About this report

Scope The Annual Report 2019–20 outlines the activities and achievements of the Non-State Schools Accreditation Board (the ‘Board’) established on 21 September 2001 under the Education (Accreditation of Non-State Schools) Act 2001 (repealed 1 January 2018), and continued in existence from 1 January 2018 under the Education (Accreditation of Non-State Schools) Act 2017. In this report, unless the context otherwise requires, the term: • ‘Minister’ refers to the Honourable the Minister for Education and Minister for Industrial Relations, and • ‘Director-General’ and ‘chief executive’ refer to the Director-General of the Department of Education. The report has been prepared in accordance with the legislative requirements of the Financial Accountability Act 2009 and the Financial and Performance Management Standard 2019, and the detailed requirements set out in the Annual report requirements for Queensland Government agencies produced by the Department of the Premier and Cabinet. This report is designed to inform a wide range of community stakeholders, including Members of Parliament, government agencies, persons in the education profession, students and the general public.

Chairperson’s message I am pleased to present the 19th annual report of the Non-State Schools Accreditation Board. The number of non-state schools in Queensland continues to increase. At 30 June 2020, there were 528 operating non-state schools. This is an increase of 10 from 518 at 30 June 2019, which represents a 1.93 per cent increase in 12 months. These 528 operating schools were governed by 171 governing bodies. At the time of the annual census of non-state school enrolments in February 2020, there were 280,845 students (136,837 primary, 144,008 secondary) being provided with education services through non-state schools; which represents an increase of 3.84 per cent over February 2019. In addition to domestic students, there were 1,972 overseas students and 362 ‘Students on Visitor Visas, Bridging Visas, or No Visa’ enrolled in non-state schools. Combined, the 283,179 students represent 32.8 (32.6 in 2019) per cent of all Queensland primary and secondary students. Schools offering special assistance continue to be an important component of non-state schooling. There were 37 accredited special assistance schools with two additional mainstream schools accredited for special assistance sites. This gives a total of 39 schools offering special assistance at one or more sites. This is an increase of four schools since last year. In 2020, schools offering special assistance accounted for 1.24 per cent (1.13 per cent in 2019) of all non-state school domestic enrolments. One new member joined the Board this year. Mrs Deborah Dunstone was appointed as the nominee of the Director-General of Education from 14 May 2020 to 7 March 2022. Mrs Dunstone is the Assistant Director-General (State Schools – Disability and Inclusion) in the Department of Education. She is the inaugural Assistant Director-General (Disability and Inclusion), appointed to that role in April 2017. Mrs Dunstone is a very experienced educator who will bring a deep understanding of early years to post-school education settings to the work of the Board. This year saw the emergence of COVID-19 across a large part of the world, which resulted in a global-wide response to protect people and economies. The Board closely monitored its operations from early 2020 onwards as part of a Queensland-wide response to the COVID-19 public health emergency, and responded appropriately to align with eth range of protective measures and protocols as they were progressively introduced by the Queensland and Australian Governments. During the time of strong social-distancing protocols, the Board sought to minimise disruptions to school officials and directors of governing bodies in their core business of education and welfare. The actions of the Board sought to protect the health and wellbeing of all individuals within school communities, and members and authorised persons of the Board. A number of the Board’s regulatory activities were able to be dealt with in a different way, or deferred for a period of time. Governing bodies and staff of non-state schools, and the operators of places providing services to children, have great responsibilities, which is a reasonable expectation of families enrolling their children at those schools and places. With responsibility comes accountability. During the reporting period, the Board has taken compliance action against a small number of governing bodies and schools, and examined the operations of several places to assess whether they were being operated as non-state schools without accreditation. I am pleased to report that the Board began its preparations well in advance of the commencement of the Human Rights Act 2019 in its entirety on 1 January 2020. Many preparatory initiatives were completed by the Board through 2019 to assist with affording individuals their human rights protections under that Act from the first day of its commencement. Details of the Board’s work to implement the Act are chronicled in the body of this report. Since 2001, the Director-General of the Department of Education has provided the Board with a range of services and resources free of charge from the Department. Members of the Board have

asked me to acknowledge and thank the Director-General for this support. Tragically, Board member Mr Bevan Brennan passed away on 30 November 2019. Mr Brennan was the nominee of the Director-General of Education on the Board from 16 July 2015. Mr Brennan’s contributions to the people of Queensland through his services on the Board were substantial, and will leave a lasting positive impact. The Board’s work benefitted immensely from Bevan’s compassionate character and his long-accumulated experience as an educator of the highest standing. On behalf of all members of the Board and officers of the Secretariat, I extend our condolences to Bevan’s bereaved family. All members of the Board have a passion and drive for high-quality education, and will continue their efforts to work collaboratively with governing bodies of non-state schools, with the operators of unaccredited places, and with individuals who raise their concerns about the operations of schools and unaccredited places. The work of the Board is often complex and challenging, and I wish to acknowledge the high level of commitment of my colleagues on the Board to that work.

More information about the code of conduct can be found later in this report.

Our legislation The present accreditation and government funding eligibility framework for Queensland non-state schools commenced on 1 January 2018 under the Education (Accreditation of Non-State Schools) Act 2017 (‘Accreditation Act 2017’) and the Education (Accreditation of Non-State Schools) Regulation 2017 (‘Accreditation Regulation 2017’). The Accreditation Act 2017 and Accreditation Regulation 2017 replaced, respectively, the Education (Accreditation of Non-State Schools) Act 2001 (‘Accreditation Act 2001’) and the Education (Accreditation of Non-State Schools) Regulation 2001 (‘Accreditation Regulation 2001’). The foundations for the original Accreditation Act 2001 and Accreditation Regulation 2001 were largely laid by the 1999 review of accreditation and government funding arrangements for non-state schools chaired by Emeritus Professor Roy Webb AO, then Vice-Chancellor of Griffith University. The Accreditation Act 2017 and Accreditation Regulation 2017 arose from a review completed in 2016 of the Accreditation Act 2001 and Accreditation Regulation 2001. The Grammar Schools Act 2016 is relevant to non-state schools established under that Act. Other legislation is relevant to the operations of non-state schools in Queensland, such as the Child Protection Act 1999, the Education (General Provisions) Act 2006, and the Education (General Provisions) Regulation 2017.

Amendments to legislation There were no amendments to the Accreditation Act 2017 or the Grammar Schools Act 2016 during the reporting period.

The Accreditation Regulation 2017 was amended by the Education (Accreditation of Non-State Schools) (National Declaration) Amendment Regulation 2020, effective 19 June 2020. The Amendment Regulation removed the reference to the Declaration on Educational Goals for Young Australians and replaced it with the reference to the Alice Springs (Mparntwe) Education Declaration. The Alice Springs (Mparntwe) Education Declaration can be viewed on the Council of Australian Governments (COAG) Education Council’s website.

