November 1, 2013 Broken Ground—

Construction to Begin on Kaslo’s Emergency Services Building

KASLO, BC—In a ground-breaking ceremony this morning, the RDCK, the Village of Kaslo and the Kaslo Fire Department celebrated the start of construction on the new Kaslo Emergency Services Building.

"After a decade of discussion I am really glad we have broken ground on the new fire hall,” said Andy Shadrack, RDCK Director for Electoral Area D.

That sentiment is shared by Kaslo Mayor Greg Lay who said: “Let’s ‘git-r-done!”

The Regional District of Central Kootenay awarded the contract for phase one of the project to ENCAN Construction of . ENCAN's construction foreman, Greg Stone of Rossland, has contracted two local heavy equipment contractors for excavation work and has hired three local area carpenters. Mr. Stone said that ENCAN will make every effort to hire local workers. He also intends on purchasing much of the required building supplies locally.

The emergency services building will be constructed in two phases. Phase one, which is forecast to be complete in March 2014, will take the building to 'lock up’ (framing, flooring, walls, roofing, piping, electrical service, and doors).

The remainder of the project (phase two) will include the installation of Gyprock, electrical, mechanical, plumbing, heating, finishing, air supply, furnishings, etc., with each element being bid out separately and the works being managed by a project superintendent hired by the RDCK.

The RDCK is excited about this project and will keep the public posted on its progress.

Thank you for your phone call of October 10, 2013, regarding the new Union of BC Municipalities (UBCM) resolution and committee on packaging and printed paper (PPP) product stewardship. I appreciate the work that UBCM and its staff have done to assist local governments with the transition to industry responsibility for PPP product stewardship. I am writing to respond to UBCM's resolution (SR1), provide our support for the new committee and to let you know about some upcoming regional workshops for local governments.

As you know, under the Recycling Regulation (the Regulation) producers are responsible for collecting and recycling the products that they make and sell. On May 19, 2011, the PPP product category was added to the Regulation, providing producers with three years to consult with stakeholders, develop a plan and implement a stewardship program. Multi-Material BC (MMBC) has an approved product stewardship plan and is in the final stages of preparing to launch its program on May 19, 2014. MMBC represents a broad range of producers including businesses in the retail, grocery and food service sectors.

MMBC's product stewardship plan outlines how it will comply with the Regulation and meet the required performance standards. MMBC's plan commits to increasing the provincial recycling rate for PPP from approximately 52 percent to over 75 percent. To achieve this new recycling rate, MMBC has also committed to expand PPP collection services province wide through enhanced curbside blue box and depot options. MMBC has chosen to provide local governments with first right of refusal to receive financial incentives to deliver these enhanced collection services. Should local governments refuse the incentives, then MMBC will develop its own PPP collection system. MMBC's plan can be found on the Ministry of Environment (MoE) Product Stewardship website at http://www.env.gov.bc.ca/epd/recycling/pack/index.htm. More information on MMBC, including information for local governments who choose to receive the incentives and be service providers, can be found on the MMBC website at http://multimaterialbc.ca/.

With respect to the request in the resolution that the provincial government and MMBC provide local governments an additional 90 days to consider MMBC's incentive offer, the incentive offer and deadline are not set by the Province and, therefore, local governments need to negotiate this extension directly with MMBC. That said, ministry officials have discussed this with MMBC and it’s my understanding that, at the request of local governments for more flexibility, MMBC has provided local governments with four options to consider:

1. Local governments can choose to accept MMBC's offer.

2. Local governments can choose to decline the offer. MMBC will be responsible to meet the performance requirements set out in the PPP stewardship plan.

3. Local governments currently providing PPP curbside collection services may decline the offer and notify MMBC and MoE that they wish to continue to provide the PPP curbside collection service at their own cost.

4. Local governments that do not accept the incentives and do not execute an agreement with MMBC by November 30, 2013, should notify MMBC that they need more time to consider MMBC’s offer. Local governments are also asked to notify MoE and confirm continuity of service to the public until such time as the local government and MMBC execute an agreement. Should the local government subsequently decline to execute an agreement and indicate that MMBC should provide the service, the local government will agree to provide continuity of service to the public until MMBC can provide the service.

With respect to the request in the resolution for the Province to review and revise MMBC's stewardship plan to address performance measures, I respectfully note the extent to which MoE has facilitated the incorporation of greater performance measures into the existing plan prior to approval. I note your concerns regarding service levels and resident awareness, and encourage you to review the performance measures committed to within MMBC’s approved stewardship plan. It is MoE’s expectation that service to residents is maintained and, in some instances, improved given the expansion of materials to the blue box as well as additional service to geographical regions of BC. Appendix C of MMBC’s plan itemizes commitments in accordance with provincial regulatory requirements. In addition, MoE is constantly monitoring plan performance and would appreciate any details including rationale, that local governments can provide on plan/program performance or areas needing improvement.

