Thank you for the opportunity, your confidence in me and the support you have given me in past years. I know I can count on you in the future. The success of the Annual Meeting in Seattle was due to some very special people who worked very hard to make it a success. My wife and I had three words for our Chair-people and their committees: Memorable - Eloquent - Spectacular and I do believe they met our expectations. The Directors at the Annual meeting have voted these to be added to the Bylaws effective at the 2008 Annual meeting: Proration of Delegate Travel Allowance Each voting delegate to the Annual meeting shall have their travel allowance prorated according to the number of business sessions attended. Effective 2008 Annual meeting. This will be stated in our Policy and Procedures Manual.

Assignment of Alternate Director An accredited Alternate District Director is a primary member of the District they represent, be elected or appointed by the District with such action duly noted in the Minutes of a District meeting and have paid dues to the International by August 1 of the year of the Annual meeting. A primary member is defined as one being from the District that submitted his/her International dues. The Alternate Director must be registered with the First Vice President by the time noted in the notification of the Annual meeting. As 1st Vice President I have enjoyed attending all the Executive Board meetings. I've also attended three District 8 meetings. Much of all these meetings was spent discussing District 8's proposed revision to the bylaw concerning District Vote Allocation. I feel that the manner in which District 8 made this proposal was inflammatory. They, on the other hand, claimed their method was necessary to get the Executive Boards attention. In either case, this issue has taken on all the undesirable aspects of a power struggle.

That a benign volunteer organization like IOBG, based on member camaraderie, could get caught up in this type of struggle is senseless. I was very impressed with the Long Island meeting. To host this event required much time and effort by many members. Distances between host yacht clubs created a difficult transportation problem which was certainly handled flawlessly. When talking with a club member about the obvious effort and coordination needed between these host clubs, he agreed, but thought it was worthwhile if it “helped”. When asked, he said to help that squabble “you” Officers are having. Notice he said “YOU” officers not “WE members”. One of my club members has said “it’s like children watching their parents fight.”

Currently being a “YOU” officer, I pledge my efforts to resolve our issues and get back to running the “WE MEMBERSHIP” Club.

Seattle: What a time we had at the Annual meeting! The food and entertainment at the Des Moines Yacht Club were outstanding. The boat ride to the Tillicum Village for a salmon dinner and a program about the Northwest Indians was exceptional. And who could not be totally impressed with the Seattle skyline at night. It was beautiful. A special Thank You to the host, District #1. They went the extra mile to make us feel special. And the Saturday night festivities were just great. This past year has been one of controversy, threats, no communications to some members and put downs to IOBG members. But through all this negativism, some positive actions and communication came out of the disarray. I said it before and I will say it again, until we put the threats, the negativism and the put downs behind us, we will not function as a well respected organization that we were meant to be. IOBG Members, THE PAST IS THE PAST. Let’s move forward into an attitude of positivism, and make decisions that are best for the overall Blue Gavel rank and file. Decisions that are best for a specific area, group or person/s are not best and appropriate for the Blue Gavel organization. On the positive side: We all agree that changes need to be made in our International bylaws. This past year and at the Annual meeting several good ideas were given about ways to change the voting procedure. And these ideas will be put forth to the membership for their input. A Code of Conduct is in the process of being sent to the membership for their input. A process is being put into place that will allow all IOBG Members to give their input for whatever changes that will be made at the International level. At our Annual meeting, I heard some good, positive communication between parties that have had a hard time communicating in the past. As I see it, there has been some positive progress made in 2008. So, 2009 is going to be fine. And remember, whenever you follow your Rainbow, positive things will come to the forefront.

Kathy and I appreciate the fantastic weekend that the Seattle convention committee provided. Certainly a lot was accomplished in the our meetings, but reconnecting with IOBG members and friends from around the globe was special for both of us.

“ Thank You “ for your confidence in my election as your Second Vice President. During the past several years, I have enjoyed working with the Districts of the Northeast. The experiences and associations could never be duplicated without Blue Gavel.

Your Officers are committed to the new Marketing Program, member retention and recruiting. IOBG must rely on your participation in the Marketing Program and the organizations mission to achieve our future longevity.

I would urge you to take a look at your District and its mission. Today's most active and successful Districts have some very common threads with fundraising for charity, funding our own Humanitarian Foundation, positive purpose and camaraderie.

I would like to share some of my personal thoughts and observations with one purpose and objective only - the good of the International Order of the Blue Gavel. It has been a privilege to serve you during an interesting and exciting year. More than ever, I believe that the Blue Gavel, including our Auxiliary and Humanitarian Foundation, is among the premier organizations in the yachting, humanitarian, civic and social community. We indeed have much to be proud of and should not lose sight of our long history of accomplishments. Refer to any of our LOG newsletter publications and you will find many wonderful achievements of our Chapters and Districts. I believe the future will continue to offer many opportunities to be of service in many different ways.

To my personal observations, like any organization, we have opportunities that need to be faced and require prompt, sound solutions. Since the year 2000 and for years before, we have experienced a continuous and consistent loss of membership which translates into a loss of revenue. We do not have this dilemma alone. Almost all service organizations are experiencing and need to cope with this serious problem. In my opinion, there is no single reason for loss of membership, but rather a great many reasons resulting in a dilemma of potential catastrophic proportions. To this end, we have and continue to closely monitor all financial expenditures, develop responsible annual budgets and have implemented a Marketing Plan whose objectives are membership retention and new membership. While the actions are important and helpful, other actions are necessary.

To all levels of Blue Gavel leadership, I would say that members who lose faith in the intellectual and moral quality of their leadership become frustrated, feel disenfranchised and ultimately swell the ranks of non-members. Generational needs, expectations, priorities, the quality of communications and leadership, member friendliness have and are changing members today and tomorrow, expect their leaders to promptly address problems and arrive at sound, objective decisions - thinking outside of the box, if necessary. Put another way, I would urge all to a higher level of positive commitment to the mission of the Blue Gavel. To a personal style that welcomes diversity of thoughts and ideas, to pro- active results approach, to a commitment to a goal other than self-interest.

Your commitment to such changes will result in measurable positive differences. Change and its challenges are inevitable. Our job is to shape change as a Team. I am convinced that GOOD THINGS WILL FOLLOW.

Page 8 Treasurer's Report As of September 30, 2008 our total assets have increased by $10,288 since the same date last year. Our cash position has also increased by $10,347 from last year. Our liabilities have decreased by $1,243 which has resulted in a net increase in our net worth of $11,530. These good results are due to the dues increase passed last year while our year-to-date expenses have stayed about the same as last year. Our net income for the nine months ended September 30, 2008 is $32,925 which is $16,459 greater than last year and only $2,762 lower than budgeted. Dues income was $16,370 greater than last year but $9,327 lower than budget. Expenses were $328 lower than the previous year and $6,277 lower than budget. Of course, all of this good news will change when the rest of the expenses for the year occur but the outlook remains good. Remaining are the travel allowances and other expenses for the Annual Meeting and normal expenditures for the rest of the year. The International dues remain unchanged at $40.00. We will issue 2009 membership cards as soon as dues are received.

