Of the Municipal council of Morin-Heights, held at the Community Room, 567, Village, on Wednesday, June 13th, 2007 at which were present Councillors Mona Wood, Rita O’Donoughue, Gilles Coutu, Claude Lemire, Owen LeGallee and Timothy Watchorn forming quorum under the chairmanship of Mayor Michel Plante. Consequently, the Director General is exempt from reading them. It is proposed by Councillor Rita O’Donoughue And unanimously resolved: That Council adopts the minutes of the regular meeting of May 9th, 2007 and of the consultation meeting of May 15th, 2007. 136.06.07 EXPENSE STATEMENT The lists of accounts payable and accounts paid during the month of May 2007 and the list of authorized expenses during the month as per the delegation of competency, by-law 351 were given to Council members for study at the Plenary committee meeting. Council has studied the lists at the time of the Plenary committee meeting and: It is proposed by Councillor Claude P. Lemire Municipality of Morin Heights And unanimously resolved: Municipality of Morin Heights That Council approves the accounts as detailed on the lists presented. STATEMENT OF REVENUES AND EXPENSES TO MAY 31, 2007 The Director General presents Council, who acknowledges receipt, of the statement of revenues and expenses to May 31st, 2007. CORRESPONDENCE The General reviews the correspondence for the month of May 2007. Council acknowledges receipt of the letters received at the time of the plenary committee, the Director General will take action if necessary. 137.06.07 HIRING – TEMPORARY POSITION – RECEPTION AND COLLECTION CLERK Considering the increase in workload in order to accommodate an employee who is progressively returning to work; Considering the credits are available in the budget; It is proposed by Councillor Claude P. Lemire And unanimously resolved: That Council authorize the hiring of Mrs. Brigitte Baillargeon to a temporary position of temporary tax collection clerk, five days/week, for a maximum period of fifteen weeks, as per the terms of the collective agreement. Municipality of Morin Heights 138.06.07 2007 BLOOD DONOR CLINIC Considering the Municipality’s blood donor clinic will be held on August 6th, 2007; It is proposed by Councillor Rita O’Donoughue And unanimously resolved: That Council authorize the Director general to do whatever is necessary to carry out this event. 139.06.07 REFINANCING – BY-LAW 315 Considering the loan authorized by by-law 315 has expired and that consequently, the administration has invited the Caisse populaire Saint- Sauveur and the Financière Banque Nationale to present an offer for financing; Considering the Municipality has received an offer for financing at the fixed rate of 5,1% over the next five years from the Caisse populaire : It is proposed by Councillor Claude P. Lemire And unanimously resolved : That Council authorize the renewal of the banking services agreement and of the credit margin for the Municipality for an amount which could reach $ 500,000 with the Caisse Populaire Saint-Sauveur-des-monts. That the Director general be authorized to sign all required documents and to do the necessary in this dossier. Municipality of Morin Heights 141.06.07 ADOPTION OF BY-LAW 424 – COMPLEMENTARY TAX Council members renounce to the reading of By-law 424 and the Director general gives a summary.

    The Canadian Political Observer Reporting and Analysing Canadian Political and Public Policy Developments September 2009 Volume 15, Issue 10 ISSN 1202-8967 Liberal Leader Michael Ignatieff Faces Major Challenge to his Leadership Liberal party leader for less than a year since the December 2008 decision by the Liberal caucus and senior Liberal officials to install him in place of the politically floundering Stéphane Dion (or Liberal MP Bob Rae), Michael Ignatieff’s leadership is increasingly being called into question. Some Liberals are reportedly already contemplating the post-Ignatieff era for the party. Like former Leader Dion, it is generally assumed that Ignatieff, 62, will fight at least one election campaign. Some suggest he may get a second election given the state of the Liberal party following the last two federal elections. However, if Ignatieff’s leadership falters, this would be the third failed leader for the Liberals since the departure of Liberal Leader Jean Chrétien in late 2003, a boon to the Harper Conservatives and the other parties. Nor is there an obvious replacement for Ignatieff. One political pundit suggests that the Liberals desperately need a strong leader in place of Ignatieff, Bob Rae and former New Brunswick Premier and Canadian Ambassador to the US Frank McKenna, but cannot come up with any names. This suggests that the Liberals will have to look beyond some of the recent or suggested leadership contenders. Several recent polls tend to point to the same conclusion: that the Liberals are trailing the Conservatives by around six or seven points nationally, 36%-37% to 30%.

Party branding was wholly devoted to his friendly, ‘Uncle Louis’ brand image. St. Laurent’s image was manipulated and manufactured without public preconception, establishing the modern tactics of personal branding still used by his successors. This thesis studies the elections of 1949, 1953, and 1957, analysing photos, advertisements, speeches, archival documents, memoirs, newspapers, and other sources to show the development of Liberal branding strategy. It employs political scientist Margaret Scammell’s conceptualization of brand theory, showing how marketers used emotional brand differentiators and rational substantive performance indicators to sell ‘Uncle Louis’ to Canadians. But these days lots of Canadians are telling poll takers they'd like the relatively untried but politically dazzling 45-year-old Vancouver politician to be their next prime minister. In the 10 days since Brian Mulroney announced he would retire, Campbell has been basking in the unexpected glow of front-runner status. A former justice minister and Canada's current defense minister, she is the favorite in the early soundings to succeed Mulroney as leader of the ruling Progressive Conservative Party. Mulroney has said he will step down after the party convention, probably in June, to allow his successor to run as the incumbent prime minister in the general elections that must be called this fall. It's early yet, but polls show Campbell with the clearest shot of any Tory at beating the opposition Liberal leader, Jean Chretien. Though she has more experienced competition, her fellow conservatives in the House of Commons are lining up to endorse a leadership bid she has not even announced. Her campaign strategists and well-wishers hopefully offer comparisons to Bill Clinton, and up the ante: Their candidate would be not just another leader of the next generation, but North America's first woman prime minister.
