Durante los últimos tres años he experimentado momentos de gran expectación por las posibilidades de la investigación e instantes en que la renuncia parecía la única opción. Gracias a todos. vii Resum Hedging és una estratègia de política exterior comprensiva que combina comportaments de competició i cooperació. Tot i que la introducció del terme «hedging» a la disciplina de les Relacions Internacionals és recent, algunes de les aproximacions a aquesta estratègia han esdevingut rellevants per explicar els canvis en la política exterior dels Estats. A partir d’aquestes contribucions prèvies, la nostra recerca perfecciona el marc teòric i analític de l’estratègia hedging. La nostra recerca té una naturalesa eminentment teòrica. El seu èmfasi es concentra en dues qüestions: clarificar el marc teòric de l’estratègia hedging i millorar el seu model analític. Per a fer-ho, hem emprat una aproximació metodològica backward-looking i problem-driven. En aquest sentit, atès que sabem que els Estats implementen estratègies que combinen comportaments competitius i cooperatius, hem cercat les causes d’aquests comportaments. Així, hem formulat les variables en dos nivells d’anàlisis: el sistèmic i el domèstic. Finalment, hem aplicat les nostres proposicions teòriques a la política exterior del Japó envers la Xina. La tesis respon a quatre preguntes de recerca. La pregunta principal versa sobre les característiques de l’estratègia hedging i el seu encaix en les teories existents de les Relacions Internacionals. El orígens teòrics de l’estratègia hedging poden traçar-se fins a la teoria de l’equilibri de poder. Tot i això, les aproximacions institucionalistes tingueren ix un paper important en descriure les estratègies mixtes i en posar de rellevància el rol de l'economia i la diplomàcia en les anàlisis de política exterior. La segona pregunta gira al voltant del model analític de Kuik, el qual millorem mitjançant la redefinició de la majoria dels seus elements constitutius. La tercera pregunta al·ludeix a les variables independents i intervinents de l’estratègia hedging. Per una part, la incertesa sistèmica actua com a variable independent de l’estratègia hedging. Per l’altra part, les variables domèstiques operen com a variables intervinents, atès que emmenen els responsables polítics a implementar una estratègia hedging que tendeixi més a la cooperació o a la competició. Finalment, la quarta pregunta fa referència a l'avaluació del nostre model analític. Aquesta avaluació es duu a terme a través de l’estudi sobre com s’ha implementat l’estratègia hedging japonesa en relació a la Xina des del 2001. A la tesis demostrem que el hedging és una estratègia racional en casos d’incertesa sistèmica. Sota aquesta condició sistèmica, els Estats reben incentius per a comportar-se de manera incoherent entre la competició i la cooperació, per la qual cosa implementen una estratègia hedging. Aquestes incoherències sorgeixen de la interacció entre els interessos estatals a curt i llarg termini i de com els responsables polítics perceben la incertesa. Alhora, també provem que el nostre model analític és empíricament útil per a destacar les característiques de la política exterior d’un Estat i per a ressaltar els seus canvis a través del temps. x Resumen Hedging es una estrategia de política exterior comprehensiva que combina comportamientos de competición y cooperación. Aunque la incorporación del término «hedging» a la disciplina de las Relaciones Internacionales es reciente, algunas aproximaciones académicas a dicha estrategia han devenido relevantes para explicar los cambios en la política exterior de los Estados. A partir de estas contribuciones previas, la presente investigación perfecciona el marco teórico y analítico de la estrategia hedging. Nuestra investigación tiene una naturaleza eminentemente teórica. Su énfasis se concentra en dos cuestiones: clarificar el marco teórico de la estrategia hedging y mejorar su modelo analítico. Para ello, hemos adoptado una aproximación metodológica backward-looking y problem-driven. En este sentido, puesto que sabemos que los Estados implementan estrategias que combinan comportamientos competitivos y cooperativos, hemos buscado las causas de dichos comportamientos. De este modo, hemos formulado las variables en dos niveles de análisis, el sistémico y el doméstico. Finalmente, hemos aplicado nuestras proposiciones teóricas a la política exterior de Japón con relación a China. La tesis responde a cuatro preguntas de investigación. La pregunta principal versa sobre las características de la estrategia hedging y su encaje en las teorías existentes de las Relaciones Internacionales. Los orígenes teóricos de la estrategia hedging pueden trazarse xi hasta la teoría del equilibrio de poder. No obstante, las aproximaciones institucionalistas tuvieron un papel importante en describir las estrategias mixtas y en poner de relevancia el rol de la economía y la diplomacia en los análisis de política exterior. La segunda pregunta gira entorno al modelo analítico de Kuik, el cual mejoramos mediante la redefinición de la mayoría de sus elementos constitutivos. La tercera pregunta se refiere a las variables independientes e intervinientes de la estrategia hedging. Por una parte, la incertidumbre sistémica actúa como variable independiente de la estrategia hedging. Por la otra parte, las variables domésticas operan como variables intervinientes, puesto que inducen a los responsables políticos a implementar una estrategia hedging tendiente a la cooperación o a la competición. Finalmente, la cuarta pregunta concierne a la evaluación de nuestro modelo analítico. Esta evaluación se ha realizado a través del estudio sobre cómo se ha implementado la estrategia hedging japonesa en relación con China desde 2001. En la tesis demostramos que el hedging es una estrategia racional en casos de incertidumbre sistémica. Bajo dicha condición sistémica,

This thesis mainly shows how the discourse of ‘returning virtue for malice’ facilitated Japan’s diplomatic recognition of the Republic of China (ROC) on Taiwan during the Cold War era. More conceptually, this study re- conceptualizes foreign policy as discourse—that of moral reciprocity—as it sheds light on the question of recognition as well as the consensual aspect of hegemony. By adopting a genealogical approach, this discourse analysis thus traces the descent and emergence of the ‘returning virtue for malice’ trope while it examines its discursive effect on Tokyo’s recognition of Taipei under American hegemony.