Notes From Seattle By: Marshall Nemoy The Annual Meeting in Seattle went quite well by all measurements. Delegates gathered at the Sea-Tac Marriott for a combination discussions, workshops, and serious debates on issues which are critical to the growth of the organization. Of course, there was a little fun along the way which allowed all the delegates time to get to know each other better. Kudos must go to President-Elect Jerry Rudd and his crew for their planning and execution of the event. I am still trying to figure out how he got the weather to be sunny for all five days. The main topic was the proposal by District 8 to change the voting system. From my perspective it appeared that all the delegates came to the meeting armed with the opinions of their District on the subject. It was also clear that the subject had been well discussed at the District level which is as it should be. Before discussing what happened, my compliments go to District 8 Director, Jack Kennedy. As many members are aware the issue has consumed most of the 2008 year. Jack Kennedy is the first representative of District 8 that was willing to discuss the matter in a business-like manner, both in meetings and in private discussions. Some facts became very clear during the discussions. First, many were concerned that the three components of the proposal, in total, were not acceptable to their membership but parts of it were acceptable. Second, some Districts have a practice of binding their representative to a yes or no vote and do not allow for the representative to use their judgement after hearing the discussions. Third, the proposal did not contain an effective date. While many could accept the change in the District voting allocation, they would not accept the elimination of the vote for the Past International Presidents - there were five in attendance at this meeting. At the Annual meeting Jack Kennedy proposed amending the motion made by District 8 to eliminate the two objectionable parts leaving only the District voting formula. I proposed an amendment to add the effective date of January 1, 2009 should the main motion pass. My amendment passed. As discussion continued on Jack Kennedy's amendment it became evident that delegates from Districts that bind their representative could not change their vote without consulting with their District and others were confused about the definition of the amendment. I posed questions in the form of examples to clarify the Jack Kennedy's intent but the result was more confusion. At this point it was better to table the motion than to adopt something we all did not clearly understand. I made the motion to table which passed. This is not the end of the issue. District 8 has focused the attention on the voting anomaly in our bylaws. We have to continue to work to find a solution that will be acceptable to the membership as a whole. The Executive Committee has already begun a project to obtain comments from Districts and members on how best to address the voting procedure. The Committee would like to receive comments by January 15, 2009 and to assemble a committee to evaluate the proposals at its Regional Meeting in San Diego on February 6. This effort does not include the issuing of ultimatums, character assassinations and insulting publications that characterized the events leading up to the Annual Meeting. Many delegates expressed their displeasure with the tactics and were ready to take decisive action to remedy the situation. It was also felt by many that the bickering accounted for the drop in membership. We can do better than that. We should work together to make IOBG a better organization. EXCESS REVENUE (EXPENSES) FROM DUES: 350 Page 10 2009 BUDGET Executive Summary This budget was prepared by the President-Elect with consultation by the Executive Committee and members attending the meeting on August 8, 2007 in Long Island, New York. The committee utilized financial data supplied by the Treasurer. The Executive Committee took into account various scenarios regarding membership levels and estimates of the financial impacts resulting therefrom. The current level of operations are considered to be the minimum level necessary to provide adequate service and communication to the membership. No increase in dues is recommended at this time.

Assumption Used in Preparation of the 2009 Budget The attached proposed budget has been prepared from all data available on August 1, 2008, estimates for the remainder of the year and activity levels expected in 2009. The proposed budget contains all expenditures that could take place if all persons received the full amounts of their budgets. Expenditures may vary according to actual experience during the year. The following are brief discussions of the underlying assumptions used in preparation of the 2009 budget:

Revenues: The estimate is based on current membership levels with no provision for growth. If 90% or more of our active chapters invited their new past commodores to join IOBG, we could have an increase in membership. Certain dissident groups of members have threatened to resign from IOBG. If this action does occur, the resulting loss of revenue would be offset by reduced expenditures in the areas of administration, printing and postage.

Annual Meeting: The International's contribution to the host committee, travel allowances and supplies for the meeting is estimated to be the same as 2008.

Executive Committee: The projected travel costs are expected to remain about the same as in 2008. The actual expenses may vary based on airline fares available and the persons attending the meetings. New this year is a line item for “contingency travel” which is defined as special trips authorized by the Executive Committee for attendance at meetings where representation is essential to present the International's position and answer questions from the membership. The amount is $1,500 for the year.

Area Vice Presidents: The amount budgeted for this activity is the same as in 2008 and previous years.

Blue Gavel Log: Based on actual printing costs the printing budget has been lowered by $5,225. Postage and supplies are the same as 2008.

International Operations Center: This budget has increased a net of $345 based on actual experience. This estimate could increase if there is a necessity to send out special mailers to members. Such special mailers require additional clerical time, office supplies, printing and postage. This information is provided in compliance with Article VII, Section 5 of the IOBG Bylaws - Notice of Meetings. The budget will be discussed in detail at the meeting scheduled for Friday, October 24 and voted at the Annual Meeting on October 25. All Districts and members are urged to attend.

I was one of the presenters at the Winter PICYA Management Conference this month at the Benecia YC, addressing potential “Red Flag” issues facing most 501(c) 7 organizations, i.e. music licensing, club liquor sales, contract issues and the ever popular unearned income issues. The morning agenda included speakers from Federal, State and Local Boating and Waterway agencies. The afternoon provided seminars addressing club organization, finance, taxes, etc.

OPINION: It is disheartening to report that there are former IOBG P/C’s that have sought the “dark-side” and are involved in illicit activities tantamount to fraud. Some of our members take an elitist attitude and oppose a “Code of Conduct” bylaw on the grounds that our organization is above such a need. Unfortunately we do need such a code similar to other organizations that have to contend with disruptive members. Pursuant to a Chapter request a year ago, I forwarded a cease and desist directive pertaining to former IOBG P/C’s illegally conducting events, collecting money, utilizing IOBG name and logo on their apparel and flying the IOBG burgee. In blatant disregard of the aforementioned directive, these former members have persisted in conducting their illicit activities to the detriment of their IOBG Chapter and the best interests of IOBG. It has been alleged that monies collected in the name of the IOBG Chapter by these PC’s who were then unauthorized to utilize our name, wrongfully appropriated thousands of dollars, and when confronted with this claim, refused to recompense the current IOBG Chapter. The tack that these maverick P/C’s have taken placed “their club” in jeopardy and divided its membership. The Chapter has several courses of action available to it, including seeking relief through litigation. We pride ourselves in being an organization of Past Commodores of “good character having a common love and appreciation of yachting.” Apparently these P/C’s lack the morals of rational persons that espouse a code of conduct held to be authoritative in matters of right and wrong. In this regard international is entertaining the need for an IOBG “Code of Conduct” Bylaw. Such a bylaw would have no effect upon the aforementioned situation, since the culprits were not IOBG members in good standing; however, it would set the proper course for our current membership and afford us the process to deal with such reprehensible members that cast discredit and embarrassment upon our organization, should the need arise in the future.