The Human Rights Act 2019 commenced in its entirety on 1 January 2020, which included bringing into force the 23 human rights protected under the Act. The Board proactively completed many initiatives, and has since that date been maturing its systems and services related to human rights. The COVID-19 Emergency Response Act 2020 (‘ER Act’) was assented to on 23 April 2020. The ER Act allows legislative requirements to be modified temporarily via an extraordinary regulation to address the health emergency in relation to attendance at places or meetings, making and associated use of documents and physical presence requirements, statutory timeframes and proceedings of courts and tribunals. The Education Legislation (COVID-19 Emergency Response) Regulation 2020 commenced on 26 June 2020, and expires on 31 December 2020. The regulation authorises the Board to extend an eligible period for a period ending on or before 31 December 2020 under the Accreditation Act 2017 and the Accreditation Regulation 2017 — if necessary, for the purposes of the COVID-19 Emergency Response Act 2020, and if the Accreditation Act 2017 and the Accreditation Regulation 2017 do not expressly authorise the Board to modify the eligible period.

The Working with Children (Risk Management and Screening) and Other Legislation Amendment Act 2019 received assent on 24 May 2019. New laws referred to as No Card, No Start legislation are yet to commence by proclamation. Due to the COVID-19 environment, the commencement of those provisions has been temporarily delayed.

Machinery of government changes During the reporting period, there were no machinery of government changes that affected the Board, or the Board Secretariat.

Establishment of Board The Non-State Schools Accreditation Board was initially established on 21 September 2001 under the Accreditation Act 2001 (now repealed). The Board has continued in existence from 1 January 2018 under section 97(1) of the Accreditation Act 2017.

Functions of the Board The Board has the following functions: • to assess applications for accreditation of non-state schools • to accredit non-state schools • to assess and decide applications about governing bodies’ eligibility for government funding • to keep a register of accredited schools • to monitor whether accredited schools continue to comply with the accreditation criteria • to monitor whether the governing bodies of accredited schools are suitable to continue to be a school’s governing body • to monitor whether the governing bodies of non-state schools that are eligible for government funding for the schools continue to meet the government funding eligibility criteria • to monitor and enforce compliance with the Accreditation Act 2017 • to conduct investigations about contraventions of, or noncompliance with, the Accreditation Act 2017 • to examine, and advise the Minister about, the operation of the accreditation and eligibility for government funding schemes under the Accreditation Act 2017, including, for example, the examining of and reporting on a matter referred to the Board by the Minister • another function given to the Board under the Accreditation Act 2017 or another Act.

The Non-State Schools Accreditation Board Secretariat The Non-State Schools Accreditation Board Secretariat, within the Department of Education, provides administrative and operational support to the Board. The Secretariat also performs other functions related to the non-state education sector. The goals, strategies and performance measures of the Secretariat are covered by the strategic plan of the department. Any relevant performance measures are reported in the department’s annual report.

Membership Section 102 of the Accreditation Act 2017 provides for membership of the Board, as shown in Display 2.

(1) The Board consists of 7 persons (each a member), as follows— (a) 1 member nominated by the Minister; (b) 3 members (the Minister’s consultation nominees) nominated after consulting with ISQ and QCEC; (c) 1 member nominated by the chief executive; (d) 1 member nominated by ISQ; (e) 1 member nominated by QCEC. (2) Each member must be appointed by the Governor in Council. (3) A Minister’s consultation nominee— (a) must not be a person who is— (i) an employee of the department; or (ii) working full-time in an accredited school; or (iii) a director of an accredited school’s governing body; or (iv) a member of an entity representing the interests of governing bodies of accredited schools; and (b) must be appropriately qualified to be a member of the Board. Operating environment

Declared COVID-19 public health emergency, Public Health Act 2005 A public health emergency was declared on 29 January 2020 by the Minister for Health and Minister for Ambulance Services for all of Queensland, under section 319 of the Public Health Act 2005. As the health emergency continued, a range of protective measures and protocols were progressively introduced by the Queensland and Australian Governments. The Board closely monitored the evolving situation, and the advice of government health officials, and in early March 2020 added a Health Pandemic (COVID-19) Risk to its Risk Register, and prepared and implemented an Action Plan to mitigate the risk. The risk identified by the Board was, in short, that the Board will not be able to conduct its business and meetings, caused by the health emergency, resulting in: (a) the Board being unable to perform some or all of its functions and duties; and (b) the Board’s authorised persons being unable to perform some or all of their functions and duties. Two of the principles underpinning the Action Plan include: • Minimising disruptions to school officials and directors of governing bodies in their core business of education and welfare. • The overarching importance of acting to protect the health and wellbeing of all individuals within school communities, and members and authorised persons of the Board. The Board’s Action Plan included the following: • In terms of the Board-approved work of authorised persons to perform the 2020 scheduled verifications of enrolment census returns: o all on-site field-auditing activities on school premises were to cease, effective close of business 20 March 2020 and o the authorised persons were to complete the enrolment verification reports using the information to hand, and provide the reports to the Board. • All Board-approved assessment work utilising authorised persons that involves entry to a school premises or otherwise draws on school or governing body resources (for example, directors or staff) in the provision of information and documents, to cease, effective close of business 19 March 2020. • All Board-approved assessment work of authorised persons that does not involve entry to a school premises or will not otherwise draw on school or governing body resources (for example, directors or staff) in the provision of information and documents is to continue, in order to improve the Board’s state of preparedness when the assessments are able to be resumed. • Chairperson to send correspondence to the governing bodies of all schools that have a student-intake day in 2020 for a type of education or a year of schooling to remind them that if the current health pandemic prevents the school from providing the type of education or a year of schooling, the governing body should (as soon as possible) seek the Board’s approval to change the relevant student-intake day. • Chairperson to send correspondence to the governing bodies of all schools that are scheduled to commence, or that have commenced, their periodic demonstrations of compliance in 2020 to inform them that the Board will not be pressing for commencement or completion (as the case may be) of the review by the dates they had initially scheduled. • From and including its 19 March 2020 meeting, meetings were conducted using teleconferencing technology as authorised by section 117(5) of the Accreditation Act.

Before formulating the Action Plan, on 6 February 2020 the Board wrote to all governing bodies and principals of non-state schools about completing the 2020 Census of enrolments in regard to the attendance of enrolled students affected by the then evolving coronavirus situation in Queensland. On 4 June, the Board amended its Action Plan to: • Recommence all Board-approved assessment work of authorised persons that involves entry to a school premises, or otherwise draws on school or governing body resources (for example, directors or staff) in the provision of information and documents, effective 13 July 2020. • Include that, prior to an authorised person entering a school premises, the Board is to issue the authorised person with a copy of the relevant guidelines applying at the time, a container of hand sanitiser, and two sets of protective gloves and three face masks for each day on the premises. • Include that, should a school's governing body request to not have the assessment, the Board is to consider the request bearing in mind the principles underpinning the Action Plan.

