India has rich diversity of medicinal plants. Till now 90% of herbs used in manufacturing Ayurveda, Siddha, Unani and Homoeopathy medicines in the country are supplied from the wild. The wild source of herbs is speedily shrinking day by day. Hence, it is felt that there should be sustainable alternative through cultivation of medicinal plants. Such cultivation will not only protect the endangered species but will be an alternative of the wild collection. It will be a good source of income to the cultivators as well. Different departments of the State Government, non-Government organizations and individuals in the private sectors are making efforts in different directions to produce medicinal plants in the State. It was felt necessary that an appropriate mechanism for co-ordination of these agencies and implemention of policies on medicina1 plants should be adopted at the Aational level. As such, a nodal body has been formed called the National Medicinal Plants Board (Nf'.1PB). The State Government has also constituted a similar body at the State level, named as State Medicinal Plants BoaFd (SMPB), West Bengal on lOth January, 2002. The Policy of State Medicinal Plants Board is to promote cultivation, storage, processing and marketing of medicinal plants produced in West Bengal so that it can be an alternative economy to the poor people and also intending cultivators/farmers. To give some impetus to the cultivation and other development in the sector of medicinal plants in the country, the National Medicinal Plants Board has formulated schemes for financial assistance and guidelines for implementing the projects. The present booklet has been prepared to propagate those schemes and guidelines throughout our State, following the schemes and guidelines of National Medicinal Plants Board. Implementation of these guidelines will surely produce a sustainable alternative to the wild collection of medicinal plants and will also render a prosperous economy to the farmers and cultivators at the grass root level. It is expected that our State will take part in the International Market of the medicinal plants in near future through implementation of the promotional and commercial schemes. The State Medicinal Paints Board will surely flourish in near future. I congratulate the efforts of the Member-Secretary and other memebrs of the Board who have contributed something in preparing the present handbook of the State Medicinal Plants Boards on Promotional and Commercial Schemes of National Medicinal Plants Board and its publication. Besides this handbook, a book on cultivitation of medicinal plants and a Compact Disc, both in Bengali, have been published by State Medicinal Plants Board recently. HF/O/ISMH/20/IA-96/2001. Honourable Chief Minister is the Chief Patron of the Board. The notification contained the following : As various Departments and Organizations of this Government are dealing with various issues relating to medicinal plants, and a need has been felt to strengthen coordinations and linkages relating to the activities taken up by individual .stakeholders and as concern has been expressed about erosion and degradation of our resources, unsustained availability of quality raw drugs, high and fluctuating prices, improper marketing, lack of organised cultivation and small share in the export market, and as after careful consideration the Government of West Bengal is of the opinion that a State-Ievel Statutory Body should be constituted to look after policy formulation, co-ordination with Departments ensuring sustained availability of medicinal plants and to coordinate all matters relating to their development and sustainale use etc., the Governor is, pleased to set up the State Medicinal Plants Board having the following constitution under the Chairmanship of the Mininster-in-Charge of Health and Family Welfare Department of the Golfernment of West Bengal. I. FUNCTIONS OF THE MEDICINAL PLANTS BOARD i) Assessment of demand/supply position relating to medicinal plants both within the State and outside the State; ii) Advise concerned Departments/Organizations on policy matters relating to schemes and programmes for development of medicinal plants; iii) Provide guidance in the formulation of proposals,. schemes and programmes etc. to be taken-up by agencies having access to land for cultivation and infrastucture for collection, storage and transportation of medicinal plants; iv) Identification, inventorisation and quantificatjon of medicinal plants; v) Promotion of ex-situ/in-situ cultivation and conservation of medicinal plants; vi) Promotion of co-operative efforts among collectors and growers and assisting them to store, transport and market. their produce effectively; vii) Setting up of data-base system for inventorisation, dissemination of information and facilitating the prevention of patents being obtained for medicinal use of plants, the information of which is in the public domain; viii) Matters relating to import/export of raw materials, as well as value added products either as medicine, food supplement or as herbal cosmetics incll1ding adoption of better techniques for marketing of produce to increase their reputation for quality and reliability within the country and abroad and to promote pharmaceutical and other industries based on medicinal plants; ix) Undertaking and
