Transport: Overcoming Constraints, Sustaining Mobility - Singapore’S Transport Policies Have Moved in Tandem with the City’S Development Transport: Overcoming Constraints, Sustaining Mobility - Singapore’s transport policies have moved in tandem with the city’s development. At one level, this can be seen as a linear progression in transport infrastructure – from ‘mosquito’ buses and ‘pirate’ taxis, to a modern bus and train system. Seen in this light, the main policy challenge is the integrated planning and development of effective transport hardware and systems. At another level, transport is about meeting the mobility needs and social aspiration of individuals, as well as addressing negative externalities such as congestion and pollution. These needs are often at odds, and integration on this level means meeting competing needs for land – roads in Singapore have to compete with housing, industry and living spaces for Singapore. This study presents the dynamics, processes and institutional framework involved in resolving these issues. It presents a historical account of transport policy changes in Singapore, while highlighting how the twin policy dilemmas - between public and private transport, as well as between roads and other uses of land - have resulted in policy challenges and innovations over the years. The Singapore Urban Systems Studies Booklet Series draws on original Urban Systems Studies research by the Centre for Liveable Cities, Singapore (CLC) into Singapore’s development over the last half-century. The series is organised around domains such as water, transport, housing, planning, industry and the environment. Developed in close collaboration with relevant government agencies and drawing on exclusive interviews with pioneer leaders, these practitioner-centric booklets present a succinct overview and key principles of Singapore’s development model. Important events, policies, institutions, and laws are also summarised in concise annexes. The booklets are used as course material in CLC’s Leaders in Urban Governance Programme. The Centre for Liveable Cities, Singapore (CLC) was set up in 2008 based on a strategic blueprint developed by Singapore’s Inter-Ministerial Committee on Sustainable Development. The Centre’s mission is to distil, create and share knowledge on liveable and sustainable cities. CLC distils key learning points from Singapore’s experiences over the last half-century, while creating knowledge to address emerging challenges. It also shares knowledge with, and learns from, other cities and experts. The Centre works across three main areas - Research, Training, and Promotions. Olszewski Published online: 13 March 2007 Ó Springer Science+Business Media B.V. 2007 Abstract The example of Singapore shows that rapid urban and economic growth does not have to bring traffic congestion and pollution. Singapore has chosen to restrain car traffic demand due to its limited land supply. Transport policy based on balanced development of road and transit infrastructure and restraint of traffic has been consistently implemented for the past 30 years. Combined with land use planning, it resulted in a modern transport system, which is free from major con- gestion and provides users with different travel alternatives. As the economic growth caused a substantial increase in demand for cars, several pricing policies were introduced with the aim of restraining car ownership and usage. Growth of the vehicle population is now controlled and potentially congested roads are subject to road pricing. These measures help to keep the roads free from major congestion, maintain car share of work trips below 25% and keep the transport energy usage low. Although Singapore conditions are in many aspects unique, its travel demand experience can provide useful lessons for other rapidly growing cities in Asia. Introduction 1.1 Singapore is the first city in the world to make use of Electronic Road Pricing ("ERP") system for managing road congestion. In recent years, Singapore has also installed a number of user-friendly public transport facilities, such as air-conditioned integrated transport hubs and the Intelligent Route Information System ("IRIS"), to facilitate the use of public transportation. The purpose of this information note is to provide the Panel on Transport with background information on the salient features of public 1 transport facilities and traffic control measures in Singapore. 1.2 The study of Singapore should shed light on the transport-related policy initiatives that can be considered for solving Hong Kong's traffic congestion problem and enhancing the quality of the local public transport facilities. As to the latter, the air quality inside public transport interchanges ("PTIs") has been an area of particular concern for the general public. Many PTIs are located under the podiums of residential or commercial complexes and surrounded by structural columns or walls. The accumulation of air pollutants within these PTIs may pose risks to the respiratory health of both drivers and passengers alike. 2. Singapore 2.1 The Land Transport Authority 2 ("LTA") implemented the ERP system as early as in 1998 to manage road congestion. Based on a pay-as-you-use principle, motorists are charged when they use priced roads during peak hours. In recent years, LTA has complemented its ERP system with the development of Intelligent Transport Systems ("ITS") as another traffic control measure in Singapore.