Queensland demography The population of Queensland has more than doubled in 40 years. It has increased from 2.09 million people in 1976 to 4.85 million in 2016, which amounts to an increase of 2.76 million or 132 per cent. In the 30 years from 2016 to 2046, the population is expected to grow by another 2.77 million to 7.63 million (medium series projection). This represents a growth of approximately 57 per cent over 30 years. By 2066, the population in Queensland is expected to reach 9.51 million (medium series projection). Compared with the population in 2016, Queensland is expected to have another 4.67 million people in 2066 (medium series projection). Display 5 shows the population growing from 4.85 million in 2016 to 9.51 million in 2066 (medium series). The high and low series represent a range of likely alternative population growth scenarios.

Display 6 shows an increase in Queensland’s population of children aged 5 to 17 years from 820,522 in 2016 to 1,388,653 in 2066 (medium series). This is an increase of 568,131 over 50 years. This growth in Queensland’s population translates into a greater need for educational services for students up to the age of 17 years. Display 7 and Display 8 show that the number of Queensland children and young people (aged 5 years to 11 years, and 12 years to 17 years, respectively) grew by 225,570 in total in the 25 years between 1991 and 2016. In the 25 years between 2016 and 2041, a further increase of 288,826 is expected. In the 25 years between 2041 and 2066, an increase of 279,305 is forecast, reaching 1,388,653 by 2066 (medium series). If the high series predictions are reached, the number of children and young people in 2066 will be 1.81 million, more than double the population in 2016 (0.821 million).

The schools At the end of the 2019–20 financial year, there were 528 operating non-state schools. Included in this total were eight schools established as grammar schools within the meaning of the Grammar Schools Act 2016. On 30 June 2019, there were 518 accredited and operating non-state schools. Display 9 lists the 11 new schools that commenced during the reporting period – one offering primary education, nine secondary education, and one offering primary and secondary education. One surrendered its accreditation by dividing the school into separated schools in the reporting period (YMCA Vocational School). One school (Woodstock Flexible Learning Centre) surrendered its accreditation before it commenced operations.

Of the 518 accredited and operating non-state schools at the end of the 2018–19 financial year, one school (YMCA Vocational School, Kingston) divided the school into four separated schools, with the dividing school being surrendered and recorded as four separated schools on the register of non-state schools (YMCA Vocational School – Brisbane South, YMCA Vocational School – Logan, YMCA Vocational School – Moreton Bay and YMCA Vocational School – Ipswich). One existing boarding site temporarily ceased operations due to flooding in 2019 and has remained closed. The site is approved to provide classroom education from 2021 (Tec-NQ, Rosslea).

The 528 operating non-state schools at 30 June 2020 comprised 53 single-gender (29 female only and 24 male only) and 475 coeducational schools. There are 517 schools offering classroom education, and 11 schools accredited to offer classroom and distance education. Out of the 11 schools accredited to offer classroom and distance education, one was offering only classroom education as a mode of delivery (Alta-1 College, Caboolture), and another was offering only distance education as a mode of delivery (Redwood College, Burpengary) during the reporting period. A total of 52 non-state schools were accredited for boarding; however, two schools did not offer boarding during the reporting period (Hymba Yumba Independent School, Springfield and Mungalla Silver Lining School, Mutarnee). Under current arrangements, non-state schools receive funding from the Queensland Government (if eligible for government funding), the Australian Government, and from private sources, mainly in the form of fees. In 2019–20, the state government allocated $811.5 million in funding to non-state schools, including $705.3 million in recurrent funding and $99.8 million in capital assistance.

The students In 2002, there were 9428 preschool students, 91,826 primary students and 86,268 secondary students enrolled in 439 non-state schools. At that time, this total enrolment of 187,522 students represented 28 per cent of all Queensland school students. At Census Day, 28 February 2020, a total of 280,844.8 students were recorded in the 525 non-state schools in operation. Of this total, 136,836.8 were primary students (including 19,206.2 students in the preparatory year) and 144,008 were secondary students. This is an increase of 10,377.8 students from February 2019, which constitutes a 3.84 per cent growth. The total enrolment numbers include 3491 students receiving distance education from the 11 non-state schools (12 sites) offering that mode of delivery. Among the total student population, there were: • 12,205.2 students with English as a second language • 12,380.8 Indigenous students • 12,026.9 students with disability • 3644.8 students from isolated areas (remote) • 2560.0 students from isolated areas (very remote) • 5433.0 boarding students. Not included in the total figures are 1972 overseas students and 362 ‘Students on Visitor Visas, Bridging Visas with study limitations, or No Visa’ who are responsible for the cost of their own education. Combined, the 283,179 domestic and overseas students represent 32.83 per cent of all Queensland school students. Display 16 shows the number of enrolments in non-state schools from 1997 to 2020 at February census date. The numbers represent an average increase of approximately 2.44 per cent for each of the 24 years. Over the same period, the average increase for primary education, including preschool and the preparatory year, was 2.14 per cent for each year, and the average increase for secondary education was 2.82 per cent for each year. There were fewer primary education enrolments in 2007 (-0.8 per cent), which may be attributed to the half-cohort intake of Preparatory Year students in that year. As a result of the transition of Year 7 to secondary, there were fewer primary education enrolments in 2015 (-8.5 per cent). There was a consequent increase in secondary education enrolments of 14.8 per cent.

Critical issues Critical issues that the Board faces as it plans for the future include:

• impacts of the COVID-19 public health emergency • impacts of both state and federal government policy • changing nature of education • community expectations of education and educational providers • rapid changes in technology and the effects on educational services • widening diversity of educational choice • widening range of educational opportunities and pathways • continuing the strong monitoring of the implementation in non-state schools of child protection legislation • continuing to monitor and, if necessary, strengthen the systems and controls related to the provision by non-state school governing bodies of enrolment census data and the verification of these data • consolidating practices and processes related to the widening (effective 1 March 2019) of the meaning of conduct that is corrupt conduct under the Crime and Corruption Act 2001 • monitoring of the accreditation criterion related to the risk to schools and governing bodies with integrity and security of enrolment and attendance data and documents that was identified in the Auditor-General’s report: Follow-up of Oversight of recurrent grants to non-state schools (Report 15: 2018–19) (tabled in Parliament on 26 March 2019) • continuing to strengthen the implementation of the Human Rights Act 2019 and • continuing to review and, if warranted by identified business benefits, change business practices and processes with a view to continuous improvement and optimisation.

Business operations

Accreditation To operate in Queensland, a non-state school must be accredited by the Board under the Accreditation Act 2017. The Board must accredit the school if it is satisfied, in relation to each type of education proposed to be provided by the school, that: • the applicant is suitable to be the school’s governing body and • the school will comply with the prescribed accreditation criteria from the school’s student-intake day for the type of education.

Applications for accreditation During the reporting period, the Board received 63 applications for accreditation, changes of accreditation attributes, and changes to relevant student-intake days. Refer to Display 18 and Display 19. Display 20 shows that, out of the 63 applications received, the Board made decisions on 48 applications. Seven applications were withdrawn prior to Board decision. Still under consideration by the Board on 30 June 2020 were four applications for a new school, one application for a new type of education, and three applications for a new site. A summary of the type and scope of applications is provided in Appendix 2, Appendix 3 and Appendix 4.