District 15 of the International Order of the Blue Gavel (Past Commodores Association in the San Diego area) will be hosting the IOBG Winter Regional meeting this next year. The intent of this Regional meeting is to bring the leadership of our organization into contact with as many of the membership as possible.

February 5-7, 2009 will be a fun filled weekend with IOBG members from around the globe coming to see San Diego, attend meetings and visit our local clubs.

We have a great event schedule planned and hope all the members of District 15 as well as spouses and yacht club officers will attend.

• Starting with a hospitality room welcome at the Bahia Resort Hotel on Thursday night.

• We will begin with a Friday meeting and lunch at Mission Bay Yacht Club.

• On Friday evening we will be going to dinner at Fiddlers Restaurant and a cruise of Mission Bay on the Bahia Belle.

• Saturday will be a fun Bay tour with box lunch. We will be casting off in the morning from San Diego Yacht Club and ending the evening with a wonderful dinner there.

The Paralympics Sailing Regatta brought home gold in Skud-18, Bronze in 2.4 m and an 8th place finish in Sonars.

US sailing has once again taken the initiative to get more yachts sailing in IRC events this fall, offering a special discount on IRC Certificate costs. In cooperation with US-IRC, US Sailing has agreed that all new certificates or re-validations issued after September 30, 2008 will be 50% off regular prices.

It has been our deep pleasure to have served with them, and our concern that there was no vehicle for recognizing their significant contribution to the furthering of the goals of the organization and, indeed, to the Blue Gavel itself.

It is with extreme pleasure that this years award be presented to two recipients, whom over the years have shown continued and outstanding effort and support to the International Order of The Blue Gavel.

To De Ramsey, District #23 of Indian River, Mi, for his contribution, support and dedication through the years to the Blue Gavel organization since 1982. He was a member of District #9 before the District split, now has been a primary mover behind the formation of District #23 with his participation and outstanding service to the District. He worked very diligently on behalf of IOBG and has served as District #50 Director, took some time off and returned to his District as Director and has now moved on to the North Central Area VP.

To Mary Nye Meyers, District #1 of Tacoma, WA, for her outstanding contribution to the Blue Gavel organization through her innovation and dedication to the IOBG Log newsletter since her first publication July 2005 issue. Mary, then journeyed to the web site assisting Marshall which is one of our valuable tools of information. She has been instrumental in upgrading The Log and web site to creating and maintaining a first class newsletter and web site to communicate with our members and our community.

Page 19 Every club or organization has someone that stands out and gives over 110% above and beyond his/her requirements. He/she is considered to be the “Spark Plug” of the organization. In a lot of cases it is difficult to point out that particular person. In this case, it was a no brainer!

De Ramsey gave over 110% to the IOBG. He was instrumental in revitalizing District #23, from a District with no officers to now having a full compliment of officers and gaining membership. He always has a positive attitude and contacts his Districts and keeps them informed and updated of all the issues. He tackles just about everything, and he makes it work!!!!

When I first contacted De and asked him if he would get involved again and be the troubleshooter with his area, he laughed and said I'm 92!! I asked him to think about it and give me a call back with his decision. He called me the next day and said I can do this and I will help you revitalize the District! We set up a Regional Meeting in the summer of 2007 in Mackinac Island, with the help of Debbie Banks-Skellenger purchasing all the liquor and I hosted the bar. The meeting was a success and he signed up (5) new members that day of the meeting. He has brought in a couple of new Chapters and several new members since then.

De has been promoting IOBG all over his North Central area and is successful in making District #23 solvent again, and speaking with the other Districts and making himself known!

He has also set-up the summer meeting in August, when you ask for something he immediately takes care of it and makes it happen!!!!!!!

De Ramsey is my “Spark Plug” and I hope that he continues for those that come up behind me.

Our Convention Committee wishes to extend a very warm thank you to everyone that attended the 2008 International Meeting in the beautiful Northwest. We hope you enjoyed it as much as we did hosting such a prestigious event. We were very happy with the turnout and the weather was great for this time of year. It was very nice to see old friends and to have a chance to meet many new ones. Thank you one and all. Not much to report from our friends to the north in Canada - Districts #2, #4 and #24. But we’ll keep trying. District #5 was present and their new members seemed to enjoy their first International meeting. They are a small group but they are going to give our Marketing Plan a good try. They have already grown from 5 members to 48. Congratulations District #5! It was nice to see you and thank you for coming. District #1 is doing well. In September they had their Change of Watch, which was very well attended. Adding one new Chapter and nine new members is a nice way to start. They too are putting the Marketing Plan to work, trying to revive some of the inactive Chapters and involve members . My hope is that the District could double this coming year. Chances are I won’t see many of you before the holidays so from myself and my wonderful wife I’d like to wish every one of you a very Happy Holiday Season and I look forward to seeing everyone in San Diego.

Blue Gavel District #5 Portland, Oregon has been quiet as far as activities these last few months. Its members have been active in their own yacht clubs boating and relaxing. They have been taking some time to talk about Blue Gavel and who they are and what they do locally and nationally. Communication about Blue Gavel and what they do and who they are has been non existent for years in the Portland area and it was time to slowly start talking about who and what Blue Gavel is.

Meanwhile, District 5 has been working with the Oregon State Parks on a grant for a biodegradable outhouse for the adopt a park and it looks promising. They are also planning a joint meeting with District #1 in April in the Columbia River Gorge. They will be meeting at the historic Best Western Hood River Inn and having a wonderful Cascade Locks dinner cruise Saturday evening. Jim Hinkley, President District #1, has invited Walla Walla YC, McNary YC, Umatilla YC and the Dalles YC along with Hood River YC inviting their current Bridge and Past Commodores to join us and learn about what Blue Gavel is all about.

District 5 has also planned their Inauguration dinner for November 20, 2008. Because of a local boating event that takes place in Portland that all boating clubs are involved in and hunting season, District 5 delays their dinner date.

On behalf of District 1, THANK YOU to all the IOBG members, family and friends that attended the Annual Meeting here in Seattle, WA. and also a big THANKS to those District 1 members who worked so hard to make it all happen. President Jerry Rudd and Lady Jackie must have some great connections because it didn’t rain during the festivities. That is a miracle considering...this is Seattle!! We have heard so many good comments from members who thoroughly enjoyed themselves.

