This paper outlines the current political, economic and security situation in the country and explores some of the possible scenarios for the next five to ten year period.1 The authors suggest that it is critically important to examine the ways in which the political and strategic environment has evolved over the past decade in order to understand the current situation and predict where the country will likely move in the near future. Most analysts of Colombia concur that Colombia has not realized its economic potential in the past fifty years because of the internal conflict, a conflict that has its roots in both ideological differences as well as socio-economic inequalities, but which have been greatly exacerbated since the emergence of the narcotics industry in the 1970s. That internal conflict has defeated government after government in its effort to develop a broader vision of the role that Colombia could play in inter-American relations or economically to move into the developed world. -

La longevidad media de T. vaporariorum en el cv. Chocho fue mayor a 19°C (22.6 d), intermedia a 22°C (17.5 d) y menor a 26°C (5.9 d). En el cv. ICA-Pijao la longevidad media fue de 35.5 d a 19°C. La fecundidad media total fue 8.6, 32.6 y 33.3 huevos por hembra a 19, 22 y 26°C, respectivamente en el cv. Chocho. La fecundidad en el cv ICA-Pijao fue mucho más alta, 127. 2 huevos por hembra, a 19°C, que la del cv. Chocho. La tasa intrínseca de crecimiento poblacional (rm) fue más alta a 22°C (0.061), intermedia a 19°C (0.044) y más baja a 26°C (0.035) en el cv. -

Como una evidencia de los problemas de seguridad que afrontan los candidatos a cargos de elección popular en el Valle del Cauca calificó el defensor del Pueblo, Vólmar Pérez, el asesinato del candidato al concejo Municipal de Cali Nicolai Vera Rico, de 25 años, ocurrida en la noche del martes. Pérez Ortíz condenó la muerte de Vera Rico y señaló que los riesgos para los candidatos son mayores en los municipios de El Dovio, Roldanillo, Tulúa, Sevilla, Riofrío y Cali. En la zona preocupa el accionar de Las Farc, ‘Los Rastrojos’, ‘Los Machos’ y los ‘Urabeños’. “Esto obliga a la fuerza pública a fortalecer las medidas para garantizar con la efectividad que se requiere el derecho a la vida y la integridad personal de los candidatos, así como a disuadir los riesgos de las amenazas”, señaló la Defensoría. Según la entidad, en el Valle han sido asesinados ya siete candidatos (dos candidatos en El Dovio y dos en el Riofrío), hubo un atentado contra el exalcalde local Néstor José Loaiza y otro contra el conductor del alcalde El Dovio, hecho que provocó su desplazamiento. -

Colombia’s Peace Process Through 2016 (name redacted) Analyst in Latin American Affairs December 31, 2016 Congressional Research Service 7-.... www.crs.gov R42982 Colombia’s Peace Process Through 2016 Summary In August 2012, Colombian President Juan Manuel Santos announced that the government was engaged in exploratory peace talks with the violent leftist insurgent group, the Revolutionary Armed Forces of Colombia (FARC), in a bid to resolve a nearly 50-year internal armed conflict. The secret, initial dialogue between the Santos government and the FARC’s leadership led to the opening of formal peace talks with the FARC—the oldest, largest, and best-financed guerrilla organization in Latin America. Formal talks began in Oslo, Norway, in October 2012 and then, as planned, moved to Havana, Cuba, where they continued for more than 50 rounds. Despite more than three years of negotiations, the leader of the FARC, Rodrigo Londoño, alias “Timochenko,” had not met publicly with President Santos. In September 2015, the two leaders shook hands in a televised meeting and announced that the negotiating parties would reach a final accord no later than March 23, 2016. However, that deadline, as many others before it, went unmet. By the end of 2015, the most difficult issue in the peace talks’ agenda, outlined in a framework agreement, was resolved. Government and FARC negotiators reached a partial agreement on victims of the conflict, providing a comprehensive system for reparations, justice, truth and guarantees for non-repetition and outlining a transitional justice system. In late January 2016, the United Nations (U.N.) Security Council adopted Resolution 2261, stating that a U.N. -

Background to Elite Bargains and Political Deals Project This case study is one of a series commissioned to support the Stabilisation Unit’s (SU’s) development of an evidence base relating to elite bargains and political deals. The project explores how national and international interventions have and have not been effective in fostering and sustaining political deals and elite bargains; and whether or not these political deals and elite bargains have helped reduce violence, increased local, regional and national stability and contributed to the strengthening of the relevant political settlement. Drawing on the case studies, the SU has developed a series of summary papers that bring together the project’s key findings and will underpin the revision of the existing ‘UK Approach to Stabilisation’ (2014) paper. The project also contributes to the SU’s growing engagement and expertise in this area and provides a comprehensive analytical resource for those inside and outside government.