Notice of attribute no longer applying A school’s governing body may, by notice given to the Board, advise the Board that an attribute of accreditation of the school no longer applies to the school. The Board received seven notices advising that a certain attribute of accreditation no longer applies to the school. On the effective date of the notice, the Board has amended the register to remove the attribute from the attributes of accreditation applying to the school, and has given the governing body of the school notice that the attribute of accreditation no longer applies to the school. Display 36 in Appendix 4 shows an overview of notices received by the Board.

Notification of change in circumstances Sections 169 (1) and (2) of the Accreditation Act require a school’s governing body to give notice about a change in circumstances, within seven days after the happening of the following events: • the closure of the school • the school stops offering a year of schooling for which it is accredited • the governing body is affected by control action under the Corporations Act 2001 (C’th) or • if the governing body is eligible for government funding for the school – the school starts to be operated for profit. No notification of change in circumstances was received during the reporting period.

Initial assessments In the reporting period, 13 schools were scheduled to commence an initial assessment under section 30 of the Accreditation Act 2017. Two schools were issued with compliance notices, one school met the accreditation criteria, and 10 assessments were still in progress by the end of the reporting period. Display 39 in Appendix 7 provides a summary of schools scheduled for an initial assessment.

Assessments of establishment phase schools and when schools start to operate at new sites From 1 July 2019 until 30 June 2020, eight schools were scheduled to commence an establishment phase assessment under section 31 of the Accreditation Act 2017. One assessment was finalised with a compliance notice, and seven assessments were still in progress at the end of the reporting period. Display 40 in Appendix 7 provides a summary of schools scheduled for an establishment phase assessment. In the same period, five schools were scheduled to commence a new site assessment under section 32 of the Accreditation Act 2017. All assessments were still in progress by the end of the reporting period. Display 41 in Appendix 7 provides a summary of schools scheduled for a new site assessment.

Authorised persons, school assessment For the reporting year, seven authorised persons continued in their role as authorised persons under the Accreditation Act, with their appointments extended to end on 31 December 2021. The Board also appointed four authorised persons for specific assessments with expertise in forensic investigations into financial and governance arrangements.

Surrender of accreditation Section 73 of the Accreditation Act 2017 allows for a school’s governing body to provide a surrender notice to the Board to surrender the accreditation of an accredited non-state school. During the reporting period, the governing body of one school surrendered secondary education before commencing operations. Another school was divided into four separate schools, which meant the surrender of the whole school. Appendix 11 provides information on surrenders of accreditation from 1 January 2018 to 30 June 2020.

Amendment and cancellation accreditations (show cause notices) Under Part 6, Division 2 of the Accreditation Act 2017, the Board can issue a show cause notice proposing to either amend or cancel a school’s accreditation. During the reporting period, the Board issued four show cause notices proposing to cancel the accreditation of a type of education. No further action was taken on one notice because the ground no longer existed, and three of the notices were not finalised by 30 June 2020. The Board also issued one show cause notice proposing to amend a school’s accreditation due to non-compliance with an accreditation criterion relating to an attribute of accreditation. The notice was not finalised by 30 June 2020. Appendix 10 shows summary data for cancellation actions by the Board from 1 January 2018 to 30 June 2020.

Compliance notices Under section 62 of the Accreditation Act 2017, the Board may issue a compliance notice to a non-state school’s governing body if the Board reasonably believes that the school is not complying with an accreditation criterion, or the governing body of a school is no longer suitable to be the school’s governing body, and the matter relating to the non-compliance is reasonably capable of being rectified. The notice requires the governing body to rectify the matter. The governing body must comply with the compliance notice unless the governing body has a reasonable excuse. During the period 1 July 2019 to 30 June 2020, six compliance notices were issued by the Board. One resulted in a show cause notice, and the other was finalised and no further action taken. Four of the notices were still outstanding at the end of the reporting period. Appendix 9 contains information on compliance notices issued from 1 January 2018 to 30 June 2020.

Compliance concerns In the reporting period, the Board received 82 compliance concerns. A total of 60 concerns were about non-state schools, four about governing bodies, 15 about non-state schools and their governing bodies, and three about other matters. The nature of the concerns was varied but generally related to alleged breaches of the statutory accreditation criteria and, at times, to the suitability of the governing body. Some concerns received, however, were not of a type that fell within the jurisdiction of the Board. During the reporting period, the Board was able to finalise 44 compliance concerns.

Eligibility for government funding To be eligible for government funding in Queensland, a non-state school’s governing body must be approved by the Board as eligible for government funding for the school under the Accreditation Act 2017. A governing body of a school is eligible for government funding for the school if the Board is satisfied the governing body meets the government funding eligibility criteria prescribed under the Accreditation Act 2017.

Applications for eligibility for government funding The governing body of an accredited school may apply to be eligible for government funding for the school. A governing body may also apply for eligibility for government funding when applying for accreditation of a new school. In the event where a governing body applies for a change in the school’s governing body for a school that is eligible for government funding, the Board must also be satisfied that the proposed new governing body will meet the government funding eligibility criteria. The Board received 19 applications for eligibility for government funding from 1 July 2019 to 30 June 2020. A total of 11 applications had been finalised by the end of the reporting period and four applications were withdrawn. Four of the applications had not been decided by 30 June 2020. Appendix 5 and Appendix 6 provide a summary of the type and scope of applications for eligibility for government funding.

Times for Board to make certain decisions Display 29 in Appendix 2 shows the time taken for the Board to make its decisions on accreditation for new schools, and Display 31 in Appendix 3 for existing schools to add a type of education.

Amalgamation of schools by amalgamation notice, and dividing schools by division notice The Accreditation Act 2017 provides for the amalgamation of existing schools by amalgamation notice, and the division of existing schools by division notice, given to the Board by a governing body. If the Board is satisfied that the prescribed matters are met, it issues a Board notice to the governing body concerned. If the Board is not satisfied that the prescribed matters are met, it issues an information notice to the governing body concerned. Appendix 8 shows the number of amalgamation and division notices within the reporting period.

Offences The Board is responsible under the Accreditation Act 2017 for conducting investigations and undertaking proceedings in connection with offences under that Act. Any proceedings initiated by the Board for an offence are to be taken in a summary way under the Justices Act 1886. Appendix 12 shows the number of places that the Board has become aware of for the operations of unaccredited schools, specifically, the offence of a person operating a school without accreditation. During the reporting period, the Board has not become aware of any persons holding out a school as accredited if not accredited, or commenced any other proceedings relating to the following offences: • governing body operating an accredited school before its student-intake day (s75) • Board member not disclosing changes in criminal history (s113) • authorised person not returning identity card (s136) • person contravening help requirement (s153) • person contravening information requirement (s155) • person interfering (s160) • governing body not giving notice of change in circumstances (s169) • director not disclosing details of indictable offence (s172) • person giving Board false/misleading information/documents (s175) • person disclosing protected information (s176) or • person impersonating authorised person (s177).