District 1 held its Change of Watch on September 20th and I am proud to announce the 2009 Board: Jim Hinckley, President; Bob Weber, 1st Vice President; David Kutz, 2nd Vice President; Ken Quimby, Secretary; Ullrich Marquardt, Treasurer and Louise Condon, Executive Secretary. We have already added a new Chapter (Hells Canyon Yacht Club) and anticipate more to come as the year progress under this dynamic Board.

Our April 24-26, 2009 Spring meeting is going to be a joint meeting with District 5 at Hood River, Oregon. Saturday evening that weekend there will be a dinner cruise on the “Spirit of Cascade Locks” paddle wheeler. Our Summer picnic will find us with our Canadian friends to the north. District 24 and the Westbank Yacht Club on Lake Okanogan will host the summer picnic. The picnic will be held the weekend of July 10th-11th, 2009, at the Westbank Yacht Club near Kelowna, BC. I am very happy with the results from the Seattle Annual meeting. Deanna and I both had good meetings and I think a lot was accomplished. I also had the chance to meet Stanley Radlo from Hawaii (Dist 6). We had been trying to connect for quite awhile.

Before going to the meeting in Seattle Deanna & I attended the Member Appreciation Dinner, a meeting at the California Maritime Academy and the Change of Watch for District 19. Our plans are that we will be attending functions for District 14 and 19 in the Bay Area and functions in Southern California.

I also attended the Roundtable in Marina Del Rey with Carol Promessi on September 5. The purpose of the Roundtable was to discuss and encourage Directors to attend the Annual meeting in Seattle.

District 11 Wilma Rosenberg, Dist. Director

District 11 is in Southern California. We start in the north at Westlake Yacht Club to Marina del Rey all their yacht clubs, then south to King Harbor and their clubs. 2008 has been a good year. It was a strong membership, because nearly all the Jr. Staff Commodores in our District joined IOBG. Our membership is at 114. A Wine Tasting Event started us off in February. I was pleased that the profits from this event helped us send one child to a summer sailing camp with partnership from the Santa Monica Bay Sailing Foundation. In March, we had an Appreciation party. Entrance fee was waived for paid members. Good deal! Delicious pancakes were the highlights of our 4th of July Breakfast before the race to San Diego. Our Windi Cues are great. We had events in June, August, and September. Just bring your entrée, and we provide the rest. At our events, we have a speaker or video presentation that pertains to sailing or cruising, and they are outstanding. Our Change of Command will be in December 14th at Del Rey YC for brunch. Join your new officers at this event. Thanks to all the people who donated toiletries throughout the year for a women’s shelter. We are always looking for good used sailing equipment to donate to the Boy Scouts. I am excited to tell you all that a 16 year old young man, Zac Sunderland, from Thousand Oaks, CA and a member of Westlake Yacht Club is trying to be the youngest sailor to circle the globe alone. He had a wonderful send off in a 36 ft boat in Marina del Rey in June. He plans to return in April, 2009 at age 17. The last I heard Zac had left Australia. We District 14 particularly enjoyed hosting the 2008 Winter Meeting here in the San Francisco Submitted by George Knies Bay Area. Thanks to all who assisted with the planning, preparation and execution for this event. Both D-14 and D-19 participated in the San Francisco Festival of Sail on July 23-27, 2008 by furnishing a media boat and crew from each District. D-14 hosted three of the visiting ships, by providing logistic and transportation support, as well as, hosting a farewell barbeque the evening prior to departure

On August 9th D-14 provided lunch and race committee members for the PICYA CHISPA and Youth Regattas held by Treasure Island Yacht Club.

On August 28th IOBG members from the San Francisco Bay Area, San Diego and Seattle attended a memorial service in Vallejo, California for Phil Arms, Past International President.

On October 10th D-14 & D-19 provided yachts and member help for the annual “Wheelchair Regatta” held at Encinal Yacht Club. Veterans from nearby hospitals and the Veterans Hospital in Yountville, California were treated to a yacht ride on San Francisco Bay and a luncheon that included music provided by the Travis Air Force Base Dance Band. As in the past the majority of yachts were flying the IOBG Burgee. This was a very rewarding day for the veterans and especially all the “helpers”. Deanna Tomei, Oyster Point YC, had a birthday party and raised $1,800 for “Sew Much Comfort” an organization that modifies clothing for veterans with artificial limbs enabling them to dress themselves. I am pleased to report that D-14 membership is growing rapidly with the formation of two new “Chapters” and one more pending, adding to the influx of previous and new members resulting in a 30% member increase over last year.

Thank you to the Long Island yacht clubs and New York clubs for the hospitality District 15 during the summer meeting in New York. Interesting meetings and lots of discussion, Linda Loftis, Dist. Director some words too! But all in all a wonderful time-shared with friends, great food and lots of wonderful sights. The District 15 IOBG Change of Watch and Silent Auction this year is at the Silver Gate Yacht Club. The auction this year raises money for RBOC. IOBG Members Tom Kirwan and Gerry Loundsbury worked so diligently this past year as part of RBOC to make sure boaters were not charged extra for permits as part of the Boating Clean Water Act. The new Board for the District this year is: Linda Loftis (SMYC) Director, Jim Coburn (SWYC) President, Eileen Van Winkle (SGYC) Vice President, Michele Rountree Wold (CVYC) Secretary, Marshall Nemoy (MBYC) Treasurer, Jeanne Irwin (SGYC/CVYC) Newsletter. We will all be anxious to start the 2009 season and plan lots of great events to keep the members involved and informed. We will again in January have our annual Yacht Club Management Seminar at Mission Bay Yacht Club and IOBGA will have their discussion at the same time, as this worked so well last year. We are busy preparing for the events to host the Winter Regional Meeting in San Diego February 5-8, 2009. We will also be welcoming the 2009 new members into District 15 at the dinner at San Diego Yacht Club in February. With several clubs starting construction this year opening days are beginning early starting in February, and we look forward to all the tradition and friendships of the yachting season. All of the yacht clubs in District 15 are constantly keeping busy with races, sailing programs, fund-raisers, charitable events and lots of fun social get togethers. Our IOBG members are supportive and involved in all of the yachting programs as members of those clubs. They keep the District up to date on any new programs, member changes and attend most of our social and fundraising events. Listing all the District non-related IOBG matters is not what I feel is or should be part of this report. We have 103 paying members at this time and will be installing new members at the individual clubs December Dinners. Page 29 District 15

Page 30 District 16 has had a good year. At the January Board meeting it was decided District 16 to have a delegate from each yacht club join the Board and act as liaison. This Marsha Landreth, Dist. Director communication has made all the difference in attendance at our functions.

