Even though I cannot see it, I imagine, if I could go west, it would be Japan. Then I become emotional because as I look down at the water, I think of the first immigrants who came here from Japan by ship more than 140 years ago. As they passed through the gateway of the bay, what did they think? Did they think of Japan while looking at the beautiful sunset? Did they dream about success in the new land? I am here in the United States as a Japanese international student. After more than a five year stay, I have come to realize my “double consciousness” in the United States, and at the same time, the way I used to see the world was based on what I saw and heard in Japan. Like most Japanese in Japan, I had never knowingly encountered people with different ethnic backgrounds than mine when I was growing up in a rural town of Kyoto prefecture. Although I knew Japan was not a homogeneous country and wondered where and who “they” were, I never tried to find out actively or ask questions of teachers about the diversity in Japan because I also sensed this would make me face the dirty part of the Japanese history, the other “reality.” It felt like grabbing a cloud—it seemed I could see it, but never touch it. It was ironic that the first Korean Japanese friend I made, was Mi Ja, in Minnesota where I went as an exchange student in 2001. Because most Korean Japanese use Japanese names rather than Korean names, I might have met Korean Japanese before I met Mi Ja, but I would not have been able to tell. I remember when I first met her; I was surprised that she did not have a Japanese name.

    【특집】 Confronting Sa-i-gu: Twenty Years after the Los Angeles Riots Edward Taehan Chang (the Young Oak Kim Center for Korean American Studies) Twenty years ago on April 29, Los Angeles erupted and Koreatown cried as it burned. For six-days, the LAPD was missing in action as rioting, looting, burning, and killing devastated the city. The “not guilty” Rodney King verdict ignited anger and frustration felt by South Los Angeles residents who suffered from years of neglect, despair, hopelessness, injustice, and oppression.1) In the Korean American community, the Los Angeles riot is remembered as Sa-i-gu (April 29 in Korean).     Profile of New York City’s Korean Americans Introduction Using data from 2006-2010 and 2011-2015 American Community Survey (ACS) Selected Population Tables and the 2010 U.S. census, this profile outlines characteristics and trends among New York City’s Korean American population.1 It presents statistics on population size and changes, immigration, citizenship status, educational attainment, English ability, income, poverty, health insurance and housing. Comparisons with New York City’s general population are provided for context. New York City’s Korean population was the third largest Asian ethnic group, behind Chinese and Indians. Someone who walks between and in and out of national and institutional borders draws attention to the arbi- trariness of divisions and to the vested interest of gatekeepers. Shirley Geok-Lin Lim, Among the White Moon Faces (1996) ⸪ Raised in the inner cities of Los Angeles and Indianapolis, my siblings and I were familiar with racism, classism, and sexism from an early age. Our mother, a Korean immigrant and single parent, brought us up in poor, urban, mostly African American communities. The Civil Rights Movement and the Vietnam War were still on people’s minds at that time in the early 1970s. The complexi- ties of what it meant to be “American” and “Korean,” not fully one or the other, were difficult for a mixed-race kid. My mother and her experiences—in the Korea she left, the United States she dreamed of, and the Korean American community she desired to be part of—mark my beginnings. We were excluded from the privileges of “white” society not just because we were “Oriental,” but because we were different and not white. Despite the Korean War from 1950 to 1953, most of the people we encountered had never heard of Korea. Koreans shamed us and treated us harshly because we were poor and we were mixed; our mother had violated the rules by mingling with a GI, an American soldier, the biological father we did not know. Nor did our African American neighbors fully accept us; they had reservations because we weren’t black either.

