Background: Members will recall from the Annual Report of Scrutiny that new rail franchises were awaited as part of the ongoing Local Transport Review. These were awarded in August 2007 and came into effect on 11 November. For the purpose of the new franchises, travel to and from Leicester is again provided by more than one Train Operating Company (TOC), relative to the actual routes. However, these are not the same companies that previously served Leicester. The bid for the franchise previously operated by Midland Mainline providing services south to London St Pancras and north to Sheffield, has been won by a wholly-owned subsidiary of Stagecoach, called East Midlands Trains. This company is promising a seamless transformation with no timetable changes until 8 December when the Winter timetable becomes operative. No major changes are predicted until December 2008, after a period of public consultation. It is not clear at this stage how the company proposes to deal with the impact on services at Market Harborough of the opening of a station at Corby which is scheduled to take place in December 2008. A new station at East Midlands Parkway, near to Ratcliff on Soar, is also scheduled to open in that month and this additional stop will have to be timetabled in. The franchise for services between Leicester and Birmingham westbound and Leicester and Cambridge/Stanstead east bound, formerly operated by Central Trains, has been won by a wholly-owned subsidiary of Arriva, called CrossCountry. Again, apart from the enforced change from Summer to Winter timetables on 8 December, no major changes are planned until December 2008. This means therefore that the current timetable as it affects services to and from South Wigston will remain unchanged for the next 12 months, with one train an hour at peak times and every two hours, off peak. Both franchises will run from 11 November 2007 until 31 March 2016, with the last two years and five months of the franchises conditional upon having achieved agreed performance targets. A summary of the major franchise changes appears at Appendix 1 of this report. CrossCountry Trains are well advanced in their plans for 2009 and have produced a very detailed document called “2009 Timetable Consultation”. An extract from this document, covering the Birmingham to Leicester services, is attached as Appendix 2 to this report. From this, it can be seen that they are planning to introduce an half hourly service to Leicester out of which, every other train will call at South Wigston during peak times. This means that there is a proposed hourly service at South Wigston supplemented by four additional trains per day during peak times but every two hours during off peak times. Off peak is defined as after 10.00 and before 16.00 hours. These proposals are scheduled for June 2009. The document includes the contact details for the consultation. Members may wish to consider the situation further since, whilst there are some minor timetable improvements during peak times, the service remains effectively the same as at present during off peak times, and does not meet with the objectives set by the Multi Agency Working Group, as illustrated in the Annual Report of Scrutiny for 2006/07. Staff previously employed by GNER will be transferred to National Express East Coast, and the head office will remain in York . Changes to ticketing, train services and train & station facilities will be introduced as National Express East Coast develop the route over the next few years. East Midlands Trains Replaces: Midland Mainline, and Central Trains from Derby , Nottingham & Lincoln Routes affected: - London St Pancras, Bedford, Leicester, Loughborough, Derby & Burton-on-Trent - London St Pancras, Bedford, Leicester, Loughborough, Derby/Nottingham & Sheffield/Barnsley/Leeds - Derby, Stoke-on-Trent & Crewe and Derby, Belper & Matlock - Nottingham, Grantham, Peterborough, Ely & Cambridge - Nottingham, Grantham, Sleaford & Skegness - Nottingham, Newark, Lincoln & Cleethorpes - Nottingham, Mansfield, & Worksop - Peterborough, Sleaford, Lincoln, Gainsborough & Doncaster - Norwich, Ely, Nottingham, Sheffield, Manchester Piccadilly & Liverpool Lime Street East Midlands Trains will replace the current TOC Midland Mainline, as well as taking over parts of the Central Trains route from Sunday 11th November 2007.     Essex Rail Strategy 2006-2011 and Beyond now we’removing informing, engaging and inspiring Foreword Essex Rail Strategy – 2006-2011 and Beyond ‘I cannot think of a higher priority for the County Council than for it to strive to achieve a first class highways and transportation system for all who live in, work in or visit the county of Essex. The challenges in front of us are enormous. Over 130,000 new homes are being proposed for Essex and its borders with surrounding authorities, the travel needs of which will have a direct impact on the transport network in Essex. All aspects of passenger transport will play a key role in delivering this vision. The County Council has therefore produced three daughter strategies to support the Local Transport Plan, focusing on how passenger transport will contribute towards a fully integrated transport network. The Road Passenger Transport, Bus Information and Rail Strategies outline the ways in which we intend to improve the lives of Essex people by addressing traffic growth, road congestion and improving public transport. They contain measures aimed at improving options for travel and access to services to develop a more effective transport network. To produce the strategies the County Council has consulted widely at regional, district and parish level, with key service providers, a wide range of user groups and the general public so that collectively they represent a tangible commitment by Essex County Council to make our County a better place to live and work and to support a decent public transport network.     