District 16 started the year with an installation breakfast at PCYC. Installed for the 2009 year were Clark Owens, President; Gene Beville, Vice President; Nancy Rowe, Secretary; Devra Hodge, Treasurer; Dick Olsen, Supply Officer; and Marsha Landreth, Director. Our delegates are as follows: Cindy Schlageter, Anacapa Yacht Club; Dick Olsen, Channel Islands Yacht Club;Chuck Jeglikowski, Harbour Island Yacht Club; Steve Shepherd, Navy Yacht Club; Kathy/Scott Martha Jean Geisler, Pacific Corinthian Yacht Club.

IOBG parade boat for Opening Day in Channel Island Harbor was again provided by CIYC. The champagne flowed freely, if memory serves.

Harbour Island Yacht Club Chapter of IOBG hosted a pancake breakfast in May, just a couple weeks after hosting us at a fun Cinco de Mayo Celebration. In the spirit of camaraderie, last years' President Jack Borkowski, this years' President Clark Owens & Joyce Sheridan from the CIYC, helped HIYC members Secretary Nancy Rowe, Devra Hodgff and Mr.& Mrs. Chuck Jeglikowski prepare a scrumptious breakfast including both fluffy buttermilk pancakes and English pancakes.

District 16's summer function was a BBQ at Ventura Yacht Club. This has traditionally been the highlight of each summer, and certainly lived up to our expectations. Jack Borkowski and past District Director Tom Naylor impressively slapped those chickens and beef around the pit, while Nancy Rowe dished out her wonderful potato salad and pork and beans.

Our winter function will benefit a local charity.

District 19 Gary McGrath, Dist. Director

Our year started in January with a retreat for the Officers of the District. At this meeting the Board sets the calendar for the year and the Director explains the Duties and Responsibilities of each Officer. (I feel that the explanation of the Duties and Responsibilities of each Officer should be revisited at an additional retreat within six months). The Board decided to try something new to increase attendance. This year the meetings would be a mix of regular and event meetings. The event meetings would be short meetings either before or after the event. After much discussion, we decided to have three event and three regular meetings for a total of six meetings. Our three event meetings were a dinner meeting at the California Culinary Academy, a wine tasting tour at the Woodbridge/Mondavi winery and a tour of the California Maritime Academy. While we had to cancel the Culinary Academy meeting, the other two meetings were well attended, especially the wine tour. This led the Board to the conclusion that maybe we should hold all our meetings at a winery. Even though our event meeting attendance was fair, our regular meetings were still poor. Again, the Districts major problem was attendance and participation. I feel that the reason for this lack of attendance is communication.

The District initiated its website in February and it was hoped that it would help with the communication between Chapters and the District. It was meant to be a supplemental tool for communication, but ended up being the primary tool most of the time. The lesson here is that web sites are great, but direct mailing of flyers for meetings and events is a must and must be sent in a timely manner at least thirty days prior to a meeting or event. COMMUNICATION IS OUR LIFE BLOOD and without it we cannot hope to increase our attendance or participation.

There is some good news to report, and that is that I have reactivated the Caliente YC Chapter and am in the process of reactivating the Discovery Bay YC Chapter. Also I have been talking with Andreas Cove and Capital City Yacht Clubs, but have not gotten them in the fold as yet. Page 31 Page 32 District 21 Leo Vortouni, Dist. Director

District 21's Annual Meeting, 2009 Board Election, and Lobster Dinner were held at Dana West Yacht Club (DWYC) in Dana Point Harbor, Orange County, CA.

Fifty eight persons packed the DWYC for event which lasted three hours. Enthusiasm was evident by the fun and camaraderie throughout the evening. This Lobsterfest is an anticipated annual event held by District 21 at local yacht clubs. The event was opened by Cliff Fellows, Commodore of DWYC.

Leo Vortouni, District 21 Director opened the meeting, followed by Bonnie Gibson, First Vice President, who conducted the remainder of the meeting.

Reports were given from the Sheila Van Guilder, 2008 SecretaryTreasurer; and Rusty Libby, 2008 Alternate Director. Rusty Libby spoke on the events at the Annual IOBG meeting held this year in Seattle, Washington. He urged greater member participation, increased membership efforts, and member attendance at IOBG meetings.

Bonnie Gibson conducted the District 21 elections for 2009. The results were as follows: Leo Vortouni (District 21 Director), Bonnie Gibson (President), Merry Keller (First Vice President), Rusty Libby (NHEYC), Ken Schoffstoll (SSYC), and Phil Eaton (DWYC).

The conclusion of the meeting included very informative history given by Rod Woods, BCYC, NOSA and IOBG member. Loren Weiss and Rod Woods were instrumental in the origination of District 21 in 1987. Charlene Weiss, widow of Loren, attended. The final raffle was conducted by Sheila Van Guilder. Craig Rahn, DWYC worked as liaison to arrange the dinner and facilities.

The publication of these rosters, addresses and telephone numbers on any computer on-line service including the Internet is prohibited by the 1974 Privacy Act. NorthCentral V.P. Districts 7, 9, 23, 25 Francis D. Ramsey

District 7 was represented by Joel Kay as Alternate Director. He reported that a Spring Meeting was held in April at the Edgewater Yacht Club attended by Area Vice Presidents and Flag Officers. A Summer Meeting was held when IOBG and IOBGA hosted a cocktail party at the Huron Boat Basin. The event was hosted by the Greater Cleveland Boating Assn. about 20 or 25 IOBG and IOBGA members were present. A Fall Meeting was held at Edgewater Yacht Club. President Elect Joel Kay was elected to be Alternate Director in accordance with the District 7 vote. President's proposal and directives were discussed. President's Ball Preparations were finished and the Ball will be held March 3, 2009. Finally, my Mrs. and I attended a meeting of the ILYA Boating Association at Put In Bay, Ohio. This was a very large meeting and was co-sponsored By Districts 7 and 9.

District 23 This was a memorable year for District 23 as we have added a new Chapter in the Robert Sapita, President Saugatuck/Douglas, Michigan area. The Tower Harbour Yacht Club (THYC) was presented with its IOBG Charter on May 31st by North Central Vice President De Ramsey. The day's events included a cake and celebratory toast by THYC members. Afterward the THYC Commodore, the IOBG Charter Members and their invited guests enjoyed a delicious dinner. Flying the IOBG flag locally, has 'brought out of the woodwork' three additional Past Commodore members since May. I was asked to develop a presentation on nautical flag etiquette for the THYC winter rendezvous. The presentation is being offered to other clubs in the area. (It's a good way to get the IOBG foot in the door.) Several efforts were initiated during the Spring and Summer months to launch additional IOBG Chapters in the southwestern Michigan area. Mailings with follow-up personal meetings were accomplished with several clubs in the area. It's hopeful that we will have some new Chapters by this time next year. The IOBG Chapter at THYC was asked to host the Summer 2009 Regional Meeting and accepted with pleasure. What an exciting opportunity to introduce IOBG members to the beauty of our southwest Michigan location! We have completed the initial planning and are excited about sharing our hospitality and vacationing treasures with the IOBG membership. Plans include a pig roast and a sunset cruise on the Star of Saugatuck Paddle Wheeler. A full page flyer is in the LOG newsletter. The Mackinac Island, Cheboygan, and Alpena Chapters are active but have nothing to report at this time.