We all have a vested interest to ensure that all stewardship programs operate effectively and efficiently. As such, ensuring compliance with provincial regulatory requirements is one of MoE’s principal objectives. MoE holds producers to the commitments outlined in their approved stewardship plans and works within its regulatory scope to ensure Extended Producer Responsibility programs in BC are meeting environmental and service level objectives.

In this light and to follow up on questions raised at the 2013 UBCM Convention, MoE staff will be holding regional workshops in early November 2013 with local government staff to continue

our work to engage and assist local governments in the transition to producer responsibility for PPP collection and recycling. Ministry staff are working with UBCM and local government staff across the province in arranging seven regional workshops across BC. Hello All, Conservation Officer Jason Hawkes and I are hosting another West Kootenay Human-Bear Conflict Working Group meeting on Thursday November 28, 2013 from 1:00 to 4:30 in the Sandon Room on the 4th floor at 333 Victoria St., Nelson (pink government building). Our first 3 meetings were great introductions to the variety of human-bear conflict issues that all communities and regional districts in the West Kootenay are trying to deal with and we've had some productive discussions about creative solutions and ways to move forward on the various issues. At the upcoming meeting, we'd like to discuss and get input on a number of topics. How much of the following list we are able to get through will depend on the amount of group discussion on each topic:

- Jason Hawkes will give a short summary of the 2013 bear season in the West Kootenay, which was a relatively quiet one. Although we've made good progress on addressing bear management issues, the lack of bear problems this year likely had more to do with the wonderful crops of natural berries! - A short presentation by Gillian Sanders and Joanne Siderius on the ongoing Kootenay Region electric fencing of bear attractants project. - Regional district wildlife attractant by-laws - How to make more progress; the need for consistency among municipalities and regional districts; the advantages of wildlife attractant by-laws - Better access to bear-resistant trash cans for residences - For example, bulk ordering of bear-resistant bins to reduce cost and so they are available regionally; 50% cost-share programs, etc. - Community composting - Regional district interest; pros and cons as a bear attractant; ways to reduce the attractiveness of community compost, including collection - For those interested, continued discussion on group presentations to municipalities, regional districts, Association of Kootenay Boundary Local Governments, Local Government Managers Association, perhaps the Union of B.C. Municipalities on creative ways to reduce conflicts with bears and some of the information available.

There is a great deal of expertise in our group on potential solutions to human-bear conflict issues, however there needs to be collaboration with Community and Regional District staff, local and regional enforcement officers, and BC 1 13 Government staff to find creative ways to try and implement those solutions. Individuals and communities need to work together if we are going to reduce human-bear conflicts, which is important for minimizing property damage, ensuring human safety, and reducing bear deaths. You may or may not be aware that a group of people in Balfour are creating a community gift garden for the purpose of cultivating healthy fruit and vegetables for the Balfour community and Food Banks in both Nelson and Kaslo. We have received some financial support from RDCK and CBT as well as donated time and machine time from local businesses.

The key to the Garden is developing a good soil base for the garden.

We are now requesting the use of some of your wood chips piled close to the Hockey Rink. YRB has agreed to load and deliver it for us if we have approval from your office.

November has been proclaimed as Adoption Awareness Month in British Columbia. During Adoption Awareness Month, the Ministry of Children and Family Development seeks to increase people's awareness about the adoption of children in foster care. It is an opportunity to encourage those looking to build their family to consider adoption. Single people, married couples and non‐traditional families, from diverse backgrounds and life experiences, can all become adoptive parents to a child needing a loving home. Potential adoptive parents are ordinary people, living in neighbourhoods across our province, including in your community.

Currently, over 1,000 children and youth in government care are waiting for a permanent family. Some are part of a sibling group, some have special needs, and some are teens. Each and every one of them deserves a family to belong to, a place to grow up, assistance and advice with the challenges of adulthood, and somewhere to come back to for support.

Adoption Awareness Month provides an opportunity to celebrate the many families created through adoption in the province and to highlight the difference that a loving, stable family can make in the life of a vulnerable child or youth.

The Ministry of Children and Family Development (MCFD) has created an information kit, including printable posters, fact sheets, and the Provincial Proclamation to help raise awareness of adoption in your community. To access this information and to find out more about adoption and the celebrations throughout the province, I encourage you to visit the MCFD Web site regularly throughout November at: http://www.mcf.gov.bc.ca/adoption/index.htm.