As Chief Secretary of the Tanaka Cabinet from 1927 to 1929, he necessarily shares responsibility for the formulation and promulgation without Diet approval of amendments to the so-called Peace Preservation Law which made that law the government’s chief legal instrument for the suppression of freedom of speech and freedom of assembly, and made possible the denunciation, terror- ization, seizure, and imprisonment of tens of thousands of adherents to minor- ity doctrines advocating political, economic, and social reform, thereby preventing the development of effective opposition to the Japanese militaristic regime. b. As Minister of Education from December 1931 to March 1934, he was responsible for stifling freedom of speech in the schools by means of mass dismissals and arrests of teachers suspected of “leftist” leanings or “dangerous thoughts.” The dismissal in May 1933 of Professor Takigawa from the faculty of Kyoto University on Hatoyama’s personal order is a flagrant illustration of his contempt for the liberal tradition of academic freedom and gave momentum to the spiritual mobilization of Japan, which under the aegis of the military and economic cliques, led the nation eventually into war. c. Not only did Hatoyama participate in thus weaving the pattern of ruth- less suppression of freedom of speech, freedom of assembly, and freedom of thought, hut he also participated in the forced dissolution of farmer-labor bodies. In addition, his indorsement of totalitarianism, specifically in its appli- cation to the regimentation and control of labor, is a matter of record.

    Yasuhiro Nakasone Yasuhiro Nakasone (born May 27, 1918) is a Japanese politician who served as Prime Minister of Japan from November 27, 1982 to November 6, 1987. A contemporary of Ronald Reagan, Helmut Kohl, François Mitterrand, Margaret Thatcher, and Mikhail Gorbachev, he is best known for pushing through the privatization of state-owned companies, and for helping to revitalize Japanese nationalism during and after his term as prime minister. Early life He was born in Takasaki, Gunma and attended Tokyo Imperial University. During World War II, he was a commissioned officer in the Imperial Japanese Navy. In 1946, he entered the Diet of Japan as a member of the House of Representatives. He gained brief notoriety in 1952 for blaming Emperor Hirohito for Japan's defeat in the war. Nakasone rose through the LDP's ranks, becoming Minister of Science in 1959 under the government of Nobusuke Kishi, then Minister of Transport in 1967, head of the Agency of Defense in 1970, Minister of International Trade and Industry in 1972 and Minister of Administration in 1981. Prime Minister In 1982, Nakasone became Prime Minister. Along with Minister of Foreign Affairs Shintaro Abe, Nakasone improved Japan's relations with the USSR and the People's Republic of China. Nakasone was best known for his close relationship with U.S. President Ronald Reagan, popularly called the "Ron-Yasu" friendship. In domestic policy, Nakasone's most notable policy was his privatization initiative, which led to the breakup of Japan National Railways into the modern Japan Railways Group. Nakasone also became known for having a nationalist attitude.

    NUCLEAR THREATS ELIMINATING ELIMINATING NUCLEAR THREATS REPORT OF THE INTERNATIONAL COMMISSION ON NUCLEAR NON-PROLIFERATION AND DISARMAMENT ELIMINATING Eliminating nuclear threats is a matter of necessity, not choice. The world’s 23,000 nuclear weapons – many still deployed on high alert – can destroy life on this planet many times over. That the horror of Hiroshima and Nagasaki has not so far been repeated owes far more to luck than to good policy management. Even with the U.S. and Russia showing welcome new leadership, the policy NUCLEAR challenges are immense. Every state with nuclear weapons has to be persuaded to give them up. States without nuclear weapons have to neither want nor be able to acquire them. Terrorists must be stopped from getting anywhere near them. And rapidly expanding peaceful nuclear energy use must be security risk-free. NUCLEAR NON-PROLIFERATION AND DISARMAMENT NUCLEAR NON-PROLIFERATION ON COMMISSION THE INTERNATIONAL OF REPORT This report, the work of an independent commission of global experts sponsored by Australia and Japan, seeks to guide global policymakers through this maze. THREATS It comprehensively maps both opportunities and obstacles, and shapes its many recommendations into a clearly defined set of short, medium and longer term action agendas.     UNISCI Discussion Papers, Nº 20 (Mayo / May 2009) ISSN 1696-2206 NORTHERN TERRITORIES AND JAPAN-RUSSIA RELATIONS: LATEST DEVELOPMENTS UNDER PRIME MINISTER TARO ASO Eric Pardo Sauvageot 1 UNISCI Researcher, Universidad Complutense de Madrid Abstract: Since the end of World War II, Japan and Russia have been at odds over a territorial contentious, regarding the four southernmost islands from the Archipelago of the Kurils, taken by the USSR from Japan. Up to now, neither country has been able to come up with a satisfactory solution for these four islands called Etorofu, Kunashiri, Shikotan and Habomai (the so called “Northern Territories” in Japan). Diplomatic relations and economic and trade relations have developed, but the territorial row stands as a stumbling block preventing the improvement of relations. Since the end of the Koizumi administration and its intense but unsuccessful negotiations over Siberian energy resources and the territorial problem, momentum seems to be gathering under the current Prime Minister Taro Aso. Still, despite positive rhetoric from the Russian side and illusions from Japan that Russian economic problems and worsened relations with the West will leave them with the upper hand and with the leverage to force a solution in its favor, Russia has still not given any substantial sign of willingness to proceed seriously with the solution of the territorial problem and seems rather bent on emphasizing the economic side of their bilateral relations leaving aside more thorny issues.
