Foreign Policy 81 INTRODUCTION The conclusion of the Belavezha Accords on December 8, 1991 by the presidents of Russia, Ukraine, and Belarus – Boris Yeltsin, Leonid Kravchuk, and Stanislav Shushkevich, respectively – sanctioned the collapse of the USSR1� The so-called post-Soviet area was also thereby created� After the collapse of the USSR and the transformation of its geopolitical environment, the authorities of the Russian Federation had to redefine Russia’s identity and role, and its vision with regard to international relations� The political activity of states is subject to constant transformations due to the dynamic changes that take place in the international environment� In this respect, attention should be paid to qualitative elements in the research, which are dif- ficult to define, but helpful for grasping the driving forces behind the country’s international strategy, the way that the country defines its own international position, and its stated roles in international relations (Bryc, 2012, p� 23)� The aim of this study is to analyse the role that geopolitical concepts have played in constructing the identity of the Russian Federation and influencing its foreign policy� Alongside the process of self-identification, states formulate and implement their international objectives, which reflect their shaped identity as, for example, a superpower, a partner, a client, a satellite, etc�, and these in turn shape mutual interactions: hegemony, protection, integration, cooperation, rivalry, competition, and isolation (Bieleń, 2006, p� 30)� International identity is primarily determined by a variety of factors: geographical, demographic, histori- cal, political, military, economic, ideological, cultural, and psychological� After the collapse of the USSR, there was a return to tradition in Russia, not only in the sphere of political, social and philosophical ideas and ideologies, but also in the sphere of culture and religion� In the public debates of politicians and academics, the question often arises of the imperatives guiding of Russia’s imperial identity� The factors determining Russian imperialism can be found in geopolitics, geography and historical heritage, which was shaped by civiliza- 1 The post-Soviet region currently consists of independent states such as: Ukraine, Belarus, Moldova, Georgia, Azerbaijan, Kyrgyzstan, Turkmenistan, Uzbekistan, Tajikistan), and Eastern Europe (Ukraine, Belarus, and Moldova)� 82 ATHENAEUM vol. 64(4)/2019 Polish Political Science Studies tional and cultural expansion� Imperial actions can be defined as those aimed at extending the political, military, cultural and economic influence of states with a superpower status, or with aspirations to being such, to areas that do not belong to them� The Russian Federation is experiencing a mythologization of the idea of “imperium”, which harks back to the times of Tsarist Russia and the USSR� This notion of empire is viewed positively, and many Russians feel they are the heirs of a great imperial tradition� Nostalgia for the empire has led to the emergence of a popular view in political and scientific circles in Russia, namely that the imperial path is the only way for modern Russia to develop� THE IMPACT OF GEOPOLITICAL CONCEPTS ON THE INTERNATIONAL IDENTITY OF THE RUSSIAN FEDERATION After the collapse of the USSR in the last decade of the 20th century, the study of geopolitics re-emerged as an important and influential field of study in the Russian Federation� Geopolitics was used in attempts to explain the reasons for the loss of Russia’s international position� For Russian political decision-makers it also became an inspiration and a basis for research carried out for the purpose of understanding the world and creating current and future international politics (Bassin & Aksenow, 2006, pp� 99–100)� In Russian scholarship there are three approaches to geopolitics: classical, recent, and the latest (contemporary)� The first concerns classical geopolitical theories, the second focuses on economic issues – geoeconomics, while the third is moving away from geopolitical and eco- nomic determinants in favour of “geosophy”, which analyses multidimensional space and takes into account cultural diversity in the world� This approach is also called: “the geopolitics of civilisation”, “geoculture”, “geophilosophy”, “geopsychol- ogy”, and “the computerisation of geopolitics”� In its most up-to-date conception, Russian geopolitics is an interdisciplinary science that draws on the achieve- ments of economics, geography, international relations, history, political science, national security, and psychology� It also employs the most modern technology and communication� Furthermore, this approach emphasises that power consists not only in material resources, but also in culture, language and religion� In order to undermine the power of a state, it is not essential to inflict material damage� The main target of the attack may be the culture and language of a given country� Hence the actions of the authorities of the Russian Federation, which challenge Western culture and civilisation, and proclaim the inevitable collapse Michał Romańczuk : Geopolitical Determinants in the Foreign Policy 83 of the United States of America with its liberal ideals, at the same time exalt and promote its Orthodox civilisation and the multipolar world order, which will consist of different centres, with different ideals and cultures� Due to its geographical location, Russian civilization, with its culture, philosophy, religion and traditions, will have a strong influence on the Eurasian territory, and thus contribute to the growing importance of the Russian Federation in the world in the coming decades (Legucka, 2013, p� 53)� The Russian people do not perceive the state in the same way that the peoples of Western Europe do� In Russia, there is a sense of loyalty to the state and its personification as Mother Russia, as well as loyalty to the authorities and the army, which are the most important components of the state� One can also draw attention to the origin of the term ‘state’ from the terms ‘gosudar’, ‘gospodar’, and ‘gospad’, which mean, respectively, ‘master’, ‘the head of the family’, and ‘man- ager’ (Eberhardt, 2006, p� 459)� The sense of uniqueness which characterizes the perception of the Russian state among citizens and political elites is bound up with Orthodox messianism, imperialism, the “Russian spirit” and attachment to religion� This is related to the history and geographical location of the Russian Federation, which refers to the previously mentioned “geosophy”� The policy of the Russian There is only one truth, but there are many pa- triotisms. Within this coordinate system, we should rather talk about the patriotism of the truth: as the universal bears greater value than individual, so, first, one should be a patriot of the truth, and only thereafter a patriot of a group (the group is not necessarily a people, a nation, or a state). The patriotism of the truth is the true patriotism, as it comprises in itself or replaces itself (or subordinates under itself) the patriotism of a group as it is com- monly understood. Thus, we can read and interpret the famous words of Peter Chaadaev that the love of the truth is much more beautiful than the love of the Fatherland.