Programs

Review program — accreditation and, if relevant, eligibility for government funding To fulfil its role of monitoring whether the ongoing requirements for accreditation and, if relevant, eligibility for government funding are being met, the Board has established a periodic review program under the Accreditation Act 2017, referred to as the Compliance Review Program. As part of the Compliance Review Program, once every five years during a school’s accreditation, the Board gives the school’s governing body a notice requiring the governing body to give the Board information or a document by way of a compliance review report to assist the Board in deciding whether: • a school’s governing body is, or continues to be, suitable to be the school’s governing body (Act, s 170) and • a school is complying with the prescribed accreditation criteria (Act, s 170) and • the Board is satisfied the governing body meets the prescribed government funding eligibility criteria — if a governing body of an accredited school is eligible for government funding for the school (Act, s 171). For the present reporting period, the governing bodies of 45 schools successfully demonstrated to the Board their schools’ ongoing compliance with the statutory obligations of their accreditation and government funding eligibility. During the reporting period, the Board recognised that non-state schools and their governing bodies encountered significant challenges with managing the impact of the COVID-19 public health emergency. For schools participating in the Compliance Review Program, school staff and governing bodies may not have been in a position to focus their efforts towards a compliance review and meet scheduled targets. In light of this, the Board advised governing bodies of non-state schools participating in the 2019 review program it had extended the due date for submission of a review report to on or before 31 August 2020. A forward schedule for the review program is established to ensure all schools participate in the program at a minimum of once every five years. Schools’ governing bodies may choose to participate in the program more frequently by contacting the Board and nominating a suitable year. A central feature of the review program continues to be the way the review process can be incorporated into and contribute to ongoing school improvement. Increasingly, schools and their wider communities are using data collated from a range of sources to effectively monitor teaching, learning, and school management practices and outcomes, and to transparently account for their performance and achievement. Through their review and renewal processes, schools reflect on their performance, build their knowledge base, and make informed decisions to drive effective change and to deliver better outcomes. During the reporting period, the Board continued to support schools’ compliance with statutory requirements for the protection of students through the review of schools’ student protection written processes submitted with review program reports. To assist governing bodies and schools, the Board has developed and published the Non-State Schools Accreditation Board’s Review Program Guidelines for the demonstration of compliance with the Education (Accreditation of Non-State Schools) Act 2017.

Annual collection of school survey data In February 2020, the Board conducted its annual collection of school survey data (also known as the state census of non-state schools), thereby meeting its statutory obligation under section 168 of the Accreditation Act 2017. Under the Accreditation Act 2017, governing bodies of accredited non-state schools must provide the Board with the prescribed school survey data. Generally speaking, school survey data relates to the number of students enrolled in various years of schooling. This information is used primarily as a basis for allocating any allowances paid per capita. A total of 525 non-state schools were operating as at Census Day and completed the School Survey Data for Non-State Schools – Qld 2020. A number of changes were made to the Instructions for Completing School Survey Data for Non-State Schools – Qld 2020 (Instructions) and other supporting documents including: • change of the ‘No visa students’ section to ‘Students on Visitor Visas, Bridging Visas with study limitations, or No Visa’ section • new chart to identify whether a student is eligible for inclusion in the Census • updated definitions for Overseas students • inclusion of an additional gender ‘Unspecified’ • changed requirements around Isolated students and • changed requirements for students with disabilities enrolled at a school accredited for special education. In 2020, the Board also introduced a separate workbook to capture information about ‘Minimum attendance requirements’ as well as ‘Systems and processes used to record enrolment data’. The new workbook provided a valuable snapshot of the measures that schools have in place to ensure the security and integrity of the school survey data and documents, and how schools are applying the rules about students not meeting minimum attendance requirements. The census instrument and the Instructions were reviewed and amended to improve alignment. Board Secretariat support was also available to governing bodies and schools via telephone and email. Census Day each year is the last Friday in February. For the reporting period, this was 28 February 2020. The information received in the data collection for the 576 sites was subjected to visual and electronic validation checks by the Board Secretariat. A number of schools were also selected for enrolment verification.

Enrolment verification of 2020 school survey data In 2020, the Board-appointed authorised persons completed the Board’s annual compliance program to verify school survey data supplied by the governing bodies of non-state schools through the School Survey Data for Non-State Schools – Qld 2020, under section 168 of the Accreditation Act 2017. The authorised persons conducted enrolment verifications at 21 sites of 20 schools, with a total claimed enrolment of 8295 — representing just on four per cent of the total number of schools and 2.95 per cent of non-state school domestic enrolments. This gave a total of 21 verifications. Three of these were of remote or isolated schools and were conducted as desktop verifications. This relatively small sample was due to the cessation of all on-site field auditing activities after the first week of enrolment verifications was completed as per the Board’s COVID-19 Action Plan. The initially scheduled verifications would have included 15 per cent of the total number of schools and 14.55 per cent of non-state school domestic enrolments. It is expected that enrolment verifications will return to 15 per cent in the future.

Authorised persons, enrolment verification The Board appointed a total of 16 authorised persons for the 2020 enrolment verification program. Three of those left before the commencement of the program. Five authorised persons commenced enrolment verifications on 16 March 2020.

Governing body update program The Board has a statutory obligation to monitor the suitability of a governing body of an accredited school and, to that end, the Board maintains information about governing bodies and their membership. Board updates of governing body information include surveying each governing body at least once each year to collect information about the accuracy of contact details, the name of the chairperson/president, and particulars about directors (such as names and blue card/exemption card details). For 2019, the governing body update program was conducted during August and September 2019.

Positive notices Under the Accreditation Act 2017, each director of a non-state school’s governing body must have: (a) a current positive notice (blue card) or (b) if the director is a registered teacher or police officer – a current positive exemption notice (exemption card). Both of these notices are issued under the Working with Children (Risk Management and Screening) Act 2000. Under section 26(3) of the Accreditation Act 2017, the governing body of a non-state school is not suitable to be, or to continue to be, a school’s governing body unless each director of the governing body has either a current positive notice, or a current positive exemption notice. Governing bodies play a vital role in monitoring the positive notice status of their own directors, and must, within 28 days, provide details to the Board of the appointment or cessation of a director.

Policies and procedures

Codes of conduct, Public Sector Ethics Act 1994 The Board is a public sector entity, and the Board’s Chairperson is the chief executive officer of the entity, for the purposes of the Public Sector Ethics Act 1994. The Minister is the relevant responsible authority under that Act. As required under the Public Sector Ethics Act 1994, the Board has developed and adopted a Code of Conduct for Members of the Non-State Schools Accreditation Board, Members of a Committee of the Board and Authorised Persons appointed by the Board. This code was approved by the Minister on 7 March 2018.

Board procedure for notice of resolution not considered at a Board meeting Under section 117(7) of the Accreditation Act 2017, the Board has developed a Procedure for notice of resolution not considered at a Board meeting for circumstances where the Board is required to make a decision before the Board is next scheduled to meet.