OFFICIAL 30 October 2020 Gareth Clancy Head of Access and Licensing By email only Dear Gareth Grand Union Trains Section 17 Application between London and Carmarthen: Capacity and Performance Assessment I am writing in response to your letter of 16 October 2020. Network Rail has been working on assessing the Grand Union Trains Ltd (GUTL) applications in good faith. We have taken a methodical and logical progression of work to assess the applications. A timeline showing the work undertaken by Network Rail to assess the GUTL applications is in Annex 1. This demonstrates the volume of work which has been undertaken to assess the applications, as well as the considerable effort by Network Rail to assist GUTL in finding compliant proposals for train slots. It is only with the latest iteration of the proposed service specification that Network Rail and GUTL are in a position to understand which parts of the proposition can have a compliant train and platform plan; this will now allow meaningful performance modelling to be carried out. The static performance analysis conducted so far on the various GUTL applications using historic performance data shows there is a potential performance risk which is why the detailed modelling is required. The Coronavirus pandemic has significantly impacted the railway industry, with a collapse in passenger numbers, which has been sustained for several months. As service levels were reduced, there was an immediate improvement in punctuality and performance on the network. Indeed, during the early months of the pandemic, punctuality reached record levels with the proportion of trains arriving on time, to the minute, rising to 80-90% and around 95% of trains routinely arriving within 5-10 minutes of their scheduled time.

    Press Release 04 December 2009 XC2009/041 (LW) CROSSCOUNTRY TOPS RAILWAY CHARTS It’s Gold and Silver for award-winning train operator CrossCountry has won two prestigious rail industry awards in recognition of its trains being one of the most improved and reliable fleets across Britain’s rail network. CrossCountry was awarded Gold and Silver at last week’s annual ‘Golden Spanner’ ceremony organised by industry magazine Modern Railways. The Golden Spanner went to the Class 221 Super Voyagers for taking first place in the ‘Modern DMU’ category as the most reliable fleet in its class. The Super Voyagers also took the Silver Spanner for being the most improved fleet thanks to reliability being up 118% on last year. The ‘Golden Spanner’ is an awards scheme aimed at promoting excellence in train maintenance within Britain. Sarah Kendall, Production Director at CrossCountry said: “We are extremely proud to win these nationally recognised awards. Since the start of our franchise in November 2007 the team at CrossCountry has worked very closely with Bombardier Transportation, our maintainer to take specific targeted steps to improve the reliability of our Voyager trains. Our focus now is to build on this significant progress and further improve our performance. Train reliability is vital for our customers and therefore of the highest priority for us.” All trains are ranked on the distance they cover between technical faults by the Association of Train Operating Companies’ (ATOC) National Fleet Reliability Improvement Programme. For long-haul visitors: Leicester is easily reached from all London airports (with direct train links from Luton and Stansted, and only one transfer required from Heathrow, Gatwick, and City airports). Birmingham Airport is equally well-accessible. Manchester is also an option, with train and taxi connections. For European and Northern Irish visitors: In addition to all of the above, Leicester is also serviced by a more continentally-focused airport (East Midlands—EMA). It is only a short bus ride to Leicester’s city centre. Connections from the Eurostar are incredibly convenient, as the Eurostar arrives at the station where trains depart London for Leicester. The Eurostar and East Midlands waiting areas are literally on top of one another, and Eurostar trains can sometimes be seen departing alongside East Midlands trains on parallel tracks. They literally could not be closer! For the adventurous, ferries from Ireland, the Netherlands and France are also an option, as they arrive in the South and East of England, and have train links. From the island of Britain: Leicester is conveniently located in the middle of the country, making it easy to reach for visitors from all regions of Britain. It is a hub for travel across eastern/central Britain, with almost all trains stopping. While many equate British urban life with London, those who live in the UK know that the country is actually home to a huge number of smaller cities.
