Welcome to the 2016 School Sport Australia Championship

Established in 1981, School Sport Australia is the governing body for the development and promotion of school sport in Australia. Each year over 5500 students are provided with opportunities to represent their state/territory in 21 sports through the School Sport Australia pathway.

This interstate sporting competition provides opportunities for students to participate in this sport at the highest level. These School Sport Australia championships are part of the national sport program and not only provide sporting opportunities at the elite level, but also educational, cultural and social benefits for all competitors.

State and Territory school sport bodies have the responsibility for implementing and running the School Sport Australia Championships, and providing the maximum number of opportunities for students to participate in the broadest possible range of sporting activities.

International competitions are also features of the School Sport Australia calendar. In 2016 International competitions will be provided for our Australian Football, Hockey, , Cross Country, Softball and teams.

School Sport Australia extends to all competitors best wishes in their pursuit of selection for their state or territory team and wishes them an enjoyable and rewarding experience as they pursue their personal goals in this particular sporting endeavor.

Representing a State or Territory is an achievement of which you can feel very proud. We hope that all competitors, team officials, organisers and supporters associated with this event derive satisfaction and fulfillment from their involvement.

We extend our sincere thanks also to the host state and their officials for their contribution in ensuring the success of this week's event.

On behalf of School Sport ACT we extend a very warm and sincere welcome to all students, teachers, team officials and parents to the 2016 School Sport Australia 12 and Under Cricket Championships.

Congratulations to all Team members who have been given the honour and privilege to represent your State or Territory at these championships. Your selection reflects the dedication and commitment you have made to Cricket and the support you have received from your family, teachers and coaches. The coming week provides you with the opportunity to exhibit the excellence which is in each of you as a competitor and through the manner in which you conduct yourself away from the field.

Whilst we expect fierce competition, we also recognise that you will make new friendships an trust the each of you returns home having had a successful and enjoyable week here in the Nation’s Capital. Canberra has a great deal to offer our guests so please make the time to visit some of our many attractions.

It is with pride that SSACT hosts this prestigious event on behalf of SSA, but we could not have done so without the outstanding support of the personnel of Cricket ACT, Cricket Australia and our Championship Convener, Liam Lawless, who we pass on our sincere gratitude and thanks. We also acknowledge the work done by the organising committee, the coaches, managers and officials prior to and throughout this competition.

Welcome Message from School Sport Australia Cricket National Secretary It is my pleasure to welcome all the players, officials, parents and supporters to Canberra for the 2016 School Sport Australia 12 Years and Under Cricket Championships.

School Sport Australia highly values the educational, social and sporting benefits of these Championships that bring together extremely talented players from around Australia to compete at the highest level of competition available within the education framework.

Congratulations to all players on their selection and I am certain that the fine traditions of school sport, team spirit and cooperation will be maintained throughout the Championship. For some participants this may be their one and only state representative experience, while for others, it may be the stepping stone to greater opportunities in cricket and sport in the future.

An event such as this requires a huge amount of preparation and hard work. I would like to thank School Sport ACT, Cricket ACT and the cricket committee and in particular the School Sport Officer, Liz Yuen for the outstanding work they have carried out in organising this championship.

I would also like to acknowledge the tremendous support that Cricket Australia continues to give to this event, it is greatly appreciated. The programs and the financial grants they provide throughout all levels of primary and secondary school cricket have been significant factors in increased participation of school aged children in our great game. The considerable contribution made by Cricket Australia has been instrumental in meeting the costs of staging this prestigious event. I would also like to thank and acknowledge the tremendous support received from Kookaburra Cricket who supplies the cricket balls for the Championship.

I wish all the players the best of luck during these Championships and trust that the competition will be fair but challenging. I hope that the friendships you make this week are lasting ones and that your memories are pleasant and reflect the true meaning of sportsmanship.

