MUAST has been honoured to chair the Macada- mia production and promotion taskforce through Dr Godwil Madamombe, the Acting Dean of the Faculty of Agricultur- al Sciences and Technology. The taskforce includes representatives from the Horti- culture Research Institute (HRI), Kushin- ga Phikelela National Farmer Training College (KPNFTC), Kushinga Phikelela Polytechnic College, Ministry of Industry and Commerce, Agricultural Marketing Authority, AGRITEX, Forestry Commis- sion and the War Veterans Association. Macadamia is now a lifeline for more than 200 farmers in Chipinge where the crop is export- ed primarily to China and South Africa where demand is high. An estimated 4 584 hectares are under macadamia production in Chipinge and the district has the potential to double the hectarage and tonnage in five years, given ade- quate financial and material support. Current- ly, Zimbabwe produces 5000t of macadamia. Dr Madamombe, Provincial Macademia Production and Promotion Chairman sources, Mashonaland East Province through the Minister of State, Honourable Apollonia Munzverengwi, together with the Provincial Development Coordinator (PDC) Mr. Kuta- mahufa, aims to promote the production of Macadamia plantations as one of its activities. The project aims to improve and sustain liveli- hoods at the same time act as an afforestation measure so as to curb massive deforestation activities happening in the province. Maca- damia nuts are currently being produced in Manicaland Province in areas such as Honde Valley, Chipinge and Chimanimani, with the greatest area under macadamia production being in Chipinge district. Mashonaland East also has similar climatic conditions, hence the need to try Macadamia nuts production around Marondera. INTRODUCTION There exists a wide variety of laws (statutes) which underpin the activities of. regional and urban planning.. These forms of planning are part of public planning which is primarily carried out by the state and its agencies (e.g. parastatals). Public planning is a state activity which represents intervention in economic, social and political activities to achieve a set or sets of goals. The nature of public planning is influenced by the prevailing state ideology, where in capitalist economies it will be relativ­ ely limited given the central role given to market forces in the management of the economy, whereas in socialist systems planning assumes a central role as the state controls and manages the major means of production. In most developing countries the state assumes a central role, not necessarily because of socia­ list ideology, but because of the overriding desire to develop, which requires massive physical and social infrastructure invest-, ments. The interventionist role of planning in most cases is backed by legislation, which in most cases establishes what can be termed a 'legitimating' framework. Laws establish the rules and conventi­ ons, which reflect the different societal or class interests. Laws are created and used by the state apparatus (including the judiciary and administration) to legitimate state power.

    CITY CASE STUDY HARARE URBAN AGRICULTURE IN HARARE: BETWEEN SUSPICION AND REPRESSION Beacon Mbiba 1. Introduction Harare is the capital, the largest commercial centre, and the seat of political and administrative power in Zimbabwe. The 1998 population of Harare was around 1.9 million inhabitants. The second largest city of Zimbabwe, Bulawayo, has 1 million inhabitants. Harare's history as a modern city dates back to 1890, when it was established as a fort by settler colonialists sponsored by the British South Africa Company. Harare is located on a watershed in the Northeast of what is called the high veld of Zimbabwe. This is a plateau 1500-2000 m above sea level, which stretches from the southwest of the country, encompassing Harare, extends northwest to Chinhoyi City and to the east beyond Marondera. The high veld climate is cool, with annual temperatures in the range of 10-26oC and with an average annual rainfall of 800-1000 mm. The terrain is relatively flat savanna grassland (HCMPA 1985: 9).
