NOTIFICATION No. H/MA/5916/3R-06/09 Dated, Kolkata, the 25th November, 2010. The Governor has been pleased to appoint the persons named below provisionally for 6(six) months as Medical Officers(Specialist) in the Cadre of the West Bengal Health Services with effect from the date of their joining as such and to post them as noted against each with effect from the date until further orders. 2. The appointment is made on the recommendation of the Public Service Commission, West Bengal provisionally for 6(six) months pending completion of verification of their antecedents. Their services are liable to be terminated in case of adverse reports about their antecedents. 3. The appointment have also been made subject to they are being declared fit for Government Service by Medical Board. The appointees are advised to appear before the Medical Board arranged by the Chief Medical Officer of Health of the respective Districts before they join. If they are found to be medically unfit they will not be allowed to join the service. The appointees will also have to submit duly filled in Police Verification Rolls (attached herewith) to the Chief Medical Officer of Health of the respective Districts. Without the medical fitness certificate and submission of duly filled in Verification Rolls to the concerned Chief Medical Officer of Health they will not be allowed to join in service. 4. The appointees will draw pay in the revised Pay Band of Rs.9,000 – 40,500/- plus Grade Pay of Rs.5,400/- as per WBS(ROPA) Rules, 2009 (unrevised scale of pay Rs.8,000 – 275 – 13,500/-). Besides the pay, they will draw other allowances and benefits as admissible under the West Bengal Health Services (Pay and Allowances, Age of Superannuation and Pension) Rules, 1993 read with Notification No.H/MA/435/JS-5/93 dated the 3rd March, 1993 and other orders of the State Government inforce from time to time. 5. a) The appointments have been made against the posts which have been declared as M.O.(Specialist) by Department. b) The appointees may opt for private practice if eligible. c) The appointees who are in non-practicing term will draw non-practicing allowance as sanctioned on Notification No. H/MA/435/JS-5/93 Pt.-I, dated 3rd March, 1993 read with orders issued by Government in this regard from time to time. Contd. ….P/2 - 2 - 6. The appointees shall be governed by the terms and conditions of service as laid down in the West Bengal Health Services Rules, 1993 read with Notification No. H/MA/435/JS-5/93 Pt.-I dated 3rd March, 1993 as amended from time to time. Other rules and orders of the State Government as are applicable to Government employees of similar category shall also apply mutatis mutandis in respect of the Scheduled Castes and Scheduled Tribes, Backward Classes and Physically Handicapped candidates. The appointees shall also be required to perform all such duties as may be assigned to them from time to time, besides the duties of the posts in which they are or may be appointed. 7. The appointees are hereby directed to report for duty to the Chief Medical Officer of Health immediately within 6(six) weeks from the date of issue of this order failing which the offer of appointment to the West Bengal Health Services shall stand automatically cancelled without further reference to them. No traveling Allowances for joining the post will be allowed to the candidates. It may be noted that mere reporting to the office of the Chief Medical Officer of Health, without assuming the charge as Medical Officer(Specialist) will not be treated as joining. Date of reporting to the C.M.O.H. Office will finally be accepted as the date of joining if and when the appointees assume the charge as M.O.(Specialist) in the W.B.H.S. The appointees should however regularly attend the C.M.O.H. Office until the charge is assumed. Then period between the date of reporting to the C.M.O.H. Office and date of assuming the charge of M.O.(Specialist) in W.B.H.S. will be treated as spent on duty. 8. Candidates are requested to submit a copy of the Registration Number of the West Bengal Medical Council to the Chief Medical Officer of Health/Concerned Authority at the time of joining. 9. No application or request for extension of joining time will be entertained and no correspondence in that regard shall be made to the applicants. 10. The appointees who are already in W.B.H.S./W.B.P.H.A.S. will also be allowed to join in M.O. (Specialist) post as a fresh candidate and they will draw the initial basic pay. 11. The service of the appointees who have been working as M.O. on adhoc basis under W.B.H.S. will be reckoned as regular from the date of recommendation of the P.S.C.W.B. in their letter No. 421-P.S.C.(IVA), dated 01.07.2010. 12. These appointments have been made in continuation of this Department’s Notification Nos. H/MA/5243/3R-06/09 dt.24.09.2010 & H/MA/5244/3R-06/09 dt.24.09.2010. 13.     Annual Report 2007-08 Chapter 9 ontribution from automobile pollution plays a AUTOMOBILE Cvery important role in determining the air quality status of urban areas, specially the metro cities. Kolkata is no exception. The historical city with POLLUTION its limited percentage of available road space (about 6% of the total city area) accommodates an exponentially growing number of plying CONTROL automobiles. Obviously the average speeds of the vehicles in the city gradually becoming lower and lower favoring more emission from the plying vehicles. Although the newly registered vehicles are having better fuel efficiency with improved engine design and sophisticated emission control arrangements, the old in-used vehicles with high emission level vastly outnumbered them. The advantage of efficient new generation vehicles is over weighed by the large number of ill-maintained, in-used vehicles continues to ply the city streets causing serious air pollution problem. So, the controlling emissions from such in-use vehicles thus become very importance for air quality improvement. The major instrument for improving emission from in-used vehicles is being done in developed countries through a well designed and managed Operation & Maintenance regime. Under this regime the automobiles are required to have a Pollution-Under-Control Certificate from auto emission testing centers duly registered by the Transport Department under the Motor Vehicles Rules. Considering this important role of auto emission testing center, the efficiency of these centers in serving the purpose is required to be assessed properly before registering them under the Rules. The Board provides the technical support for assessing the capacity of these centers to efficiently cater to the objective requirement of auto emission testing centers.

Natural Gas is emerging as the fuel of the 21 century, steadily replacing liquid fuels and coal due to its low ecological footprint and inherent advantages for all user segments; Industries-Transport- Households. Indian Oil Corporation Limited (IndianOil), India's downstream petroleum major, proactively took up marketing of natural gas over a decade ago through its joint venture, Petronet LNG Ltd., that has set up two LNG (Liquefied Natural Gas) import terminals at Dahej and Kochi on the west coast of India. Over the years, the Corporation has rapidly expanded its customer base of gas-users by leveraging its proven marketing expertise in liquid fuels and its countrywide reach. Its innovative 'LNG at the Doorstep' initiative is highly popular with bulk consumers located away from pipelines. IndianOil is now importing more quantities of LNG directly to meet the increasing domestic demand. A 5-MMTPA LNG terminal being set up by IndianOil at Kamarajar Port in Ennore has achieved an overall progress of over 90% till now and would be commissioned by the end of 2018. The Corporation is currently operating city gas distribution (CGD) networks, offering compressed natural gas (CNG) for vehicles and piped natural gas (PNG) for households, in nine Geographical Areas (GA) through two joint ventures. Considering the growth potential in gas business, the Company is aggressively taking part in the various bidding rounds for Gas. IndianOil is also adding CNG as green auto-fuel at its 27,000+ fuel stations across India and is also collaborating with fleet owners and automobile manufacturers to promote the use of LNG as transportation fuel.
