To receive a Feedback Report from Cllr Vivienne Rust following the joint planning issues meeting held at Stanton St John on 3rd February 2015. Cllrs Rust and Purse attended the meeting with representatives from Stanton St John, Forest Hill and Horton cum Studley. Wick Farm is part of the Oxford growth plan and any changes at Bayswater Road and Wick Farm would impact on Beckley. There could be a Green Belt review at some point. Neighbourhood and village/parish plans were discussed and could be a useful tool for planning development areas. A neighbourhood plan could be done by all four villages and share the costs. Elsfield and Waterperry villages have developed their parish plans and the PC would look to develop a parish plan in the future. Safety of the B4027 was discussed, but it is not considered a high risk road due to a low injury accidents record. Cllr Rust had useful information she had found on the OCC website about future planning and agreed to let Clare Massey, Clerk have the links. To consider storage of filing cabinets and contents from the PC room at the Village Hall: PC agreed they would probably file the historical papers and asked the Clerk to find out the process for archiving old records with the County Records Office. ACTION: Clerk 12. To consider an email from Cllr Marsh dated 5th February 2015 to include playground and field report, litter picking, moles, newsletter, meeting dates and apologies: The date of the February meeting moved back from 5th in anticipation of new build tenders being returned at the end of January, and set for 10th February to meet available councillors diaries. The bonfire remains have been cleared. New bins for the hall will be needed when the hall is built. The preferred date for a Litter Pick was Saturday 14th March at 10.00 am and this could be advertised in the newsletter. Moles – to be added to the agenda for March. ACTION: Clerk to contact SSJ Clerk for details of their mole catcher. 13. To consider a Training Course for the Clerk: Excel course £140 at City of Oxford College (OCVC) over two days – PC agreed to fund the Clerk’s course. ACTION: Clerk 14. Skyline Promotions: Firework Display booked for Saturday 7th November 2015 at 7.00 pm. To consider possible cancellation of the event due to building works at the hall. Cancellations accepted up to 1st September 2015 with no penalties – PC agreed to review the situation later in the year. 15. To receive an update on goal posts from Cllr Scott: The PC has £500 left to spend from the Community Grant from Cllr Anne Purse. Cllr Scott has spoken to the Oxfordshire Football Association and will make an application for match funding up to 50% of £1500 for new goal posts. ACTION: Cllr Scott 16. To receive a Village Hall, Grants and Balance Funding Update from Cllr David Scott: The kitchen planning meeting will be held on Thursday 19th February 2015 at 7.00 pm at BVH – all welcome to attend. New build tender response deadline has been extended to 13th February following bidder requests, it is hoped to have 6 responses. Architect and Project Manager will work with the lowest bidder, and perhaps one other, to value-engineer the building to minimise cost before reporting to the PC and Advisory Group in March. A 3rd party funder is needed to cover the 10% of the Viridor Credits grant for which Viridor Credits does not receive tax credits, Cllr Scott has written to BVHMC Chairman requesting support for this from BVHMC. 17. To receive a Report from District and County Councillor Anne Purse: Cllr Purse was very sad to see the state of the SODC building following the fire. Officers are working out of Milton Park and committee meetings will be held at Howberry Park. SODC did well to get up and running and only lost two days of work that had not been entered onto their systems.

PC agreed to look at this in October after the half-year figures. Beckley issues – the verges of the roads are being eroded and the granite sets in the High Street are being damaged and breaking out. PC agreed that where planning permission is granted for works, the householder should confirm contractors’ intentions to respect the verges. Waterperry PC and Stanton St John PC paid for posts but OCC had to approve the specification, Clerk to ask both PCs for the costs and specification. Cllr Kirsten Johnson may know of grants for repairing granite sets. Posts, no money available from OCC but we could put our own in. Clerk to contact Kirsten with the details. Kirsten could be provided with a wish list for Beckley to ask Keith Stenning if there is any money left at the end of the year for improvements. Action: Clerk 4.     Encouraging strong and healthy communities with GO Active Gold Both South Oxfordshire and Vale of White Horse District Councils prioritise support for communities in their corporate plans, helping people to be healthy and active and making sure local residents can explore sport and activity opportunities available to them. With a higher than average ageing population in both districts, it’s clear that there needs to be a strong focus on the elderly in our communities, encouraging them to stay healthy and active for longer. With Sport England funding, the Leisure Team is now delivering the GO Active Gold programme. GO Active Gold Activators work in partnership with local communities to set up a range of sports and physical activities in village venues e.g. halls, pavilions, multi-use games areas. We will deliver GO Active Gold in 70 targeted parishes across both districts. The parishes chosen have a population size of approximately 500 – 3,000 residents and have at least 100 residents aged 60 and over. Why it is important to support and encourage older people in your community to stay active? Because we want older people to experience a better quality of life with improved health and an increased chance of remaining independent for longer, in a supportive and caring community environment: Many adults aged 65 and over spend, on average, 10 hours or more each day sitting or lying down, making them the most sedentary age group. Inactivity causes higher rates of falls, obesity, heart disease and early death compared with the general population. Older people are especially vulnerable to loneliness and social isolation – and it can have a serious effect on their mental and physical health.
