    The Globalization Bulletin Trade liberalization January 2018 NEWS COVERAGE PERIOD FROM JANUARY 29TH TO FEBRUARY 4TH 2017 EFFECTIVENESS OF NEW TRADE POLICY Dawn, The Business and Finance Weekly, January 29th, 2018 Nasir Jamal The government plans to share the draft of Pakistan’s first 5-year trade policy — Strategic Trade Policy Framework (STPF) 2018/2023 — with the business community by the end of next month, a senior commerce ministry official told a consultative session with businessmen in Lahore last week. The new trade policy, just like the three previous, similar 3-year strategic frameworks, will primarily focus on boosting the country’s flagging exports. Trade officials conceded that none of the previous strategic frameworks had come even close to meeting their targets because of wide implementation gaps, but expressed the hope the new trade policy will meet the goals being set to increase the shipments. “We can push our exports above $36 billion in the next five years,” insisted Nauman Aslam, director general trade policy at the Ministry of Commerce. The present STPF 2015/2018 had set an ambitious export target of $35bn that was to be met by improving export competitiveness, transitioning a ‘factor-driven’ economy to ‘efficiency-driven’ and ‘innovation-driven’, and increasing the share in regional trade. However, exports have declined by just below 16 per cent to $20.4bn in 2016/2017 from $23.6bn in 2014/2015. Exports have consistently been on the decrease from their peak of $25bn reached in 2011/2012. Mr Aslam’s optimism is based on an average monthly recovery of 11-12pc in exports since the beginning of the present fiscal after a consistent drop during the last three years.

Griffith University The thesis is submitted in fulfilment of the requirements of the degree of Doctor of Philosophy January 2020 2 Synopsis This thesis studies a 2002 attempt to fundamentally reform the Pakistan Police Service (PSP) through the promulgation of Police Order 2002. This reform was aimed at converting the PSP from an instrument of coercive government to a force responsive to and protective of the citizenry. It constituted, as its introduction explicitly stated, a significant move toward democratic consolidation in Pakistan. PO 2002 was introduced nationwide on 14 August 2002 with wide support from Pakistani elites and under the direction of the autocratic but reform-oriented government of General Pervez Musharraf. Yet PO 2002 failed. It was amended in 2004 and annulled in 2010. Understanding why it failed is important for understanding the challenges confronting democratising developing states, like Pakistan.

Moving swiftly, Wapda has not only encashed the performance guarantees of the two contracts awarded to China Railway First Group (CRFG) in November 2015 — worth Rs5.4bn — but also ordered the contractor to vacate the project area immediately, while calling for fresh tenders to make up for lost time. The World Bank is the major financier of the 4,320MW Dasu project. The project’s terminated contracts include the ‘construction of colony and infrastructure’ worth Rs4.806bn and ‘resettlement of village Choochang and construction of Shatial Museum’ worth Rs572 million. The completion of these two components was considered crucial to the start of construction work at the main project site. CRFG project director Fan Lingang told Dawn: “The termination of the contract is un-contractual, illegal and fiercely unfair.” He claimed it was Wapda’s responsibility to complete the land acquisition process and hand over the required area to the contractor, adding that all Dasu contracts were suffering due to its default. In reply to a set of questions sent to Wapda chairman retired Lt Gen Muzammil Hussain, the authority said it had “provided the partial possession of the site to the contractor M/s CRFG in line with the Contract Discussion Agreement/Conditions of the Contracts”.