It follows two cases of collective mobilization around martyr figures – the cult of the Russian soldier Evgenii Rodionov beheaded in Chechen captivity in 1996, and two Greek Cypriot protesters, Anastasios Isaak and Solomos Solomou, killed as a result of clashes between Greek and Turkish Cypriot protesters during a 1996 anti- occupation rally. Two decades after the tragic incidents, memorial events organized for Rodionov and Isaak and Solomou continue to attract thousands of people and only seem to grow in scale, turning their cults into a platform for the production and dissemination of competing visions of morality and social order. This dissertation shows how martyr figures are mobilized in Russia and Cyprus to articulate a conservative moral project built around nationalism, militarized patriotism, and Orthodox spirituality.

    1 The Empire Strikes Out: Imperial Russia, “National” Identity, and Theories of Empire1 Ronald Grigor Suny The University of Chicago Chapter for A State of Nations: Empire and Nation-Making in the Soviet Union, 1917- 1953, first delivered as a paper for the University of Chicago Conference, Empire and Nations: The Soviet Union and the Non-Russian Peoples October 24-26, 1997 At a time when Russian politicians have re-employed the term derzhava (Great Power) to provide a vision of a future Russia, Western writers have resurrected the metaphor of “empire” to describe the former Soviet Union, and even post-Soviet Russia.2 Earlier “empire” either referred to the external relationship between the USSR and its East European dependencies or, if used for the internal relations between Moscow and the non-Russian peoples, it usually had a highly partisan valence and signaled to the reader a conservative, anti-Soviet interpretation of nationality policy.3 Consistent with Ronald Reagan’s sense of the USSR as the “Evil Empire,” empire applied to states that were considered internally repressive and externally expansionist. But in the late 1980s, with the rise of nationalist and separatist movements within the Soviet Union, the term was used more widely as a seemingly transparent empirical description of a particular form of multinational state.4 As Mark R. Beissinger noted, “What once was routinely referred to as a state suddenly came to be universally condemned as an empire.”5 Though free of any theorization at first, the concept of a “Soviet Empire” implied immediately a state that had lost its legitimacy and was destined to collapse.

The Kremlin’s position appeared somehow hesitant, fostering the resentment of Russian nationalist circles that were hoping for a second annexation. In this article, I explore the term Novorossiya as a live mythmaking process orchestrated by different Russian nationalist circles to justify the Donbas insurgency. The powerful pull of Novorossiya rests on its dual meaning in announcing the birth of a New Russia geographically and metaphorically.

    Holy Russia and the Soviet Fatherland WILLIAM VAN DEN BERCKEN The Russian Orthodox Church and the Soviet state are both preparing for the commemoration of the "Baptism of Rus' ", but they do so in different ways. The church, in her very limited publications, emphasises the great importance of this occasion for the Russian people, while the Soviet authorities use their extensive propaganda apparatus to do all they can to minimise this. An important methodological difference in their approach is that the church avoids any confrontation, and certainly expresses no criticism of the Soviet point of view, while the Soviet authors subject the church's view to a frontal attack, accusing her of using the jubilee for "propaganda". The large number and polemical character of the Soviet publications indicates that the political authorities consider the celebration of a thousand years of Christianity in Russia to be of great importance in the struggle for Russian national consciousness. By re-interpreting and annexing the past, the Soviet government wishes to represent itself as the legitimate heir of Russian history. The Russian Orthodox Church, in her turn, by accentuating her solidarity throughout the centuries with the weal and woe of the Russian nation, wishes to justify her present patriotic stance towards the ruling powers. In this . article I shall examine the publications of the Russian Orthodox Church on the millennium of Christianity in Russia. * The publications of the Russian Church on the subject are limited to a few articles in the Journal of the Moscow Patriarch ate (JMP), the only regularly-published journal of the Russian Orthodox Church; 1 a long article by Archbishop Pitirim (the jou~nal's editor-in-chief), which appeared elsewhere; 2'and a two-page introduction in the church I The Journal oJ the Moscow Patriarchate appears monthly in Russian and English.