Board policy for reporting to law enforcement agency The Board has in place a Policy for reporting to a law enforcement agency. The Board, in the course of performing its functions and discharging its duties under the Accreditation Act 2017, receives information from another party alleging a breach of the law, or independently concludes that the law may have been breached. The Board considers that it has a responsibility to report alleged and possible breaches of the law to a relevant law enforcement agency, and to that end has: • established arrangements to fulfil that responsibility effectively and efficiently • determined that matters are to be reported as soon as reasonably practicable and • determined that reliance is not to be placed on others to report. The Accreditation Act 2017 and the Information Privacy Act 2009 restrict how the Board may disclose certain information. The Board must consider the application of these Acts to establish whether it has authority to disclose information about a breach of law. The policy sets out the principles of action for members of the Board to disclose information to a law enforcement agency.

Board policy on confidentiality, use and disclosure of meeting papers The Board operates under its Policy on confidentiality, use and disclosure of meeting papers. The policy applies to each member of the Board and sets out the requirements in relation to the handling, use, release, and retention of meeting papers by members.

Complaints (Compliance concerns) handling The Board is an independent body that has certain prescribed statutory responsibilities under the Accreditation Act 2017. It is therefore reasonable to expect that persons who have issues with non-state schools or their governing bodies will raise concerns about these entities to the Board. Compliance concerns may be about aspects of school operations or particular incidents that happen in schools. The Board’s jurisdiction under the Accreditation Act 2017 is confined to a limited number of matters in relation to non-state schools. The two key areas of this jurisdiction are whether the governing body of a non-state school is suitable to continue to be the school’s governing body, and whether a school is complying, or has not complied, with one or more of the statutory accreditation criteria prescribed by the Accreditation Regulation 2017. The Board acts within the Compliance concerns and Complaints Management Policy.

Purchasing procedures (Authorised persons – school assessments) The Board has in place Purchasing Procedures for authorised persons. These procedures were developed in accordance with the Queensland Procurement Policy, which, at the time, applied to all public sector agencies, government-owned corporations and statutory bodies. The procedures, in conjunction with sections 129 and 130 of the Accreditation Act 2017, provide a framework for the Board to: • recruit suitably qualified and experienced persons as authorised persons • assign assessments to particular authorised persons in an appropriate manner and • provide fair remuneration for the work that gives an appropriate level of assurance to the Board about receiving value for money.

Reasonable Procedures to Deal with Public Interest Disclosures The Office of the Queensland Ombudsman is the oversight agency for the Public Interest Disclosure Act 2010 (the ‘PID Act’). The PID Act applies to the Board because it is an entity established under an Act for a public purpose, and therefore falls within the definition of a ‘public sector entity’ in section 6(j) of the PID Act. The Board is a ‘proper authority’ under section 5 of the PID Act to receive a public interest disclosure. It may receive a public interest disclosure from any person or a public officer. The Board has developed and adopted Reasonable Procedures to Deal with Public Interest Disclosures. The procedures provide a process and guide for the Board to follow and comply with its obligations under the provisions of the PID Act and Standards, so that a member or an authorised person, or another person, may make a public interest disclosure and be provided information on how to manage the public interest disclosure, including the provision of support.

Accountabilities

Corrections to previous annual reports There are no corrections made to the previous annual report of the Board.

Board involvement in key initiatives The Board continued to monitor legislation in force and under draft that might affect the governance and operations of non-state schools.

Budget of the Board Under section 61(e) of the Financial Accountability Act 2009, the Board is required to undertake planning and budgeting appropriate to its size. On 1 August 2019, the Board approved its budget for the 2019–20 financial year (total expenditure $907,236).

Details of Ministerial directions, Accreditation Act 2017, section 123 — public interest Under section 123 of the Accreditation Act 2017, the Minister may give the Board a written direction about a matter relevant to the performance of the Board’s functions under the Act if the Minister is satisfied it is necessary to give the direction in the public interest. In the Board’s annual report for a financial year, under the Financial Accountability Act 2009, the Board must include copies of all directions given to it under this section during the financial year. During the reporting period, the Minister has not given the Board any written direction under section 123.

Conferences and seminars On 4 July 2019, staff from Crown Law provided the Board with an overview on the impact of the Human Rights Act 2019 to the work of the Board. On 17 February 2020, officers of the Board Secretariat and authorised persons attended a workshop on the Human Rights Act 2019.

External scrutiny Auditor-General, financial audit The Auditor-General’s report Queensland state government: 2018–19 results of financial audits (Report 8: 2019–20) was tabled in Parliament on 27 November 2019.

For the Board, the Auditor-General issued an unmodified audit opinion on 5 August 2019.

Feedback from clients on performance The Board sought written feedback from all applicants (that is, governing bodies) for which a Board decision was made during the reporting period. Each applicant was asked by email to provide feedback through an online questionnaire for each application lodged. The questionnaire was deliberately kept to six questions so as to require a minimal amount of time for respondents to complete. Respondents were also invited to provide comments beyond the set questions. Although respondents were not required to identify themselves, the majority included identifying details in the optional section of the questionnaire. A total of 37 governing bodies, which covered 52 applications, were approached for feedback, with 22 responses for 26 applications being received. For four applications, no response was provided regarding questions 5 and 6. Therefore the total number of applications considered for those two questions is 22. Display 21 gives an overview of responses.

Human Rights Act 2019 During the reporting period, the Board undertook a range of activities to further the objects of, and to help ensure it acted in compliance with, the Human Rights Act 2019 (‘HR Act’). In preparation for the commencement of the HR Act in its entirety on 1 January 2020, which included bringing into force the 23 human rights protected under the Act, the Board proactively completed many initiatives, and since that date, has been maturing its systems and services related to human rights. Obligations on Board in respect of its actions and decisions [HR Act, s 58] The Board believes that during the reporting period: • its actions and decisions were compatible with human rights and • in making its decisions it gave proper consideration to a human right relevant to the decision. For these pilot activities, the Board used its Human Rights Compatibility Assessment Tool.

Internal audit function The Board has not established an internal audit function, on the basis of the following: • the Board is audited annually by the Queensland Audit Office • the Board has in place a comprehensive system of identifying areas of operational and financial risk, and has arrangements in place to manage those risks and • the Board Secretariat, as part of the Department of Education, is subject to audit by that department’s internal auditors.

Risk management The Board has established and maintained a cost-effective system of risk management for effectively identifying and managing its strategic and operational risks. The system is consistent with the requirements of the Financial Accountability Act 2009 and the Financial and Performance Management Standard 2019.

The Board reviewed its existing Strategic Risk Register (including its Risk Management Framework) in May 2020.

On the basis that the Board is a relatively small agency, and that the potential risks and consequential costs in the event that a risk became an issue is likely to be medium to low, the Board has not established a risk management committee. The functions usually associated with a risk management committee are undertaken by the Board as a whole.