District 25 As the new District Director for District 25 I'm looking forward to my new duties and Lois Conte, Dist. Director working with De. Ramsey. Our elections were just held and I am happy to announce that Warren Boerner is our new District President for District 25. Although our membership numbers were down due to the dues increase, those members and clubs that continue to support IBOG have been busy throughout the summer months with raising funds for their charities. The Mariners Boat Club raised funds in the amount of $1900 for the Handicapped Cruise on the Clinton Friendship. They had about 125 handicapped individuals that were able to participate in the cruise down the Clinton River, which many had not done before. Great Lakes Steel held their raffle this year which included a power washer and ladder to raise monies for their charity. Blue Whale Yacht Club donated $250 to the Tom Cat Squadron of the Sea Cadets based out of Port Huron, Shores Boat Club had Feather Bowling at one of the local pubs and Y-Knot held their fundraiser in support of their charity. As you can see the clubs and members have been busy. In closing for now I look forward to the upcoming year. I'll have some pretty big shoes to fill as our outgoing District Director Tom Lyon did a phenomenal job. Northeastern V.P. Districts 3, 12, 20, 26, 27 Chuck Browning

Members of District 27 would like to congratulate President Jerry Rudd and Lady Jackie, and members of the Executive Committee that have moved up in their positions. We know you will have a great 2009 season.

I wish to thank the Nominating Committee for recommending me for the position as Northeast Region Vice President and the Executive Committee for electing me to that position. I will do my best to fulfill all the requirements and continue the hard work and dedication that Marc Connelly has given this Region in the past.

After 2 years as District Director I feel that District 27 is now stable enough to continue growing with the help of the new District Director Robert Howe and President George Anderson; they are dedicated to District 27 and the International Order of the Blue Gavel.

District 27 We have made accomplished several changes this year. We have LTC (Ret) Robert Howe, District Director more members both as individual and Chapters and we hope to continue expanding around the Chesapeake Bay. I have contacted many yacht clubs and they all say that they want to join; they want follow through with their applications unless we hand deliver the application and place them in their hands, which we have been doing.. We had a problem this year, we did lose several members due to the raised dues; however, we are getting some of them back and we are gaining new ones. I know the listed Past Commodores will continue working hard to make District 27 well known around the Chesapeake Bay. This upcoming year, District 27 will again support Vet's on the Bay (Wounded Veterans that are recuperating in our local Military Hospitals) and also Children of Fallen Soldiers (all branches of the service) children of father/mother that has given their lives for our Country.

Law Changes - Retirees now Salute the Flag The 2008 National Defense Authorization Act (Public Law 110-181) changed Sect. 9, Title 4, U.S. Code, which covers “Conduct during hosting, lowering or passing of flag.” Please share this information with veterans and other retired military that don't get the Army Echoes Magazine. During the ceremony of hosting or lowering the flag or when the flag is passing in a parade or review, all persons present in uniform should render the military salute. Members of the Armed Forces and veterans who are present but not in uniform may render the military salute. I have contacted 4 Yacht Clubs that are IOBG Chapters but not active and I have invited them to join District 27 so that they can get involved and help us grow our presence on the Chesapeake Bay. Bush River Yacht Club is very active and it’s hard to list everything that is is going on each month , so go to their web site at www.bushriveryacht club.org and review the schedule. The IOBG Chapter of Bush River YC donated $2,000 to Vet's on the Bay and they plan to do more this year.

The Bush River Chapter has scheduled an IOBG bus trip to Atlantic City, NJ for over a hundred members and guests. This is also open to other Chapters of District 27.

The US Navy Sailing Association has completed their first Vet's on the Bay outing on August 22, 2008 and they have scheduled another for October 17, 2008. Any donations would be appreciated. As you can see they enjoyed themselves. For more information on Vet's on the Bay go to www.vetsonthebay.org

Having returned from the International's Annual Meeting in Seattle, Wash. (Oct 23, 24,25, & 26) I once again came away with the feeling that all IOBG members are in "good hands". I must add, the Convention Committee of District 1 did an outstanding job of planning and executing this event.

I was impressed with how the meetings were conducted and with the fairness and openess that everyone at these meetings exhibited. President Dick Janiszewski was relieved of his duties after a year of hard work by our new International President Jerry Rudd.

District 8 (Fla.) should feel honored to have P/C Ray Thompson in the President Elect's slot. Ray is followed by 1st VP Vern Bendsen and 2nd VP Marc Connelly.

I am sure most of you want to know about the concerns which have been voiced over the past year by District 8's leadership and their respective outcomes:

A. The dues increase of 1 year ago doesn't seem to be the problem it was made out to be.

B. The censoring of an International Officer----this was defeated & tabled by District 8's membership but was carried forth by District leadership at the International's Long Island Meeting in August.

C. The one man--one vote was modified and had some meanings which could be misinterpreted and would leave the smaller yacht club Chapters at a disadvantage. The first part of this motion was to have been effective January 1, 2009. The motion was later defeated and tabled by the International.

D. The District 8 leadership also put up a member to be nominated from the floor for my position; one which I was nominated for. This effort failed and I am still your area VP.

It is my hope that complete peace and tranquility takes place within the District 8 leadership----and this could happen with the newly elected Board. The members (rank & file) and the International are at complete ease with how things are turning out.

I might add that one P/C (a part time member of Florida) kept bringing up openings in our Bylaws which were not specifically addressed. I feel it was the INTENT of the original founders of the IOBG to not get overly technical in the Bylaws because their organization was to be FUN---with a touch of FORMALITY. The Legal Officer and two others now have the task of tightening up the Bylaws.

Our membership is strong and growing. Statements have been made that District 8 has lost 60 members in the past year when this should show 60 members on the plus side.

In closing, I'll attempt to explain what Blue Gavel means. Blue is for water--sea--ocean and Gavel means tribute. Which is a declaration or other acknowledgement of GRATITUDE/RESPECT or ADMIRATION. This is coupled with a sense of fairness--merit--praise. So when someone says "are you a member of the Blue Gavel?" You have every right to proudly say”YES” because now you know what Blue Gavel truly means and stands for.

I am afraid that one of our founder members, Tony Roberts, resigned this year due to ill health. He was a Past Commodore of Greenwich Yacht Club. Otherwise our membership is static.

