Politique, culture, société, n° 16, janvier-avril 2012, www.histoire-politique.fr Aristide Briand: defending the Republic through economic appeasement Robert Boyce Aristide Briand occupied a major place in the politics of the Third Republic. For nearly twenty years he was a prominent political activist and journalist. Then, upon entering parliament he was eleven times président du Conseil and a minister on no less than twenty-five occasions, participating in government almost continuously from 1906 to 1917, in 1921-1922 and again from 1925 to 1932. Never during his thirty- year parliamentary career, however, did he take responsibility for a ministry of commerce, industry or finance or participate in debates on fiscal policy or budget reform. It might be said, indeed, that of all the leading politicians of the Third Republic he was one of the least interested in economic issues. Since he repeatedly altered his political posture before and after entering parliament, his approach to economics is difficult to define. Nevertheless it is possible to identify certain underlying beliefs that informed his political behaviour and shaped his economic views. In order to analyse these beliefs, their evolution and their instrumentalisation, the present paper will treat his public life in three stages: the long period before entering parliament, the period from 1902 to the war when he established his reputation as a progressive political leader, and the period from 1914 to 1932 when he became France's leading statesman. As will be seen, changing circumstances led him repeatedly to alter his posture towards economic choices, but in the second stage he became associated with potentially important domestic social and economic reforms, and in the third stage with potentially important international economic reforms. -

HACKETT Preface 3 A short, personal (and neglected) biography of Jean Monnet Jean Monnet, the French ‘ father of Europe,’ had two English aides, The Europe father of François Duchêne and Richard Mayne, both bilingual in French and both working for him about six years but at different times in the 1950s and 1960s. Each eventually aspired to write a biography of Monnet and each succeeded but in different ways. I knew both quite well. Following is the slightly edited and partial text written by Mayne Cataloging Information from 1966 to 1975. When he started writing, Richard had just left Monnet’s employ where he had worked, from 1956 to 1958 and Hackett, Clifford P. from 1962 to 1966. Signature:………………………………………………………………………………… 2 Abstract This thesis is an exploration of the tensions within French Communist identity as leaders and militants attempted to make sense of their role as Communists and revolutionaries operating within a non-Communist society. Focussing upon the Communist-led railway workers’ trade union federation, the thesis argues both against monolithic interpretations of Communist activity during the interwar years and conceptualizations of Communism as a ‘counter-society’. Rather, it emphasizes the complex process through which Communists developed their influence and leadership credentials amongst the railway workforce. Communists on the railways had, by the end of the 1920s, moved from an anti-system position to one marked by participation in railway industrial politics, albeit clothed in the language of class conflict. This was a consequence of the pursuit of a strategy which aimed to contest the legitimacy of both employers and trade union rivals to speak on behalf of the rank-and-file. -

It is indeed Liebersohn’s (2011: 123) thesis that these three anthropologists of gift- making practices all shared a deep intellectual link with the German-speaking world and were all “indebted to the same Imperial German learning,” although all three were outsiders in German academic circles: “if Malinowski was a Polish Catholic who passed through the German university on his way to England, Boas was a Jew [from Westphalia] who migrated to the United States, while Thurnwald, the only one of the three to make his career in Germany, was by birth an Austrian Catholic who converted to Protestantism and migrated to Berlin.” 30.