Workforce planning, performance, early retirement, redundancy and retrenchment Because officers of the Board Secretariat are officers of the Department of Education, details of workforce planning, performance, early retirement, redundancy and retrenchment, and support for mental and physical wellbeing will be included in that department’s annual report.

Information systems and recordkeeping

Board ICT Business System During the reporting period, the Board ICT Business System (MS Access database) was continued to be developed to gain general efficiencies in business operations. The business system is supported by a departmentally funded maintenance and support contract. The business system provides excellent facility and efficiency in data management, control and reporting. The system is able to undertake a wide range of data analyses and provide extensive reports to support the work of the Board. This allows information to be provided to the Board and the wider community more expeditiously. The business system is the principal data source for the Board.

Register of accredited non-state schools As required by section 126 of the Accreditation Act 2017, the Board maintains a register about accredited non-state schools. The register is kept in electronic form as part of the Board ICT Business System. The register contains the following information for each accredited school: • the school’s name • the day of its accreditation • the student-intake day for each type of education the school may provide under the school’s accreditation • if the school is an establishment phase school for a year of schooling, the student-intake day for the year of schooling • the attributes of accreditation of the school • details of the type of education that may be provided at the school • whether the governing body for the school is eligible for government funding and • other information prescribed by regulation. No other information is prescribed in the Accreditation Regulation 2017. The register is open for inspection, on payment of the fee prescribed under the Accreditation Regulation 2017, at the Board’s office by members of the public during ordinary office hours. The Board will give a person a copy of the register, or a part of it, on payment of the fee prescribed under the Accreditation Regulation 2017. Under the Accreditation Regulation 2017, the prescribed fee is 50 cents for each page, or part of a page, of the register. The Board may waive, wholly or partially, payment of the fee if it is satisfied payment of the fee would cause financial hardship to the person liable to pay it. Also, the Board may waive payment of the fee if it is satisfied on reasonable grounds that the anticipated cost to the Board for collecting the fee makes it uneconomical to do so.

Records management system Records of the operations of the Board are maintained in accordance with the Public Records Act 2002. The Board uses a quarantined part of the secure recordkeeping system of the Department of Education for the capture, management, storage, and retrieval of its electronic documents. Under a Standing Offer Arrangement, secure and confidential storage of the Board’s hardcopy files is provided off site.

Retention and disposal schedule The Education and Training Sector Retention and Disposal Schedule, approved by the State Archivist on 14 November 2018, applies to the Board. This schedule authorises, among other things, the disposal of records created by the Board and revokes the previously issued Non-State Schools Accreditation Board Retention and Disposal Schedule. Authorisation for the disposal of public records is given under the provisions of section 13 of the Public Records Act 2002.

Open data strategy In the reporting period, the Board operated under its Open data strategy 2019–2022. The strategy identifies, assesses and prioritises data for release; outlines a four-year forward plan for delivery of the initiative; and includes other topics, such as approaches to governance, regulatory compliance, and an objective to minimise duplication of effort. Data published under the Board’s open data strategy is available on the Board’s website, and via the Queensland Government Open Data website at www.data.qld.gov.au.

Performance report

Government objectives for the community Strategic plans are public statements of how the Board will undertake its statutory obligations and contribute to the government’s social and fiscal objectives during the period covered by the plan. The Board contributed to the government objectives for the community that existed under the Financial Accountability Act 2009 at the commencement of the reporting period by: • upholding the standards of education in non-state schools • maintaining public confidence in the operation of non-state schools and • fostering educational choice in Queensland. The Accreditation Act 2017, the Accreditation Regulation 2017 and the government’s social and fiscal objectives for the state provide the framework within which strategic plans are developed.

Strategic Plan 2019–2023 and Operational Plan 2019–2020 For the reporting period, the Board operated within the scope of the Strategic Plan 2019–2023 approved by the Board before the start of the period. Also, the Board operated within its Operational Plan 2019–2020. The Board developed and approved each of these plans consistent with the requirements placed on statutory bodies by the Financial and Performance Management Standard 2019, made under the Financial Accountability Act 2009. As with strategic plans in previous years, the 2019–2023 plan included goals, strategies and performance indicators for the Board. The vision and values that guide and underpin the Board in its operations are stated at the front of this annual report. When developing the Strategic Plan 2019–2023 and the Operational Plan 2019–2020, members were very conscious of the challenges, priorities and key strategic risks existing at the time. These are set out in the Strategic Plan 2019–2023.

Summary of Board’s financial performance

Funding source The Board’s funding source is mostly comprised of an appropriated amount specified in the Service Delivery Statements (Department of Education) and an amount allocated by the Department of Education. Also, the Board receives interest on its bank account during each financial year. The Board receives material contributed services free of charge from the Department of Education. These contributed services would have been purchased if they had not been contributed by the department. The fair value of those services at cost is recognised as Contributed Service Revenues and Expenses in the Board’s Statement of Comprehensive Income in the Board’s Financial Reports. For 2019–20, the contributed services amount was $1,386,622. Display 24 shows the material contributed services revenues free of charge from the Department of Education in each of the five years to and including 2019–20.

Note 1 - Basis of financial statement preparation

(a) General information about the reporting entity

These financial statements cover the Non-State Schools Accreditation Board ("the Board") . The Board is a Statutory Body established under the Education (Accreditation of Non-State Schools) Act 2001 (repealed 1 January 2018), and continued in existence from 1 January 2018 under the Education (Accreditation of Non-State Schools) Act 2017 ("Accreditation Act 2017"). The Board does not control other entities. The financial statements include the value of all income, expenses, assets, liabilities and equity for the Board as an individual entity.

The functions of the Board include the following: to assess applicatio ns for accreditation of non-state schools; to accredit non-state schools; to assess and decide applications about governing bodies' eligibility for government funding; to monitor whether accredited schools continue to com ply with the accreditation criteria and whether the governing bodies are suitable to continue to be a school's governing body; and to conduct investigations about contraventions of, or noncompliance with, the Accreditation Act 2017.

(b) Authorisation of financial statements for issue

The financial statements are authorised for issue by the Chair of the Board and Executive Director of the Board's Secretariat at the date of signing the Management Certificate.

(c) Compliance with prescribed requirements

The financial statements have been prepared in compliance with the Financial Accountability Act 2009 and the Financial and Performance Management Standard 2019.

The Board is a not-for-profit entity and these general purpose financial statements are pre pared in compliance with the requirements of Australian Accounti ng Standards - Reduced Disclosure Requirements and Interpretations applicable to not-for-profit entities.

The financial statements are prepared on an accrual basis (with the exception of the Statement of Cash Flows which is prepared on a cash basis) .

(d) Underlying measurement basis

The historical cost convention is used as the measurement basis unless otherwise stated.

(e) Presentation matters

Currencv and Rounding - Amounts included in the financial statements are in Austra lian dollars. Amounts are rounded to the nearest dollar.

Comparatives - Comparative information reflects the audited 2018-19 financial statements.

