    Municipality of West Grey 2020 Compensation Review for Elected Officials Summary Report Council Meeting November 9, 2020 ML Consulting Background and Objective Compensation for West Grey Elected Official positions was last reviewed in 2014. Historically, compensation reviews were conducted through a Committee of four members of the public. This review, conducted by an independent consultant, includes data gathered from West Grey’s municipal comparators and the findings from the AMCTO Study on Municipal Council Compensation. The primary objective of the 2020 Council Remuneration Study is to conduct a review of base pay for the Mayor, Deputy Mayor and Councillor positions; some ancillary elements of remuneration were also reviewed. The Consultant reviewed municipal comparator information collected by Staff and prepared a market summary of base pay using percentile targets. The recommendations in this report are prepared for Council’s consideration. 2 2 2020 West Grey Council Remuneration The Municipality of West Grey Council is made up of a Mayor, Deputy Mayor, and five Councillors, all elected at large. The Mayor and Deputy Mayor also represent West Grey at Grey County council meetings. 2020 Base Pay for West Grey Elected Officials is as follows: Mayor: $18,830; Deputy Mayor: $10,814; Councillor: $9,012 Meeting Per Diems are as follows: Full Day Rate--$163.35 (more than 4 hours) Half Day Rate--$90.13 (4 hours or less) Meeting Per Diems are provided for Regular Council Meetings (full day rate), Special Council Meetings and Committee Meetings. There are 32 Committees, which includes Boards, Working Groups and Sub-committees. In 2019, West Grey elected officials were reimbursed for upwards of 24 Council Meetings, and 83 Committee meetings.

    The Corporation of the Municipality of West Grey Bylaw No. 05 -2021 Being a bylaw to adopt a Community Safety and Well-being Plan Whereas section 5(3) of the Municipal Act, 2001, as amended, provides that a municipal power, including a municipality’s capacity, rights, powers and privileges under section 9, shall be exercised by bylaw unless the municipality is specifically authorized to do otherwise; and Whereas section 143 of the Police Services Act, 1990, as amended, provides that municipalities shall prepare and adopt a community safety and well-being plan; and Whereas section 146 of the Police Services Act, 1990, as amended, provides that a community safety and well-being plan shall, a) identify risk factors in the municipality or First Nation, including, without limitation, systemic discrimination and other social factors that contribute to crime, victimization, addiction, drug overdose and suicide and any other prescribed risk factors; b) identify which risk factors the municipality or First Nation will treat as a priority to reduce; c) identify strategies to reduce the prioritized risk factors, including providing new services, changing existing services, improving the integration of existing services or coordinating existing services in a different way; d) set out measurable outcomes that the strategies are intended to produce; e) address any other issues that may be prescribed; and f) contain any other information that may be prescribed; and Whereas the Counties of Grey and Bruce, with the lower tier municipalities within Grey and Bruce Counties have developed, through a collaborative process, a shared regional community safety and well-being plan; and Whereas the council of the Corporation of the Municipality of West Grey deems it appropriate and necessary to adopt the community safety and well-being plan; Now therefore be it resolved that the council of the Corporation of the Municipality of West Grey hereby enacts as follows: 1.

The purpose of application B1-20 is to sever a 0.8 hectare (ha) area to add to an abutting farm parcel. The purpose of application B2-20 is to sever a 0.8 ha area to add to an abutting ag auction land. SVCA staff provided comments to the Township of Southgate dated April 20, 2020 regarding the associated proposed zoning by-law amendment C2-20. Please refer to that letter (copy attached for ease of reference) for more details on the properties. The applications for consent to sever land are acceptable to SVCA staff.

The new requirements will have a significant impact on the consent process and eventual approval or denial of your severance application. Provincial and Municipal Planning Policies must be adhered to. Municipality of West Grey Committee of Adjustment The Municipality of West Grey Committee of Adjustment is the approval authority for severance applications, and a qualified land use planner will be providing comments on severance applications to the Committee of Adjustment.. Severance applications are to be submitted to the Municipality of West Grey municipal office. It is advisable that you contact the Secretary- Treasurer of the Committee of Adjustment prior to submitting your application. The Secretary-Treasurer can assist you with some of the information required as well as suggest various alternatives that may be available to you regarding appropriate development of your property. Grey County Planning and Development Department The Grey County Planning and Development Department will be providing the Committee of Adjustment with comments on your proposal as to whether or not it conforms with the County Official Plan and Provincial Policy Statements.