Players’ Code of Conduct

Team Managements’ Code of Conduct

 Set a good example for your players  Encourage and create opportunities to develop individual skills  Teach a wide range of team skills  Ensure that the sport is appropriate for the age group and the skill development level of the players involved  Teach your players to be respectful towards officials and opponents  Give all students a chance to participate in training and games  Remove from the field of play any of your players whose conduct is not acceptable  Keep your own knowledge of coaching and the developments of the game up to date  Adhere to School Sport Australia’s policy of a smoke and alcohol free environment  No tour official of the opposite gender should enter the team change rooms until all team members have completed changing.

SCHOOL SPORT AUSTRALIA

BOYS & GIRLS 12 YRS & UNDER CRICKET CHAMPIONSHIP RULES

To be held annually during the first two weeks of the January school vacation

Note: These rules are to be read in conjunction with the School Sport Australia 12 years and under General Rules and should be reprinted in the Championship program.

1.0. Competition Rules. 1.1. Rules of the Game. Unless otherwise stated hereunder, “Cricket Australia Rules” shall be followed. Failing this, the decision of a conference of team officials shall be final.

1.2. Championship Duration The Championship shall extend over a minimum of six (6) days and a maximum of eight (8) days. A rest day and an Excursion Day should be programmed during the Championship usually following two consecutive days of cricket. The Excursion Day is to involve a half day Educational Excursion.

1.3. Match Conditions 1.3.1. Hours of Play The starting time of all matches, and the duration of the adjournments shall be determined by the host state before the commencement of the Championship and shall thereafter be unalterable without the approval of the host state.

At the pre-carnival meeting, the Host State/ Territory hand out hours of play and provide these to the umpires. Eg 1st Session 9:00 – 12:10 Lunch 12:10 – 12:50 2nd Session 12:50 – 4:00. Teams shall arrive at the ground where they are to play at least thirty (30) minutes prior to the time set for the commencement of play.

BOYS: All matches shall consist of two (2) sessions of play each of two fifty (50) overs duration, except as hereinafter provided. An adjournment of forty (40) minutes for lunch shall be taken.

Drinks may be taken after the 17th and 34th overs of each innings, provided the players have not left the field for any reason during the session, prior to the time set for the taking of drinks. Should a fall within five (5) minutes of the time set for taking drinks, the drinks shall be taken immediately.

In the event of cessation of play due to rain, bad light, etc, which extends to within thirty (30) minutes of a break the break can be taken immediately, at the discretion of the umpires.

GIRLS: All matches shall consist of two (2) sessions of play, each of thirty-five (35) overs duration, except as hereinafter provided. A lunch adjournment of up to forty (40) minutes between innings shall be taken.

Drinks shall be taken after twelve (12) and twenty four (24) overs of play in each session or unless varied at the Pre Championship Meeting, provided that players have not left the field for any reason during the session, prior to the time set. Should a wicket fall within five (5) minutes of the time set for taking drinks, the drinks shall be taken immediately.

In the event of cessation of play due to rain, bad light, etc, which extends to within thirty (30) minutes of a break the break can be taken immediately, at the discretion of the umpires.

1.3.2. Divided Overs BOYS: Each team, unless previously dismissed, shall have its innings compulsorily closed at the conclusion of the fiftieth (50) over. In the event of both teams concluding their innings, whether compulsorily or otherwise, before the time set for the close of play, the match shall continue under normal conditions until that time. It shall be permissible for the side batting second (2nd) to bat for up to two (2) hours beyond the time set for the close of play should this be necessary for it to receive its full quota of overs provided carnival organisation enables this to take place. This shall be determined by the Championship Convener prior to the commencement of the Championship. For calculation purposes, the proposed finishing time shall be set at seven (7) hours after the set starting time of all matches. If the side batting second is unable to receive its entitled number of overs within the specified period of extension, then the match shall be declared drawn.

The scorers shall notify the umpires by clear signal of the end of the forty-fifth (45th) over, and the umpires, in turn, shall notify the batsmen and the of the fielding side. If a bowler is unable, for any reason to complete an over, the remaining balls of that over shall be bowled immediately by any other bowler, provided that such part of an over shall be counted as an over for the purpose of Law 24 of "The Laws of Cricket.

