GOVERNMENT OF WEST BENGAL ADMINISTRATIVE CALENDAR 2014 GOVERNMENT OF WEST BENGAL ADMINISTRATIVE CALENDAR 2014 CHIEF MINISTER, WEST BENGAL January 2, 2014 Foreword For the first time, the Government of West Bengal has brought out an Administrative Calendar on 2nd January, 2014 relating to the work of all Departments. This Calendar is envisaged to be a single-point handy reference for the major activities to be taken up by the various departments during the year. It will also serve the purpose of a useful management tool for continuous monitoring by the ministers, departmental heads and all supervisory officers. The Calendar outlines the major development-related activities of each department and set timelines for achievements during the year. In effect, it documents the plans and commitments of all wings of the government and thus serves as a tool for good governance. This will make the entire process of developmental governance more transparent, accountable and help citizens to participate in the process of development. This Administrative Calendar will be an important part of government’s efforts to streamline the state administration and provide time-bound services to the citizens of the state. It will clearly convey the message that everyone should treat public service with due seriousness. The District Magistrates have also been advised to bring out Administrative Calendars in their respective Districts in a similar manner. This should herald a new phase in the administrative culture of West Bengal. I look forward to further raising the standards of governance and sincerely believe that this Calendar will be an important step towards that goal. -

Annual Report 2007-08 Chapter 9 ontribution from automobile pollution plays a AUTOMOBILE Cvery important role in determining the air quality status of urban areas, specially the metro cities. Kolkata is no exception. The historical city with POLLUTION its limited percentage of available road space (about 6% of the total city area) accommodates an exponentially growing number of plying CONTROL automobiles. Obviously the average speeds of the vehicles in the city gradually becoming lower and lower favoring more emission from the plying vehicles. Although the newly registered vehicles are having better fuel efficiency with improved engine design and sophisticated emission control arrangements, the old in-used vehicles with high emission level vastly outnumbered them. The advantage of efficient new generation vehicles is over weighed by the large number of ill-maintained, in-used vehicles continues to ply the city streets causing serious air pollution problem. So, the controlling emissions from such in-use vehicles thus become very importance for air quality improvement. The major instrument for improving emission from in-used vehicles is being done in developed countries through a well designed and managed Operation & Maintenance regime. Under this regime the automobiles are required to have a Pollution-Under-Control Certificate from auto emission testing centers duly registered by the Transport Department under the Motor Vehicles Rules. Considering this important role of auto emission testing center, the efficiency of these centers in serving the purpose is required to be assessed properly before registering them under the Rules. The Board provides the technical support for assessing the capacity of these centers to efficiently cater to the objective requirement of auto emission testing centers. -

Natural Gas is emerging as the fuel of the 21 century, steadily replacing liquid fuels and coal due to its low ecological footprint and inherent advantages for all user segments; Industries-Transport- Households. Indian Oil Corporation Limited (IndianOil), India's downstream petroleum major, proactively took up marketing of natural gas over a decade ago through its joint venture, Petronet LNG Ltd., that has set up two LNG (Liquefied Natural Gas) import terminals at Dahej and Kochi on the west coast of India. Over the years, the Corporation has rapidly expanded its customer base of gas-users by leveraging its proven marketing expertise in liquid fuels and its countrywide reach. Its innovative 'LNG at the Doorstep' initiative is highly popular with bulk consumers located away from pipelines. IndianOil is now importing more quantities of LNG directly to meet the increasing domestic demand. A 5-MMTPA LNG terminal being set up by IndianOil at Kamarajar Port in Ennore has achieved an overall progress of over 90% till now and would be commissioned by the end of 2018. The Corporation is currently operating city gas distribution (CGD) networks, offering compressed natural gas (CNG) for vehicles and piped natural gas (PNG) for households, in nine Geographical Areas (GA) through two joint ventures. Considering the growth potential in gas business, the Company is aggressively taking part in the various bidding rounds for Gas. IndianOil is also adding CNG as green auto-fuel at its 27,000+ fuel stations across India and is also collaborating with fleet owners and automobile manufacturers to promote the use of LNG as transportation fuel. -

The Kolkata Centre of IWWA in associaon with Public Health Engineering Department, Govt. of West Bengal along with others is organizing The 47th IWWA Convenon in Kolkata from 30th January to 1st February, 2015 at Science City, J.B.S Haldane Avenue, Kolkata ‐ 700046, West Bengal under the Theme 'Sustainable Technology Soluons for Water Management'.
