1. Background:

Members will recall from the Annual Report of Scrutiny that new rail franchises were awaited as part of the ongoing Local Transport Review. These were awarded in August 2007 and came into effect on 11 November.

For the purpose of the new franchises, travel to and from is again provided by more than one (TOC), relative to the actual routes. However, these are not the same companies that previously served Leicester.

The bid for the franchise previously operated by providing services south to St Pancras and north to , has been won by a wholly-owned subsidiary of Stagecoach, called Trains. This company is promising a seamless transformation with no timetable changes until 8 December when the Winter timetable becomes operative. No major changes are predicted until December 2008, after a period of public consultation. It is not clear at this stage how the company proposes to deal with the impact on services at Market Harborough of the opening of a station at which is scheduled to take place in December 2008. A new station at East Midlands Parkway, near to Ratcliff on Soar, is also scheduled to open in that month and this additional stop will have to be timetabled in.

The franchise for services between Leicester and westbound and Leicester and Cambridge/Stanstead east bound, formerly operated by , has been won by a wholly-owned subsidiary of , called CrossCountry. Again, apart from the enforced change from Summer to Winter timetables on 8 December, no major changes are planned until December 2008.

This means therefore that the current timetable as it affects services to and from South Wigston will remain unchanged for the next 12 months, with one train an hour at peak times and every two hours, off peak.

Both franchises will run from 11 November 2007 until 31 March 2016, with the last two years and five months of the franchises conditional upon having achieved agreed performance targets.

A summary of the major franchise changes appears at Appendix 1 of this report.

CrossCountry Trains are well advanced in their plans for 2009 and have produced a very detailed document called “2009 Timetable Consultation”. An extract from this document, covering the Birmingham to Leicester services, is attached as Appendix 2 to this report.

From this, it can be seen that they are planning to introduce an half hourly service to Leicester out of which, every other train will call at South Wigston during peak times. This means that there is a proposed hourly service at South Wigston supplemented by four additional trains per day during peak times but every two hours during off peak times. Off peak is defined as after 10.00 and before 16.00 hours. These proposals are scheduled for June 2009.

Members may wish to consider the situation further since, whilst there are some minor timetable improvements during peak times, the service remains effectively the same as at present during off peak times, and does not meet with the objectives set by the Multi Agency Working Group, as illustrated in the Annual Report of Scrutiny for 2006/07.

National Express East Coast Replaces: GNER

Routes affected:London Kings Cross, Peterborough, Doncaster, York, Darlington, Newcastle, Edinburgh & Glasgow/Aberdeen/Inverness; also London Kings Cross, Peterborough, Doncaster & Leeds//Skipton/ /Hull

National Express East Coast will replace current TOC GNER from 9th December 2007. This is the simplest of the TOC changes as there are no changes of the route affected or stations managed, everything will be a straight transfer from GNER to National Express East Coast on Sunday 9th December (the date of the change from Summer to Winter timetables). Staff previously employed by GNER will be transferred to National Express East Coast, and the head office will remain in York . Other than changes to the customer information notices displayed at stations and on trains, there should be no immediate change noticeable to passengers. Changes to ticketing, train services and train & station facilities will be introduced as National Express East Coast develop the route over the next few years.

East Midlands Trains Replaces: Midland Mainline, and Central Trains from Derby , Nottingham & Lincoln

London Midland will be split into two separate brands œ London Midland City will be the branding for services around Birmingham city centre and the West Midlands, while London Midland Express will be the branding for long-distance services between London and the Midlands, and from Birmingham to Liverpool. Services on the Bedford œ Bletchley, and Watford Junction œ St Albans Abbey lines will continue to be designated as ”Community Railway Lines‘ with input from local users to further develop the routes, stations and services in partnership with London Midland.

Other than changes to the customer information notices displayed at stations and on trains, there should be no immediate change noticeable to passengers. The current timetable will continue to operate from Sunday 11th November until Sunday 9th December 2007 (when the timetable changes from Summer to Winter version). London Midland do not expect to make any major timetable alterations until December 2008. Changes to ticketing, train services and train & station facilities will be introduced as London Midland develop the route over the next few years.

CrossCountry Replaces: Virgin Trains Cross Country, and Central Trains services between Cardiff and Nottingham, and between Birmingham & Stansted Airport

CrossCountry will replace the current TOC Virgin Trains Cross Country, as well as taking over parts of the Central Trains route from Sunday 11th November 2007. CrossCountry will be replacing the Central Trains services that previously operated between Cardiff and Nottingham via Birmingham, and also between Stansted Airport and Birmingham. Staff previously employed by Virgin Trains Cross Country and Central Trains will be transferred to CrossCountry, and their head office will be in Birmingham. Although CrossCountry are replacing Virgin Trains Cross Country, this does not affect Virgin Trains West Coast, who will continue to operate services between London Euston and Scotland via Birmingham and Preston. Virgin Trains that currently operate between Birmingham and Glasgow via Preston will be transferred to CrossCountry in November, but from 9th December 2007 services on this route will be transferred and operated by Virgin Trains West Coast. Also, Virgin Trains Cross Country services that currently operate between Manchester Piccadilly and Glasgow via Preston will be transferred to CrossCountry in November, but from 9th December 2007 services on this route will be transferred and operated by TransPennine Express as they expand their to include services to and from Scotland for the first time.

The current timetable will continue to operate from Sunday 11th November until Sunday 9th December 2007 (when the timetable changes from Summer to Winter version). CrossCountry do not expect to make any major timetable alterations until December 2008.
