Changing Imaginations of Istanbul, Cultural Production and the Production of Urban Space’ Project funded by Emmy Noether of the Deutsche Forschungsgemeinschaft. It was hosted by the Depart- ment of European Ethnology at LMU. Principal investigator of the project Derya Özkan (2008) focuses on the imagination of ‘cool Istanbul’ as the latest imagination of the city that followed the former imaginations which our project analyzed in three periods: the imagination in the 19th century as an Oriental city; imaginations of Istanbul as a ‘Third World city’ and ‘crude urbanization’ in national developmentalist discourse; and the ‘global city’ discourse in post-Fordist globalization. As part of the project, my task was to investigate the Istanbul 2010 European Capital of Culture Event (Istanbul 2010 ECoC) in terms of the imaginations of Istanbul that are produced, introduced and/or reinforced through this event. Meanwhile, I moved to Mu- nich, a city to which I had never been before, from Istanbul, a city where I had lived almost for 3 years having worked at the Ministry of Culture, at the Second Preservation Board of Cultural and Natural Heritage of Istanbul as assistant specialist of culture and tourism. Before I left my job in Istanbul for coming to Munich, I was preparing a thesis to become a specialist in the ministry. In this thesis, I was expected to focus on space in terms of the physical and legal aspects of prevention of cultural assets. I wanted to ana- lyze Tarlabaşı area, in which many inhabitants were displaced through a pilot urban transformation project. My purpose was finding out the ways and arguments that would call the rights of inhabitants that are renters or squatters in terms of their involvement with the maintenance of the buildings. Although I had this humble, yet naïve approach, I had a hard time to find a supervisor in the ministry due to my reference to the contested politics of urban transformation. Therefore, I initially perceived this 1 dissertation as an opportunity to analyze the process of urban gentrification in a broader sense. However, the imaginations that produced and supported the post-Fordist urban trans- formation policies in Turkey were more complex than a mere physical transformation of the city and the legal terms of property. As soon as I started to work on the Istanbul 2010 ECoC event program, I realized that the transformation of the city was connected to an agenda for promoting the city as a ‘global city’ or a ‘cool city’ which includes the global city discourse too. Sasskia Sassen introduced the concept of the global city in terms of the flow of information and capital after the market-oriented role of the nation- state in the post-Fordist era “as a result of privatization, deregulation, the opening up of national economies to foreign firms, and the growing participation of national economic actors in global markets” (2005, p.27). The global city discourse was already on the urban agenda in Istanbul since the aftermath of the Military Coup in 1980. The period after the coup was a turning point in terms of a shift to post-Fordist policies. According- ly, Istanbul began to be imagined as a global city that would be a financial hub within the order of cities in the global economy. Together with the discovery of the concept of ‘cool’ as a marketing tool (see Frank, 1997; Pountain and Robins, 2000; McGuigan, 2009), cities that compete in the global city market started to be branded as ‘the cool city’ to attract visitors and investment. In the “From Oriental to the Cool City. Changing Imaginations of Istanbul” project, Derya Özkan refers to article in Newsweek Magazine on 29 th September 2005 as the initial demonstration of the ‘Cool Istanbul’ imagination (Newsweek, 29 September 2005). The 3rd bridge, which is going to be built on the Bosphorus, Istanbul after the Bogazici Bridge, which started operating in 1972, and the Fatih Sultan Mehmet Bridge, which was completed in 1988, is regarded as the bridge of firsts. 8 lanes of motorway and 2 lanes of railway will be located at the same level on the 3rd Bosphorus Bridge, which will be a product of professional engineering and advanced technology built by a team, most of whom are Turkish engineers.

