In compiling this information, all efforts have been made to faithfully and accurately convey that which has been put forth by the testifier. In many cases, the information was imported from public sources. In others, it was submitted to us directly by the testifier. (from same town/region) About the victim Murat Muqan was a mid-level well-exploration engineer at the Aktau branch of the China National Logging Corporation in Kazakhstan. He got his bachelor's of science in physics from Xinjiang University in 2008, after which he worked as a traffic policeman in Jeminey for 2 years. In 2010, he was hired as a trainee in oilwell logging by the CNLC in Qyzyl'orda, Kazakhstan, to be quickly promoted from starting to intermediate engineer in 2011. From 2011 to 2018, he worked at the headquarters of the Aktau district, in Zhetibai, and in Kaliman, and carried out logging operations at the Moroskoe oilfield in Atyrau, where he was said to efficiently perform logging for some of Kazakhstan's most complex and deepest wells (up to 6,000 meters), something that the people in charge of the Kaliman branch gave Murat great appreciation and thanks for. He was also said to have shown great leadership in logging the wells of CNLC's Aktau District, which led to Murat being invited to represent the district at a conference in Beijing, where he also delivered a lecture. Altogether, he did logging at CNLC for 8 years. He is fluent in Kazakh and Mandarin, and conversational in Russian and English. Kazakhstan residence permit number: 026372392. When victim was detained On February 7, 2018, the victim boarded China Southern Airlines Flight CZ6012, from Almaty to Urumqi, arriving in Urumqi at 11:00 p.m. No sooner did he get off the plane than he was arrested and taken to the Jeminey police station, where he'd be questioned for over 20 days. During the interrogation, his leg became broken (exact cause unknown). He received treatment in a hospital, and when the treatment was over was sent to a Jeminey concentration camp. What happened afterwards is not completely clear, as one rumor said that he was released from camp but not allowed to leave the Jeminey Municipality, with the requirement that he report to the police station daily and also do janitorial work. Another rumor said that he was released from the camp and transferred to another one soon after. The CNLC in Kazakhstan attempted to get Murat out of detention, but considered terminating his contract as their attempts were not met with success. In any case, in late December 2018 / early January 2019, there surfaced a "proof-of-life" video from him and his brother Mural, both having recently returned home from detention. In the spring of 2019, he was said to have come to Kazakhstan, but had to return to China soon after, after which there's been no updates. Likely (or given) reason for detention "Azat Erkin" reports two (possible) reasons: 1) He had WhatsApp, Instagram, and other programs on his mobile phone. 2) He was once given a fine for a traffic violation and, being a former traffic policeman himself, asked the arresting officer for his identification, to which the officer replied by not only not showing his ID but also labeling Murat as "two faced", and threatening to send him to a re-education center. In his submission, "Azat Erkin" also notes that Murat has never engaged in any radicalism, splittism, or terrorism, that he has never taken part in any political or religious activities, and that he has never disclosed state secrets for either Kazakhstan or China. Victim's status Released from hard detention, but it's unclear if he has now been able to settle down in Kazakhstan or if he remains in China. How did the testifier learn about the victim's status? Azat Erkin got this information from friends. Mehmet Volkan also said that he heard about the release from friends of the victim. CNLC presumably learned about the detention by virtue of being the victim's employer. That he had been released was also confirmed by the victim's own video call. Additional information Murat's father is a retired policeman and suffers from multiple illnesses. His mother is also not in good health. At the time Murat was incarcerated, his wife was 6 months pregnant (they had gotten married in 2017). --- CNLC e-mail correspondence regarding Murat and his brother: "Additional information on Xinjiang Kazakh Engineers. From general manager XXX of the administrative personnel bureau: Yesterday Murat's wife's older sister telephoned and confirmed that the Jeminey Political and Legal Affairs Commission has given materials on the brothers Murat and Mural to the Political and Legal Affairs Commission of the Altay Prefecture. As arranged by the Deputy Party Secretary of the Altay Political and Legal Affairs Commission, the Work District (of CNLC) must provide the Commission with Murat and his brother's verification materials (photocopy of their college diplomas, work contracts, records of work performance evaluations, district paramilitary management records, and all other available records). In the last few days, Murat's family and a previous contact Qiu Jian have phoned to urge us to continue supplementing our documentation efforts, so that we can submit them [to the prefectural authorities] as soon as possible. Murat's older sister has also phoned several times in the last few days to urge us [to complete this work]. (husband) About the victim Rozigul Abdureshit (also referred to as "Rizwangul Abdureshit") is a mother of one. She was born in Yekshenbe Bazaar, Yopurgha County, Kashgar. Passport number: E67552481. Victim's location A camp in the Terim Township of Peyziwat County. [Presumably, this is the camp in Ghoja'eriq Village, as this is the only camp in Terim.] When victim was detained She arrived in Turkey on March 22, 2016. She left after 5 months and was detained at the end of March 2017. Before detention, she had heart disease and anemia (lack of blood).