GIRLS: Each team shall have its innings compulsorily closed at the conclusion of the thirty-fifth (35) over. In the event of both teams concluding their innings, whether compulsorily or otherwise, before the time set for the close of play (70 overs), the match shall continue under normal conditions until that time. It shall be permissible for the side batting second (2nd) to bat for up to two (2) hours beyond the time set for the close of play should this be necessary for it to receive its full quota of overs provided carnival organisation enables this to take place. This shall be determined by the Championship Convenor prior to the commencement of the Championship. For calculation purposes, the proposed finishing time shall be set at six (6) hours after the set starting time of all matches.

If the side batting second is unable to receive its entitled number of overs within the specified period of extension, then the match shall be declared drawn.

If a bowler is unable, for any reason to complete an over, the remaining balls of that over shall be bowled immediately by any other bowler, provided that such part of an over shall be counted as an over for the purpose of Law 24 of the "Laws of Cricket".

1.3.3. Late Starts

BOYS: In the event of a match not being able to start on time owing to weather or the state of the ground and it not being possible for each side to receive its full quota of fifty (50) overs, the number of overs to be bowled in the innings of each team will be reduced at the discretion of the Carnival Convener. If a match cannot commence within ninety (90) minutes of the set starting time the number of overs shall be reduced by the formula of a reduction of one over per team for every six (6) minutes of time lost. A match shall not commence unless it is possible for each side to receive at least thirty-five (35) overs in its innings. The host state shall determine the compulsory starting and finishing times of all matches and this shall be notified to all teams at the pre-Championship meeting.

If a team does not receive a minimum of thirty-five (35) overs (unless previously dismissed) within the allocated time, the round shall be abandoned and no points will be allocated to any team.

GIRLS: In the event of a match not being able to start on time owing to weather or the state of the ground and it not being possible for each side to receive its full quota of thirty-five (35) overs, the number of overs to be bowled in the innings of each team will be reduced at the discretion of the Championship Convenor. A match shall not commence unless it is possible for each side to receive at least fifteen (15) overs in its innings. Sessions of play for matches starting late will be determined by the Host State. Upon commencement of a match the number of overs remains unalterable.

1.3.4. Change of Innings. Should an innings close within twenty (20) minutes of the time set for an adjournment, that adjournment shall be taken immediately at the close of the innings, and the normal ten (10) minutes interval between innings shall not then be allowed.

1.3.5. Fielding Restrictions. No fieldsman shall be allowed to field within ten metres of the batsman on strike except those fielding within an arc from point to wicketkeeper in the off side of the wicket.

1.3.6. Restrictions.

BOYS: In all School Sport Australia Championship programs, a maximum innings allocation of eight (8) overs per bowler will be allowed for all bowlers except for one (1) or two (2) designated slow/spin bowlers who may bowl ten (10) or nine (9) overs respectively to complete the allocated fifty overs of the match.

These must be bowled in no more than four (4) overs duration for fast/medium bowlers. A break of at least the same number of overs from one end must occur between each bowling spell. Should a fast/medium bowler complete a spell of less than four (4) overs he should not be entitled to bowl again until the completion of an equivalent number of overs to that of their last spell from the end from which the last over of the spell was bowled.

GIRLS: A maximum innings allocation of seven (7) overs per bowler will be allowed. These must be bowled in no more than four (4) over spells for fast/medium bowlers. A break of at least the same number of overs from one end must occur between each bowling spell. Should a fast/ medium bowler complete a spell of less than four (4) overs she should not be entitled to bowl again until the completion of an equivalent number of overs to that of their last spell from the end from which the last over of the spell was bowled.

1.3.7. Batting Restrictions. GIRLS: A batter must retire on reaching a personal score of fifty (50) runs (or total they achieve if their last scoring shot takes them beyond this point). Retired batters may return after the fall of the remaining in the order of retirement.

1.3.8. No Ball. Any short pitched passing above shoulder height of a batsman when in his normal stance shall be called a NO BALL regardless of whether the batsman attempts a shot.

A full pitched delivery from a bowler which passes above waist height of a batsman when in his normal stance shall be called a NO BALL regardless of whether the batsman attempts the shot, not withstanding that any ball delivered above shoulder height on the full shall be call a NO BALL.

