Present: Senators Lieberman, Durbin, and Levin. OPENING STATEMENT OF CHAIRMAN LIEBERMAN Chairman LIEBERMAN. Good afternoon. This hearing will come to order. I thank the Hon. Eleanor Holmes Norton for being here. We have two other members of the opening panel. The second Con- gresswoman is Eddie Bernice Johnson. Senator Feingold is on the way.