    5 The Status and Role of Ethnic Koreans in the Japanese Economy TOSHIYUKI TAMURA Who really are ethnic Koreans and who are they not in Japanese society? To answer this question is not an easy task. They are sometimes wrongly taken for Korean-Japanese, that is, Koreans residing in Japan with Japanese nationality. Actually, these people may or may not be included in the con- cept of ethnic Koreans, depending on the scope and the context of argu- ment. The overwhelming majority of ethnic Koreans are legally foreigners with foreign passports, and accordingly their legal status should not be considered parallel to that of people in other countries, such as Korean-Americans. For a closer understanding of the concept, we must retrace the modern history of Korea and Japan and their interrelationships. A smattering of history will convince one how and why the illusion that Japan is ethni- cally homogeneous—which I have termed the “homogeneity myth”1—has spread so widely among Japanese citizens. It was this kind of conscious- ness that, together with the North-South division of the Korean penin- sula, had made the legal status of Korean residents so complicated and peculiar to Japan. In this chapter, I try to describe the past and the present situations of Koreans in Japan, making utmost use of official statistical data, as well as the results of my own work. It was the craze for Korean TV drama that represented a sudden apparition of something new from South Korea. Before long, however, this wave grew bigger and far more complex than anyone might have predicted, including Korean pop music and films, animation, online games, smartphones, fashion, cosmetics, etc. There have been resistances to this inundation notably in Japan, a country where several earlier mini-hallyu now seem long forgotten. It is frequently acknowledged that the notion of ‘race’ is a socio-political construct that requires constant refurbishment. However, the process and consequences of racialization are less carefully explored. By examining the ideology about nationhood and colonial policies of the Japanese state in relation to Koreans, I will attempt to demonstrate why and how the Japanese state racialized its population. By so doing, I will argue that the state is deeply involved in racialization by fabricating and authorizing ‘differences’ and ‘similarities’ between the dominant and minority groups. Introduction The last decade has seen a growing interest in the state within the field of sociology and political science. While the main contributors of the study have been scholars in comparative and historical sociology and researchers in the economics of development, student of race and ethnicity have gradually paid attention to the role of the state in forming racial/ethnic communities, ethnic identity, and ethnic mobilization (Barkey and Parikh 1991; Marx 1998). State policies clearly constitute one of the major determinants of immigrant adaptation and shifting identity patterns (Hein 1993; Olzak 1983; Nagel 1986). However, the study of the state’s role in race and ethnic studies is still underdeveloped, and many important questions remain to be answered.

Quinn Copyrighted by Hiromi Tobaru 2019 ii Abstract This dissertation explores ways that home institutions —educational institutions that send their students to affiliated universities— can provide pedagogical support to maximize the learning experience of U.S. undergraduate students during yearlong education abroad (EdA) programs in Japan. The results of this dissertation suggest several features that are key to pre- EdA training. The most crucial is repeated experiential practice on inter-personal negotiations toward co-constructing a meaningful Third Space1 (Jian & Walker, 2017) that entails raising sensitivity to style-shifting strategies. Group, rather than individualized, format better maximizes the opportunities for negotiation. Also useful would be opportunities to hear the experience of students who have just returned from a yearlong EdA in Japan, focusing on their experience (or lack) of network building. The need for repeated practice entails that training occurs over a duration of time, such as a semester. The first phase of this research examined difficulties in building intercultural relationships that American students and local Japanese students experience in a short-term EdA program in Japan. Data collected through interviews and observation suggest that the two groups have gaps in their expectations about speech style when interacting with each other.

    Korean Diaspora in Kazakhstan: Question of Topical Problems for Minorities in Post-Soviet Space German Kim Introduction Kazakhstan is a multinational state. Dozens of nations and ethnic groups living there generate a lot of problems that are both immanently national and part of the system of international relations. Before moving to the presentation and causal-consequential analysis of the actual problems of the Korean Diaspora in Kazakhstan, it is necessary to make a brief historical inquiry into the pre-history and history of the appearance of Koreans in Kazakhstan and neighboring Central Asian states. By the beginning of the 20th century, situations of hunger, cruel exploitation by the ruling classes, and the Japanese colonial yoke forced tens of thousands of pauperized Koreans to migrate to Manchuria, the Russian Far East and America. At present the number of Koreans outside Korea constitutes more than 5 million, and the most numerous groups live in China (2 million); the USA (about 1 5 million); Japan (0.7 million) and the former USSR (0.450 million). On the Korean peninsula, which is divided at the 38th parallel, in the two opposing Korean states, there is one common social phenomenon—the absence of a national question. In both North and South Korea, the number of permanently living foreigners is minimal.1 In total, the number of Koreans who lived in the USSR according to the 1989 Census was 439 thousand, and a great bulk lived in Uzbekistan, Russia and Kazakhstan. The modern demography of the Korean population is characterized by dispersion. This demography is a legacy of the policy of forced migration during the Stalin era, and also by processes of migration and infiltration among the Korean population.
