2021 TMACOG Virtual General Assembly Village Caucus Notes Tuesday, January 19, 2021

Call to Order/Welcome – The Village Caucus met on Tuesday, January 19, 2021 via GoToMeeting video teleconference. Rosanna Hoelzle, administrator for the Village of Swanton and the moderator of the caucus, called the meeting to order and welcomed everyone. Instructions were given to enter name and affiliations into the chat box to help with attendance. Ms. Hoelzle explained the purpose of the caucus for anyone who may be new to TMACOG.

Election of Representative to the TMACOG Board of Trustees – A motion was made by Genna Biddix and seconded by Randy Genzman to elect the following members to represent the Village Caucus on this year’s Board of Trustees. The motion passed unanimously. Appointment of Water Quality Council Representative – Water Quality Council operating procedures reserve seats for up to three representatives and three alternates from TMACOG member villages. The caucus appointed the following representatives.

Appointment of Transportation Council Representative – Transportation Council operating procedures reserve a seat for one representative and one alternate from an elected official from a TMACOG member village in Lucas or Wood County. The caucus appointed the following representative.

Representative Dana Dunbar, Council Member, Village of Ottawa Hills Alternate VACANCY

• COVID – Operational & HR Preparedness

o Remote working and schedules. The general schedule of 9-5 does not have to exist anymore. o Remote working as a recruitment and retention tool. o Sharing roads and water/wastewater staff with neighboring communities to ensure ongoing essential operations. o Remote working has led to attaining quorums for meetings. o TMACOG is seeking permanent permissive authority to have the ability to conduct business via teleconference. Not all meetings will be conducted via teleconference but the participation at meetings has gone up with the ability to hold meetings via teleconference.

• Current Legislation of Relevance to Villages

o A list of legislative bills was provided to generate discussion. o Members were encouraged to work with local legislators on community-based projects that can be funded in the state Capital Bill.

• Open Forum – What are Current Issues of Importance to your Community? – The following topics were covered.

o Phasing out CDBG critical infrastructure funds is a huge hit to small communities o Community walkability o Water and sewer infrastructure and funding o Development of the Oak Harbor waterfront o EMS service o Updating codified ordinances o Small community assistance from GLCAP