Tony Razzell sends his best wishes to all those who made him so welcome last year. He hopes to attend next year’s convention, as he has a son who lives in FLorida.

Tony took it upon himself to telephone past and existing members to enquire what they require from IOBG, and whether they had any idea to help in resurrecting it in the UK. He made 42 calls and was able to speak to only 15 of these.

Bob Carter’s method of encouraging people to submit their subs was for him to say that he had paid, and then tell them they owed him! Sometimes this used to work. He had enough front to do so.

Tony and I have had one meeting and several telephone conversations to discuss our plight-stilll with no resolution.

I have been attempting to encourage membership from some of the Past Commodores on the inland waterways, as there are several yacht/boat clubs on the River Nene where we now keep our narrow boat. So far I have been unsuccessful, but continue trying.

We still have 127 pounds ($200) in our Humanitarian Fund account.

Unfortunately, I have had no time to organize a meeting and our little nucleus of members are very widespread. I do personally know all of them and send them a report of this convention along with their membership renewals.

Last, but not least, Tony presented last year’s IOBG cheque to the secretary of the Salcombe Lifeboat, RNLI, which is on the south coast of Devon. A picture appeared in the local newspaper.

BLUE GAVEL was introduced to New Zealand in 1977 by Baron Ralph von Kohorn who just prior to that had been entertained in many of your clubs. He thought the IOBG was a great idea and set about enthusing his local PC's to embrace it. Central New Zealand was the first area of interest centered at the Mana Cruising Club of which he was a member but interest quickly grew with other clubs throughout the country. Ralph is in his late 80's now and not in the best of health physically but still maintains a keen interest in the IOBG happenings. Recently we celebrated our 30th AGM we were delighted to have Ralph and his wife Jill present at the dinner.

Blue Gavel in New Zealand consists of many small communities of some 120 members in total spread the length and breadth of the country. However the main areas of activity are in Auckland, Wellington and Canterbury with the latter being the most active. Many of our yacht clubs cater towards dinghy sailing which is very accessible and cheap attracting many people who otherwise would not be able to participate. Because of our country's success in the Americas' Cup regattas young people are taking a greater interest in sailing. Beginning in small boats and graduating up. This augers well for the sport in ensuing years.

We are hopeful that the proposed visit to our shores in 2009 by a group of your members will eventuate and when ready we can advise on an itinerary if needed. We can promise a very warm and friendly reception.

It is an honor and a privilege to represent you as your President and I will meet the challenge with enthusiasm.

The Annual Meeting in Seattle, Washington was held on October 23rd - 25th. Many of our IOBGA members attended. We had chances to be together and discuss what our 2009 goals will be.

The number one goal is to have more of our IOBG spouses/partners join with us so that we can grow even stronger to do our utmost to raise funds for the Humanitarian Foundation and other great causes. While we do the good work, we can also enjoy socializing with many of our members.

We have three Regional meetings a year and our Annual in October. This gives a chance to meet with all of you. Our first Regional meeting in 2009 will be held in my District in the San Diego area. Cruising on Lake Coeur d' Alene was the highlight of the weekend. The following Officers were elected: President; Betts Hinckley, First Vice President; Cindy Davidson, Second Vice President; Michael L. Meyers, Secretary; Laurene Mineke, and Treasurer; Dixie Abernathy. Five new members were inducted: Pat Havens and La Doris Brandt, (Hells Canyon Yacht Club); Barbara Moulton, (Clover Island Yacht Club); Peggy Scott, (Spokane Yacht Club); and Jane Rothwell, (Des Moines Yacht Club).

Personal letters were sent to all members of District 1 to remind them to continue their membership for 2009. The calendar of events for the New Year will definitely inspire participation. April 24-26, 2009 “Catch the Wind” in Hood River, Oregon. This will be a partnership meeting with District 5. The summer picnic scheduled for July 10-11th, is also a partnership meeting with our Canadian friends from District 2,4, and 24. District 24 will actually host the function at Westbank Yacht Club near Kelowna, BC, Canada. Our Fall Change of Watch will be held at Des Moines Yacht Club in Des Moines, Washington.

A Big “Thanks” to everyone in District 1 for helping to make the International Convention in Seattle in October so very successful.

In September, District #3 IOBGA held a fundraising social event to benefit Excalibur, a 30 foot Island Hoppe boat specially equipped for the Northeast Regional Report handicapped and disadvantaged to enjoy the boating experience on Lake Betsy Sanders, Director Erie and the Niagara River. The event, held at the Buffalo Launch Club, included cocktails and outdoor buffet supper with short rides on the Excalibur available. A profit of $403 was raised, $200 of which will go to Excalibur, and $200 will be donated to the Humanitarian Foundation with a check being presented by Marc Connelly at the IOBG Annual Meeting in Seattle.

The District #3 IOBG and IOBGA Annual Meetings and Elections were held on Sunday, September 21st at the Buffalo Launch Club after a brunch at the Club.

Tickets are being sold in booklets of three for $10.00. The proceeds will benefit Excalibur, our Charity of the year.

Many of our members were able to attend the IOBG Summer 2008 Regional Meeting which was held on Long Island, NY on August 8-10. The IOBGA ladies enjoyed a wonderful day with lunch at our own Mt. Sinai Yacht Club, a cocktail party at the NY Athletic Club Yacht Club, and dinner at the Harlem Yacht Club. The highlight of the weekend was a fabulous cruise on the Northern V, a 92-foot Broward, compliments of PC Joseph and Judy Verderber of the Huntington Yacht Club. Our IOBGA was represented by Lori Salyer (and PC Hal), Cathy Reynolds (and PC Jim), Dorothy Mahon (and PC Kevin), Ginny Larsen, Eileen Budney, and PC Claire Sheehan Page 44 Gail Schaeffer, who will continue as our IOBGA President, chaired our September District 26 Continued... meeting. It was decided that we will again conduct a food drive during our MSYC General Meeting on November 8th. A raffle ticket will be given out for each non- perishable food item brought to this meeting. We will also sell the tickets at $1 each. A drawing will be held at the end of the meeting with one of our yacht club members winning a lovely basket of prizes. The food collected, as well as grocery store gift card, will be delivered to local churches and food kitchens.

