Shuttle's flights (1981 - present); • Satellite programs; • A permanently occupied space station "Mir" (during 1976-1999); • A permanently occupied International Space Station presently underway. We and a few people approached them to learn much more particulars of their talking and to ask them most interesting questions.

  • Kazakhstan Missile Chronology
Kazakhstan Missile Chronology Last update: May 2010 As of May 2010, this chronology is no longer being updated. For current developments, please see the Kazakhstan Missile Overview. This annotated chronology is based on the data sources that follow each entry. Public sources often provide conflicting information on classified military programs. In some cases we are unable to resolve these discrepancies, in others we have deliberately refrained from doing so to highlight the potential influence of false or misleading information as it appeared over time. In many cases, we are unable to independently verify claims. Hence in reviewing this chronology, readers should take into account the credibility of the sources employed here. Inclusion in this chronology does not necessarily indicate that a particular development is of direct or indirect proliferation significance. Some entries provide international or domestic context for technological development and national policymaking. Moreover, some entries may refer to developments with positive consequences for nonproliferation. 2009-1947 March 2009 On 4 March 2009, Kazakhstan signed a contract to purchase S-300 air defense missile systems from Russia. According to Ministry of Defense officials, Kazakhstan plans to purchase 10 batteries of S-300PS by 2011. Kazakhstan's Air Defense Commander Aleksandr Sorokin mentioned, however, that the 10 batteries would still not be enough to shield all the most vital" facilities designated earlier by a presidential decree. The export version of S- 300PS (NATO designation SA-10C Grumble) has a maximum range of 75 km and can hit targets moving at up to 1200 m/s at a minimum altitude of 25 meters.

This article discusses issues related to the environmental problems in various sectors of the Central Kazakhstan’s economy at the present stage. It is emphasized that the level of environmental pollution is increasing along with industrial progress in coal, non-ferrous and ferrous metallurgy, chemistry, engineering, and the growth of the transport highways network and numerous communications. The authors of the article give examples of how the transition to market mechanisms of economic development generated, on the one hand, the growth of the republic’s powerful economic potential. On the other hand, the increase in industrial production with energy and resource-intensive production has led to a real threat of an environmental crisis in the region. It is concluded that the solution of the environmental problem is possible by preserving and restoring natural systems, a complete social transition to sustainable development by practical implementation of the environmental concept, including natural-resource, techno-economic, demographic and sociocultural aspects. According to the authors, these measures will contribute to the way out of the current environmental crisis, a radical improvement of the environment, will be the key to preserving the ecology of space.

  • NPR 6.1: in Commemoration of Dr. Oumirserik Kasenov
Report: On the Creation of a Nuclear-Weapon-Free Zone in Central Asia In Commemoration of Dr. Oumirserik Kasenov by Dr. Dastan Eleukenov, Advisor to the Foreign Ministry of Kazakhstan Dr. Oumirserik Kasenov died of a sudden stroke on August 30, 1998. His untimely death came on the eve of his departure for a nonproliferation conference in Japan, for which he had prepared the following paper on the creation of a Central Asian nuclear-weapon-free zone. He was 53 years old. After graduating from the elite Moscow State Institute of International Relations in 1970, Dr. Kasenov served for many years in high-level positions in the Kazakhstani Komsomol (Communist Youth Party Organi- zation) and the Kazakhstani Communist Party. Following Kazakhstan’s independence in the early 1990s, he maintained a prominent position as advisor to the vice president and head of external relations at the Office of the Kazakhstani Supreme Soviet. During this period, Dr. Kasenov made a number of important contributions to the debate within Kazakhstan on what to do with Kazakhstan’s inheritance of Soviet nuclear weapons. He thus helped his colleagues and his government to choose the path that eventually led to Kazakhstan’s signing and ratifying the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear weapon state. In 1993, Dr. Kasenov became the first Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. Due to his hard work and creative spirit, the Institute quickly gained recognition from around the world. Dr. Kasenov’s great erudition, strong analytical abilities, and prolific writ- ings in Kazakhstani and international publications reinforced his position as one of the country’s foremost experts on international and regional security, and on nonproliferation issues in particular.

  • Baikonur Cosmodrome, Kazakhstan Mikhail Marov
Baikonur Cosmodrome, Kazakhstan Mikhail Marov Geographical position Kyzylorda Province, Kazakhstan Location Latitude 45.9° N, longitude 63.3° E. Elevation 100m above mean sea level. General description Baikonur Cosmodrome has been the global base of operations for the Soviet, and subsequently the Russian, space programme. The first satellite, Sputnik, was launched from Baikonur, as was the first manned spacecraft in human history, Vostok 1, with Yuri Gagarin. So were several generations of cosmonauts, orbital stations, and lunar and planetary space missions. Introduction Science and technology heritage is a challenging new initiative involving numerous themes and issues, including specifically those relating to astronomical heritage and space exploration. We are keen to see solid progress towards understanding the principal concepts underlying such a complex topic. This, however, can only be accomplished by a gradual development of ideas. Baikonur’s inclusion in this volume is an attempt to undertake the first steps in this process, but it does not constitute a full case study. Science and innovation are regarded by UNESCO as key activities promoting sustainable development. Astronomical heritage is intrinsically related to the most important breakthroughs in space science and technology, and space exploration has established a new great milestone for human civilization. It is therefore essential to include space technology as an important category of technology heritage that has international significance in terms of humankind’s relationships with the sky. Following the international conference on ‘Astronomy and World Heritage: Across Time and Continents’ held in Kazan, Russia in August, 2009, it became a subject of further discussion and clarification, with an important step towards the goal being taken within the first ICOMOS–IAU Thematic Study (see DeVorkin 2010; Marov 2010).

news Study links sickness to Russian launch site Jim Giles,London Rocket launches in Kazakhstan are causing serious illness among people who live near the take-off site, according to an unpub- S.CORVAJA/ESA lished study seen by Nature. The Baikonur Cosmodrome is the launch pad for many missions to the International Space Station. But highly toxic fuel from spent rocket stages falls on to the sparsely populated regions close to cosmodrome, where it causes serious health problems, say researchers from Vector, the State Research Center of Virology and Biotechnology in Novosibirsk. The level of some diseases, such as endocrine and blood disorders,in polluted areas is more than twice the regional average, they say. Epidemiologists outside Russia who have seen the study say that the findings are diffi- cult to verify without more detailed knowl- edge of how the data were collected. They say that although such results should be regarded with caution, given the sometimes disorganized state of the country’s medical records, the problem deserves international attention.