    Public-Private Partnership Experience in the International Arena: Case of Turkey Asli Pelin Gurgun, Ph.D.1; and Ali Touran, Ph.D., P.E., F.ASCE2 Abstract: Public-private partnership (PPP) models are frequently used in construction projects worldwide. The experiences of developed and developing countries vary depending on existing legal, economical, social, and political environments. Although there are some common challenges, risks, limitations, and success factors, practicing PPP framework is also dependent on country-specific factors. In this paper, first the state of the art in frequent PPP practicing regions/countries such as Europe, the U.K., and China are summarized; and a review of PPP experience in the U.S. is presented. Then, Turkey, where different PPP models have been used for nearly three decades, is analyzed in more depth as an example for developing countries. A new PPP law has been drafted to expand the legal context and types of models and overcome the existing limitations since the first introduction of PPP projects in Turkey in early 1980s. An intensive PPP literature survey has been made to present the common success factors, risks, limitations, and challenges in Europe, the U.K., China, U.S., and Turkey as well as under- standing the differences in the implementations. A viable economic environment, proper contractual arrangements for appropriate risk allocation, well-established legal basis, public support, transparency, and a central unit to standardize the procedures are determined to be major factors for successful PPP projects. The Bridge was visited regularly to collect the information on the fish species and amount caught, fishing equipment, and number of fishermen from March 2011 to March 2012. Trachurus spp. , Spicara spp. and Mugil spp. were typically seen throughout the year. In addition, with seasonal change, 20 fish species were observed. The average number of fishermen was 203 per day, and the estimated total fish catch amount at the Galata Bridge was about 64 tonnes in a year. Number of fishermen found at the Galata Bridge was constant throughout the year. Fishing materials such as fishing rods, fishing lines, baits and fishing weight, were found easily available at the bridge. This is the first systematic study on the fishing and related activities at the Galata Bridge.     THIRD BOSPHORUS BRIDGE COMPLETED Istanbul, 7 March 2016 – Since yesterday, Europe and Asia have been linked by the Third Bosporus Bridge. Construction began in 2013, and the final key segment to close the deck was welded in place yesterday. It is a bridge of records: the world’s only suspension bridge with a deck accommodating an 8-lane motorway (4 lines in each direction) separated by 2 railway lines, all on the same level; the world’s widest suspension bridge; the suspension bridge with the tallest “A”-shaped towers in the world. The hybrid cable-stayed suspension bridge is 59 metres wide, with a 1.4 kilometre span between the towers – the equivalent of eleven soccer pitches end to end. Its two towers soar to a height of 322 metres – taller than the 300-metre Eiffel Tower. The Third Bosporus Bridge is part of a larger project, The Northern Marmara Highway Project, that calls for building a total of about 190 kilometres of motorway. The works, carried out with the BOT (“Build-Operate- Transfer”) formula, involve a total investment exceeding US$ 3 billion, funded through project finance. Since the 1980s, Astaldi has been a presence in Turkey, where it has already built a section of the Anatolian Motorway (116 kilometres, between Gumusova and Gerede), the Istanbul underground (26 kilometres and 16 stations, opened in August 2012), the international terminal of the Milas-Bodrum Airport (constructed in just 15 months and operated through October 2015), and Istanbul’s Haliç Bridge. The Group is currently engaged in completing the more than 400-kilometre Gebze-Orhangazi-Izmir Motorway and the Etlik Integrated Health Campus in Ankara, one of the largest healthcare complexes under construction in Europe.

  • Galata, Pera, Beyoğlu; a Biography
    GALATA, PERA, BEYOĞLU; A BIOGRAPHY Brendan Freely was born in New Jersey in 1959, and in 1960 was moved to Istanbul, where he spent his childhood and adolescence. He studied at Rockwell College in Ireland and at Yale University. Later, he traveled and performed a variety of odd jobs, including a stint with a circus in California, after which he worked as a social-worker in Boston for some years. In 1995 he returned to Istanbul, where he earns his living as a freelance literary translator. John Freely was born in New York in 1926. He joined the U.S. navy at the age of seventeen and served in commando unit in the Pacific, Burma and China for the last two years of World War II. After the war, he graduated from Iona College and received his PhD degree in physics from New York University. In 1960 he moved to Istanbul, where he taught physics, astronomy and the history of science at Robert College, which later became Boğaziçi University. His first book, Strolling Through Istanbul, co-authored with Hilary Sumner-Boyd, was published in 1972. He has written over fifty books, many of them about Turkey. Among his books published by YKY are: A History of Robert College, the American College for Girls and Boğaziçi University (2000) and the 5 volume Türkiye Uygarlıklar Rehberi [Guide to the Civilizations of Turkey] (2002).