Although we don't yet have a date, our 4th Annual IOBGA Fashion Show and Luncheon will be held this spring at our club sponsored by Dress Barn. The last few months have been very active here in the San Southwest Regional Report Francisco Bay Area for IOBG as well as the Auxiliary; D-14 and D- Ann Knies,1st Vice President- Dist. 14 19 participated in the 2008 Festival of Sail furnishing a media boat and crew from each District. On August 9th D-14 provided lunch and race committee members for the PICYA CHISPA and Youth Regattas held by Treasure Island Yacht. On August 28th Auxiliary and IOBG members from the San Francisco Bay Area, San Diego and Seattle attended a memorial service in Vallejo, California for International Past President Phil Arms. On October 10th the annual “Wheelchair Regatta” was held at Encinal Yacht Club. Veterans from nearby hospitals and the Veterans Hospital in Yountville California were treated to a yacht ride on San Francisco Bay and a luncheon that included the music of Travis Air Force Base Dance Band. As in the past the majority of yachts were flying the IOBG Burgee. This was a very rewarding day for the veterans and the “helpers”, especially Deanna Tomei and “Larry, the Man” in the galley. This has been an exciting and fruitful year for Districts 14 and 19. We particularly enjoyed hosting the 2008 Winter Meeting here in the Bay Area, thanks to all that assisted with the planning, preparation and execution for this event. Hats-off to Pat Janiszewski for her strong leadership this year…good luck and smooth sailing to Audrey Hall in 2009. As 2008 comes to a close IOBGA District 15 would like to share an Grace Hanson, President Dist. 15 overview of the year. We began the year with the IOBGA Yacht Club Management Seminar and “Round Table Discussion” in January. This seminar was conducted for the benefit of the spouses/domestic partners of current officers of District 15 yacht clubs. It covered Protocol, Dress Code, Opening Day Duties and Responsibilities, Flag Etiquette, and the ubiquitous “Alphabet Soup” (acronyms used in the yachting community.) The idea was to assist those stepping into their new roles with guidelines to ease the transition. At some point in the future a reference guide may be developed to be distributed to those that would like to avail themselves of the time-honored traditions, customs and ethics as practiced within the yachting community. The seminar was well attended and our goal is to make this an annual event. In March we held our New Members' Luncheon at Bistro D'Aia in Coronado. Our group packed the private party room. Audrey Hall, IOBGA International President-elect, officiated the induction ceremony. We indulged ourselves on Asian cuisine while enjoying a light -hearted icebreaker and a fundraising raffle of which a portion of the proceeds were donated to the Humanitarian Fund. The IOBG/IOBGA Member Appreciation annual barbeque was held on the beach at Mission Bay Yacht Club in June. In September we reprised the ever-popular train excursion to San Juan Capistrano and lunch at the station restaurant. Then we strolled through the historic mission and adjacent shops before embarking on our scenic return ride to San Diego. I would like to give my heartfelt thanks to the IOBGA 2008 Board: Judy Longfellow-Vice President, Bill Thayer-Secretary, and Dawn Nemoy-Treasurer, for taking their responsibilities seriously and providing assistance as needed. IOBGA District 15 is fortunate that each of them will continue on the 2009 board, and we welcome our incoming Vice-President, Denise Merino, who has many talents to offer. PATRON OF THE FOUNDATION PROGRAM IOBGHF launched a program to provide special recognition to contributors who donate $100 or more. Each contibutor will be awarded a distinctive “action for life” pin which signifies their status as a patron of the foundation.

Humanitarian Foundation’s Giving Tree Page 47 President Jim Hinckley At the Annual IOBG International Convention in Seattle, WA, Carol Garside conducted a joint session seminar (IOBG and IOBGA) on what IOBGHF does and explained the application process and IRS requirements. This included the differences between a 501(C) 3 status non-profit versus a 501(C) 7 status organization like most yacht clubs and social organizations. Carol explained that IOBGHF cannot fund any capital improvement projects, such as buildings, docks, or general equipment replacement. However, the IOBGHF can and does fund projects pertaining to Boating Education, Boating Program Scholarships (Special Needs), and Boating Safety Equipment and Materials. District 3 has a great ongoing project called the “Excalibur Project”, which is a boat designed and equipped to load and unload severely handicapped individuals confined to wheelchairs allowing them to cruise or fish on the Niagara River. District 12 from Long Beach Island, New Jersey, was just approved funds to help replace safety equipment for the Southern Regional High School sailing team. The sailing team is no longer funded by the school district. District 8 has also received funding this year for Sailability, Greater Tampa Bay Inc. which allows special needs individuals to sail single-handed with just the use of their mouths and chins. However, to allow the Foundation to continue to fund these and additional worthy programs, we have to provide funding for it. This is where you as members of IOBG can help. In the seminar, Carol stated some ideas on how to fund the Humanitarian Foundation. Some examples include: 1. Private Contributions; 2. District Donations and Fundraising Projects, (What better way is there to build camaraderie than to work together within the District on a worthwhile project?) 3. The Memorial Giving Program to remember birthdays, special anniversaries and deaths- envelopes are available from Jackie Rudd, the Chief Financial Officer of the Foundation. 4. Charitable giving within the workplace, (If you contribute to United Way through payroll deduction, you can specify that your contribution go to IOBGHF, or if your employer has an employer/employee matching program, you can specify that your matched contributions go to the IOBGHF). 5. Bequests such as property, stocks and bonds; 6. If you are retired, (and most of us are retired) you can contribute through 401 K Gifting. Instead of withholding 15% or more for Uncle Sam, make a direct donation to the Humanitarian Foundation and write the donation off on your taxes. Lastly when you volunteer your time for the Humanitarian Foundation, keep a list of your expenses, such as transportation, hotel, meals, and uniform maintenance, these are deductible as gifts-in-kind when acknowledged by the Foundation. The IOBGHF Board of Directors and Ambassadors are anxious and willing to assist you, either by guiding you through the application process or with fundraising project ideas. Page 49 News from the Treasure Island Tennis and Yacht Club

On September 11, 2008 a regular meeting of the Treasure Island Chapter of Blue Gavel was held at the new clubhouse in Treasure Island. As a special feature of this meeting, P/C Bob Shogren, President of the Blue Gavel Humanitarian Foundatioin, presented a check for $1500 dollars from from the International Order of the Blue Gavel Humanitarian Foundation to Ms Claudia Nable, President of Sailability, Greater Tampa Bay, an organization which has an active program of sailing instruction for persons with physical and mental handicaps.

Ms. Nable gave a very interesting and inspiring talk about the scope of their program including the use of specialized controls for the dinghys used in this program. This program operates out of the Clearwater Sailing Center in Clearwater, Florida.

Sailability, Greater Tampa Bay has taught people how to sail and race who are wheelchair bound and also have little or no normal use of their arms or legs and in some cases are on ventilators. Sailability has recently developed a program for crippled veterans working in conjunction with Bay Pines Veterans Hospital in St. Petersburg and is now training volunteers to handle crippled veterans who care recently returned from Iraq and Afghanistan. This has given some of these veterans a whole new uplifting experience on what is possible in their life ahead.

This is truly a community program in which every one is a winner and the Blue Gavel Humanitarian Foundation is very proud and happy to suppport this program.