1.4. Team Size Teams shall be limited to a maximum of 13 players.

Before the commencement of play in all matches teams will nominate 11 players to bat and 11 players to bowl. The names of the players not to bat and not to bowl will be noted on team sheets and in the scorebook.

Girls: The interchange of the 12th and 13th players shall be allowed as fieldsman at any time up until the thirtieth (30) over provided this does not cause any interruption to the flow of play (this does not refer to injury where a replacement can occur at any time.)

Boys: The interchange of the 12th and 13th players shall be allowed as fieldsman at any time up until the forty-fifth (45) over provided this does not cause any interruption to the flow of play (this does not refer to injury where a replacement can occur at any time.)

2.0. Competition Structure

2.1. Draw. Girls: The host state shall prepare the draw based on the previous year’s results which shall thereafter remain unaltered, except in the event of a team competing as an unofficial team or a non-competitive team, the home state shall be empowered to rearrange the draw so

that the competitive or official game or games be played on the better of the available facilities. The Championship shall be played on a Round Robin basis, regardless of the number of teams participating, with no finals to be played. For 3 or 4 teams participating, teams will play two round robins and for 5 or more teams, one round robin will be played. For a 5 or 7 team competition an invitational team made up of representatives from all competing states will be asked to fill the bye. If this is not possible the host state will be asked to do so.

Boys: If there are six (6) or less teams participating, the Championship will be played on a round robin basis with no finals being played.

For four (4) teams participating, teams will play two rounds and for five (5) or six (6) teams, one round only will be played.

For seven (7) or eight (8) teams, the Championship shall be conducted in two Pools (A and B). Each team will play the others in the pool once. At the conclusion of these preliminary rounds, the teams will again be divided into two Pools based on points.

The two teams with the highest number of points in each pool will form Pool C and the other teams in each pool will form Pool D.

Each team will play the two teams in their Pool that they have not previously played to complete the Championship.

The winner shall be the team(s) in Pool C with the highest number points.

2.2. Invitation/Composite Teams It is strongly recommended as the preferred option, whenever a bye is to be filled by a host state, that all participating states be invited to provide players for an invitation team.

In the event of an Invitation School Sport Australia team participating in the Championship, it is to be given equal status with all other state/territory teams and is eligible to win any awards given.

2.3. Points Allocation.

First innings lead 6 points

First innings loss 1 point

First innings tie 3 points

Drawn match (i.e. no first innings results) 3 points

Bye 0 points

In the event of a forfeit, the team making the forfeit receives zero (0) points and the team receiving the forfeit is given the maximum number of points gained by any other team in that round.

Results of all matches shall be handed to the Championship Organiser or such other person designated at the Pre Event Meeting, on the official form provided, not later than thirty (30) minutes after the close of play.

Protests must be lodged with the Championship Organiser within 1 hour of the completion of the match and shall be dealt with by a Judiciary chaired by the Championship Convener, Host state school sport officer and the Cricket National Secretary or their delegate. The persons on the Judiciary are to be nominated at the Pre Event meeting.

Where there are four (4) or more teams participating, in the event of two (2) or more teams completing their matches with the same points, joint winners shall be declared.

In a four (4) or more team Championship, a minimum of three (3) complete rounds must be completed before a winning team(s) can be declared.

2.4. Combined Points Trophy A trophy will awarded for the state or territory who has the greatest combined points from their boys and girls teams.

3.0. Facilities & Equipment. 3.1. Wickets All matches are to be played on turf. Concrete wickets with a suitable synthetic covering are to be used if turf wickets are unavailable due to weather or other unforeseen circumstances. All arrangements for the use of these alternate wickets should be made prior to the commencement of the carnival.

When games are played on synthetic covered wickets, any ball pitching off or on the edge of the wicket will be declared a no ball.

BOYS: Boundaries are to be set at a maximum of fifty five (55) metres – to be measured from the centre of the pitch

GIRLS: Boundaries are to be set at a maximum of forty five (45) metres – to be measured from the centre of the pitch

3.2. Apparel Each team shall supply and use its own gear. The use of batting helmets will follow the “Recommendations for Use of Helmets” as set out in the current Cricket Australia’s U/17s Playing Conditions.

