Bitta1*, Symon M. Kariuki1, Eddie Chengo2 and Charles R. J. C. Newton1,3 Abstract Background: Little is known about the state of mental health systems in Kenya. In 2010, Kenya promulgated a new constitution, which devolved national government and the national health system to 47 counties including Kilif County. There is need to provide evidence from mental health systems research to identify priority areas in Kilif’s men- tal health system for informing county health sector decision making. We conducted an initial assessment of state of mental health systems in Kilif County and documented resources, policy and legislation and spectrum of mental, neurological and substance use disorders. Methods: This was a pilot study that used the brief version of the World Health Organization’s Assessment Instru- ment for Mental Health Systems Version 2.2 to collect data. Data collection was based on the year 2014. Results: Kilif county has two public psychiatric outpatient units that are part of general hospitals. There is no stan- dalone mental hospital in Kilif. There are no inpatients or community based facilities for people with mental health problems. Although the psychiatric facilities in Kilif have an essential drugs list, supply of drugs is erratic with frequent shortages. There is no psychiatrist or psychologist in Kilif with only two psychiatric nurses for a population of approxi- mately 1.2 million people.

    NATIONAL DROUGHT MANAGEMENT AUTHORITY National Drought Early Warning Bulletin June 2021 1 Drought indicators Rainfall Performance The month of May 2021 marks the cessation of the Long- Rains over most parts of the country except for the western and Coastal regions according to Kenya Metrological Department. During the month of May 2021, most ASAL counties received over 70 percent of average rainfall except Wajir, Garissa, Kilifi, Lamu, Kwale, Taita Taveta and Tana River that received between 25-50 percent of average amounts of rainfall during the month of May as shown in Figure 1. Spatio-temporal rainfall distribution was generally uneven and poor across the ASAL counties. Figure 1 indicates rainfall performance during the month of May as Figure 1.May Rainfall Performance percentage of long term mean(LTM). Rainfall Forecast According to Kenya Metrological Department (KMD), several parts of the country will be generally dry and sunny during the month of June 2021. Counties in Northwestern Region including Turkana, West Pokot and Samburu are likely to be sunny and dry with occasional rainfall expected from the third week of the month. The expected total rainfall is likely to be near the long-term average amounts for June. Counties in the Coastal strip including Tana River, Kilifi, Lamu and Kwale will likely receive occasional rainfall that is expected throughout the month. The expected total rainfall is likely to be below the long-term average amounts for June. The Highlands East of the Rift Valley counties including Nyeri, Meru, Embu and Tharaka Nithi are expected to experience occasional cool and cloudy Figure 2.Rainfall forecast (overcast skies) conditions with occasional light morning rains/drizzles.

    THE DROWNED VALLEYS ON THE COAST OF KENYA. By H. L. SIKES, B.A., B.E., H.INST. C.E., F.G.S. In his report on the Geology of the East Africa Protectorate .(Col. Rep. Misc. No. 45, Cd. 3828, London, 1908), Mr. H. B. Maufe pomted out that the tidal creeks on the coast of Kenya, the rock floors of which are far below sea level, originated as land valleys, which are now •• drowned." He also indicated that the sub-aerial erosion which produced or rejuvenated these valleys must have taken .place subse• quent to the formation of the raised coral reefs of Pleistocene age which form the existing coastal strip including most of Mombasa Island. Although much is still obscure, light has been thrown in recent years on the oscillations of relative level between sea and land on .the .East African coast. Amongst the writings which bear on this matter are Stockley's report on the" Geology of the Zanzibar Protec• tora.te " (London, 1928) with the associated report on the" Palaeon• tology of the Zanzibar Protectorate " by various specialists (London, 1927), Monograph No. IV of the Hunterian Museum, Glasgow Univer• sity, containing various reports on geological collections from the coast lands of Kenya Colony made by Miss McKinnon W0011, and various papers and other publications recording the results of research work in other parts of the world on the relative level of land and sea during Quaternary times, the factors influencing coral growth, the solution of limestones by sea water and other phenomena. Borings carried out from time to time for the purpose of obtaining information relating to foundations for bridges and other structures, and to find water, have yielded evidence which is not without significance in the consideration of the history of these submerged valleys.

    NATIONAL DROUGHT MANAGEMENT AUTHORITY National Drought Early Warning Bulletin July 2021 1 Drought indicators Rainfall Performance The month of June 2021 marked the beginning of the cold season with several parts of ASAL counties remaining dry. According to metrological department, most of ASAL counties received less than 50 percent of average rainfall with most parts of Marsabit, Wajir, Garissa, Isiolo, Kajiado, Tana River and Turkana receiving less than 25 percent of average amounts of rainfall during the month of June as shown in Figure 1a.The coastal strip received over 75 percent of average amounts. Spatio-temporal rainfall distribution was generally uneven and poor across the ASAL counties. Figure 1a indicates rainfall Figure 1 a.June Rainfall Performance performance during the month of May as percentage of long term mean (LTM). Rainfall Forecast According to Kenya Meteorological Department (KMD), several parts of the country will be generally dry and sunny during the month of July 2021.Counties in Northwestern Region including Turkana, West Pokot and Samburu are likely to receive occasional rainfall during the beginning of the month and near average rainfall towards the end of the month. The expected total rainfall is likely to be near to above the long term average for July. Counties in the Coastal strip including Tana River, Kilifi, Lamu and Kwale will likely receive occasional rainfall. The expected total rainfall is likely to be near the long-term average amounts for July. The Highlands East of the Rift Valley counties including Nyeri, Meru, Embu and Tharaka Nithi are expected to experience occasional Figure 1b.Rainfall forecast cool and cloudy (overcast skies) conditions with occasional rains/drizzles while the Northeastern Kenya counties including Mandera, Marsabit, Wajir, Garissa and Isiolo and Southeastern lowlands counties including Machakos, Makueni, Kitui, Taita Taveta and parts of Kajiado are likely to remain generally sunny and dry.

Executive Summary Context and Methodology Since Kenyan forces intervened militarily in Somalia in October 2011, a toxic combination of push and pull factors has led to the emergence of a home-grown, Kenyan Al-Shabaab insurgency that is feeding on historical religious and regional divides in the country. Violent attacks have occurred across Kenya, but with greater frequency in the primarily-Muslim coastal region, a part of Kenya that has experienced long-standing political exclusion and economic marginalization as well as active separatist movements. These attacks have devastated the local economy by causing the collapse of the tourism industry in the coastal counties, leaving a large population of idle and unemployed youth with little hope for a positive future. Recent research and learning by the peace and development field in Kenya1 has established that heavy- handed security responses involving human rights abuses and the “guilty-by-association” criminalization of the entire Muslim community have led to a lack of trust, communication, and coordination amongst key community, government, and security stakeholders around preventing and countering Violent Extremism (VE). This approach has further exacerbated tensions between communities and security actors, leaving vulnerable populations more susceptible to the influence of radicalization2. Entry points to influence the context have been difficult to exploit.
