    60 ZuZana Poláčková; Pieter van Duin Montenegro Old and New: History, Politics, Culture, and the People The authors are focusing on how Montenegro today is coming to terms with the task of becoming a modern European nation, which implies recognition not only of democracy, the rule of law, and so forth, but also of a degree of ‘multiculturalism’, that is recognition of the existence of cultural, ethnic, linguistic and religious minorities in a society that is dominated by a Slavic Orthodox majority. In his context they are analyzing the history of the struggle of the Montenegrin people against a host of foreign invaders – after they had ceased to be invaders themselves – and especially their apparently consistent refusal to accept Ottoman sovereignty over their homeland seemed to make them the most remarkable freedom fighters imaginable and led to the creation of a special Montenegrin image in Europe. This im- age of heroic stubbornness and unique martial bravery was even consciously cultivated in Western and Central Europe from the early nineteenth century onwards, as the Greeks, the Serbs, the Montenegrins and other Balkan peoples began to resist the Ottoman Empire in a more effective way and the force of Romantic nationalism began to influence the whole of Europe, from German historians to British politi- cians, and also including Montenegrin and Serbian poets themselves. And what about the present situa- tion? OSNOVNE ODREDBE Član 1 Ovim zakonom ure đuju se teritorijalna organizacija Crne Gore, uslovi, na čin i postupak teritorijalnog organizovanja i druga pitanja od značaja za teritorijalnu organizaciju. Član 2 Teritorija opštine, Glavnog grada i Prijestonice (u daljem tekstu: jedinice lokalne samouprave) utvr đuje se ovim zakonom.     1 2 BRATIMLJENJEBRATIMLJENJE 3 Zahvaljujući ubrzanom razvoju moderne informacione i komunikacione tehnologije, svijet se sve češće opisuje kao „Globalno selo“. Globalizacija i evropska integracija podrazumijevaju svijet u kojem je sve veća povezanost i međuzavisnost, i u kojem se takmičimo i sarađujemo jedni sa drugima. U ovakvom okruženju koje se brzo mijenja, lokalna vlast mora da odigra ključnu ulogu u aktivnom radu sa evropskim i međunarodnim partnerima. Formalne veze i partnerstva pobratimljenih gradova i opština, zasnovane na zajedničkoj izgradnji institucionalnih kapaciteta i razmjeni iskustava, ne samo da pomažu u prevazilaženju kulturnih barijera, već im i obezbjeđuju mogućnost da uče jedni od drugih. Danas su naše lokalne vlasti uspostavile mrežu i spone partnerstva, koji predstavljaju novi oblik međunarodne saradnje. Polazeći od formalnog bratimljenja gradova, do tehničke pomoći i partnerstva, koji se baziraju na realizaciji projekata, a sve u cilju stvaranja kapaciteta - sve ove spone pružaju nam mogućnost da razmjenimo iskustva i da učimo jedni od drugih, da pronalazimo efikasna rešenja za ozbiljne probleme i da stremimo ka stabilnosti i miru. Uz to, želja Crne Gore da postane članica Evropske unije podrazumijeva poštovanje drugih naroda i kultura i predstavljanje crnogorskog načina života i kulture drugima. Za postizanje toga cilja teško da postoji direktniji način od bratimljenja gradova. Zajednica opština Crne Gore je, uz podršku OEBS-a, pripremila ovu publikaciju u želji da podstakne bratimljenje crnogorskih lokalnih samouprava sa gradovima Evrope i svijeta. Ovom publikacijom su predstavljene naše lokalne samouprave sa kratkim prikazom svojih specifičnosti, istorijskih osobenosti i bogatstvom kulturnog nasledja sa ciljem da se povežemo sa većim brojem gradova i opština i ostvarimo jak osjećaj prijateljstva i zajedničkog evropskog indetiteta.

UDK 379.8:911.3](497.16) Preliminary communication 911.3:33](497.16) Prethodno priopćenje Coastal Tourism in Montenegro – Economic Dynamics, Spatial Developments and Future Perspectives Matthias Bickert, Daniel Göler, Holger Lehmeier Montenegro seeks its future perspectives in tourism. And there are good reasons for that: The country was considered to be the fastest growing tourism market worldwide in 2007. Notwithstanding a slight decrease during the last years, tourism is still seen as a crucial factor for future economic development. This seems to be a viable option if we consider Montenegro’s natural potential, its beneficial position on the Adriatic coastline and the experience in tourism gained in the many years since the 1970s. These dynamic developments were motivation enough to explore tourism in Montene- gro in a research project with strong empirical evidence, organised as co-operation between Universities from Germany, Albania, Montenegro and Serbia. Our empirical approach included semi-structured, flexible interviews with different types of stakeholders. Since tourism in Montenegro is still almost entirely limited to the coast, we chose three coastal hot-spots in tourism, namely Kotor, Budva and Ulcinj. Our results show that the current development in tourism can surely be considered as progressive and dynamic. But it is also strongly affected by multiple polarisations and divergent trends. There is a need for infrastructural upgrades in the mass tourism sector, which is for the most part a low budget market with very difficult future perspectives. At the same time, there is a small but growing number of very exclusive offers, often seen as the vanguard of Montenegro’s future as an upper class tourists’ destination.