All matches shall be played in cricket boots or white sandshoes, white shorts or trousers, and predominantly white shirts or "T" shirts. Headwear may be a white hat, a helmet or cap of the team. A jumper, if worn, shall be white except for team markings.

All participating teams shall have shirts numbered – 1-12/13

3.3. The Ball BOYS: Two piece or four piece 142gm leather balls as approved by the host state's senior cricket body shall be used in all matches. A team is entitled to a new ball for a second innings if they so choose.

GIRLS: Two piece 142gm leather balls as approved by the host state's senior cricket body shall be used in all matches.

3.4. Scoring. Each team shall provide a competent scorer. Both score books shall be checked by a Manager from each team involved in the match at every break, and shall be signed by the umpires at the conclusion of the match.

The host state shall ensure that there is, at each match, a board displaying the numerals clearly visible to players on the field, the runs scored, wickets lost, and overs completed in the innings in progress.

The official umpires shall keep the times of play. These shall be checked with the official scorer.

3.5. Drinks. Drinks shall be provided by the host state during all matches as required under Rule 1.3.1.

3.6. Lunches. The host state shall be responsible for the provision of lunches for all players and officials on all playing days

4.0. Match Officials

4.1. Team Officials. Team Officials may only encroach onto the field in the event of injury to a player or if called upon to do so by an umpire or Championship official.

No team official, umpire or spectator shall coach a team whether by voice, signal, or any other method while the game is in progress. Team officials only permitted to speak to fielding side or batsmen during scheduled breaks. (Scheduled breaks i.e. adjournments (lunch, tea), change innings, drink breaks, cessation in play due to weather and/or injury.)

4.2. Umpires. Where practicable, all available umpires, who are officiating in the Championship fixtures, should attend a rules briefing prior to the Opening Ceremony.

5.0. Age Dispensation

5.1. A generic age dispensation of up to 6 months for 50% of team members has been granted to the ACT for all 12 yrs and under team sports for 2014-2016 [excluding AFL and Rugby League],

5.2. A generic age dispensation of up to 12 months for 50% of team members has been granted to the NT for all team sports for 2011-2013 [excluding AFL and Rugby League.

SCHOOL SPORT AUSTRALIA 12 YEARS BOYS & GIRLS CRICKET CHAMPIONSHIPS HISTORY

Boys: THE CHALLENGE CUP. One of the best wicketkeepers produced by Queensland and never to represent his country was Lew Cooper. Lew’s whole life revolved around the sport of Cricket. Besides being Queensland’s Sheffield Shield captain, Lew held many administrative positions in that State. Three of the more significant were: President- Queensland State Primary Schools Cricket Association, Secretary-Queensland Cricket Association and Secretary Queensland Cricket Club. When the Australia Day trophy for interstate primary cricket was accidently damaged beyond repair in the early 70’s, Lew donated a replacement trophy which came to be known as the Challenge Cup. This is the prized trophy that interstate primary schools cricket teams aim to bring home to their states. A school teacher for many years in his younger days, Lew was one of the best coaches of a junior sporting team in Queensland in the past thirty-five years. A career highlight was when he coached a Queensland rugby league team that did not have a single point scored against them in a seven match tour of New South Wales.

Girls: THE GRAHAME BARRETT SHIELD. This event commenced in January, 2000 with three States competing, NSW, Victoria and South Australia. The event was initially held at Manly NSW and the host State entered a second team to complete the draw. It was at this Exchange that the decision was taken to name the event after the NSWPSSA Cricket Convener, Grahame Barrett, who had worked continuously to establish Girls Cricket, both in NSW and nationally. The following year NSW again hosted the event at Cobram/Barooga with the same teams participating however, in January 2002 the Australian Capital Territory entered for the first time and the Girls Exchange officially became a recognized School Sport Australia event. These four teams have competed since, with Queensland entered the Exchange for the first time in 2004.