Current I Non-Current Classification - Assets are classified as 'current' where their carrying amount is expected to be realised within 12 months after the reporting date. Liabilities are classified as 'current' when they are due to be settled within 12 months after the reporting date, or the Board does not have an unconditional right to defer settlement to beyond 12 months after the reporti ng date.

(f) Taxation

The Board is exempted from income tax under the Income Tax Assessment Act 1936 and is exempted from other forms of Commonwealth taxation with the exception of Fringe Benefits Tax (FBT) and Goods and Services Tax (GST).

Receivables and payables in the Stateme nt of Financial Position are shown inclusive of GST. GST credits receivable from, and GST payable to, the ATO at reporting date are separately recognised in receivables w ithin Note 5.

(g) New and revised accounting standards

First time mandatory application of Australian Accounting Standards and Interpretations

AASB 15 Revenue from contracts with customers

The Board assessed the application of AASB 15 and concluded that it did not apply in the current year. The Board did not have any contracts w ith customers.

AASB 1058 Income of Not-for-Profit Entities

AASB 1058 applies to the Board's grants and contributions that are not contracts with customers, being all grants and donations disclosed in Note 2. Revenue for these grants continues to be recognised upfront on receipt of the funding, consistent with prior accounting treatment The Board did not have any specific purpose capital grants. Overall, there was no transitional impact from adopting AASB 1058.

Early adoption of Australian Accounting Standards and Interpretations No accounting pronouncements were early adopted in the 2019-20 financial year.

Voluntary changes in accounting policy No voluntary changes in accounting policies occurred during the 2019-20 financial year.

Note 2 - Grants and other contributions

Accounting policy

G rants and contributions arise from transactions that are non-reciprocal in nature (ie. do not require any goods or services to be provided in return). Grants and contributions relate to funding and services received from the Department of Education.

The grants and contributions are accounted for under AASB 1058 Income of Not-for-Profit Entities, whe reby revenue is recognised upon receipt of the grant funding. The Board did not receive any specific purpose capital grants in this financial year.

Additional Disclosures The entire amount of $533,213 from grants for 2019-20 represents a grant from the Department of Education (201 8-1 9 $471,113).

Note 4 - Contributed services

The Board receives material contributed services free of charge from the Department of Education. These contributed services would have been purchased if they had not been contributed by the Department. The fair value of those seNices at cost is recognised as Contributed service revenues and expenses in the Statement of Comprehensive Income. Details of key management personnel

The following details for non-Ministerial key management personnel include Board members who had authority and responsibility for planning, directing and controll ing the activities of the Board and those positions accountable for the provision of administrative support services reasonably required for the Board to carry out their functions effectively and efficiently, as mentioned in section 120 of the Education (Accreditation of Non-State Schools) Act 2017.

Executive Director Responsible for ensuring that the support given to the Board is provided in an efficient, effective and economical manner.

The Executive Director has additional responsibilities within Policy, Performance and Planning in the Department of Education and consequently approximately fifty per cent of the remuneration expense is notionally attributable to the Board

KMP remuneration policies

Eligible members of the Board are paid in accordance with the Queensland Government's Remuneration procedures for part-time Chairs and members of Queensland Government bodies. Members of the Board who are public sector employees are ineligible to receive remuneration.

Remuneration policy for the Board's key management personnel is set by the Queensland Public Service Commission as provided for under the Public Service Act 2008.

The remuneration and employment conditions for the Executive Director are specified in Directive No. 10/17 issued by the Public Service Commission.

For the 2019-20 year, remune ration of key management personnel (i.e. the Executive Director) increased to the next package point in accordance with Directive No. 10/17.

The remuneration for the Executive Director is provided by the Department of Education at no cost to the Board Remuneration expenses for the Executive Director comprise the following components

Short term employee expenses which include:

► salaries and allowances earned and expensed for the entire year, or fo r that part of the year during which the employee occupied the specific position.

► performance payments recognised as an expense during the year.

► non-monetary benefits - consisting of provision of vehicle together with fringe benefits tax applicable to the benefit.

Long term employee expenses - mainly annual leave and long service leave entitlements earned and expensed for the entire year, or for that part of the year during which the employee occupied the specific position.

Post-employment expenses - mainly superannuation contributions.

Termination benefits - not provided for within individual contracts of employment. Contracts of employment provide only for notice periods or payment in lieu of notice on termination.

The following disclosures focus on the expenses incurred by the Board during the respective reporting periods that is attributable to key management positions. Therefore, the amounts disclosed reflect expenses recognised in the Statement of Comprehensive Income.

Performance pavments

No KMP remuneration packages provide for performance or bonus payments.

Note 7 - Related party transactions

The Board has no related party transactions during 2019-20 with people and entities related to key management personnel outside of their remuneration.

Note 8 - Contingencies

As at 30 June 2020, the Board was a party to two matters filed with the Queensland Civil and Administrative Tribunal. It is not possible to make a reliable estimate of the final amount payable, if any, in respect of the matter before the tribunal at this time.

Note 9 - Events occurring after balance date

There were no significant events occurring after balance date.

Note 10 - Other information

Insurance

The Board insures for public liability risks. Such insurance cover is currently held with the Queensland Government Insurance Fund

Note 11 - Economic support by the Department of Education

The Board is reliant on grant funding from the Department of Education to support its operations. The Department guarantees the payment of all debts of the Non-State Schools Accreditation Board as and when they fall due.

Report on the audit of the financial report Opinion I have audited the accompanying financial report of Non-State Schools Accreditialion Board. In my opinion, the financial report: a) gives a true and fair view of the entity's financial position as at 30 June 2020, and its financial performance and cash flows for the year then ended b) complies with the Financial Accountability Act 2009, the Financial and Performance Management Standard 2009 and Australian Accounting Standards - Reduced Disclosure requirements. The financial report comprises the statement of financial position as at 30 June 2020, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes to the financial statements including summaries of significant accounting policies and other explanatory information, and the management certificate. Basis for opinion I conducted my audit in accordance with the Auditor-General of Queensland Auditing Standards, which incorporate the Australian Auditing Standards. My responsibilities under those standards are further described in the Auditor's Responsibilities for the Audit of the Financial Report section of my report. Prescribed requirements scope The prescribed requirements for the establishment and keeping of accounts are contained in the Financial Accountability Act 2009, any other Act and the Financial and Performance Management Standard 2019. The applicable requirements include those for keeping financial records that correctly record and explain the entity's transactions and account balances to enable the preparation of a true and fair financial report.

This appendix lists all operating non-state schools and sites in Queensland at 30 June 2020, and gives the location of all sites, the Queensland centre code, the site type, the type of education, year levels, gender and mode of delivery for which the school is accredited at each site, whether the site is accredited for boarding, whether the site is a special assistance site, and the name of the school’s governing body. b. Even though a school is accredited for a particular attribute, the school may not be offering that attribute. This may be for a number of reasons, including: (i) being accredited but the relevant student-intake day has not yet happened, or (ii) being accredited but the school has made a decision not to offer part of or all of the attributes for a short period of time. c.
