    Kompetenzen im Widerstreit Unternehmensberater als Personalplaner der Deutschen Bundespost 1983–1985 von Alina Marktanner Das Gewerkschaftsblatt „Die Deutsche Postgilde“ nahm im Februar 1984 den Ein- satz zweier Beratungsunternehmen bei der Deutschen Bundespost aufs Korn: „Belä- chelte man zunächst […] die Interimcoachs […], so empfindet man sie zunehmend als suspekt.“1 Hohe Defizite im Postwesen2, eine Marktsättigung im Fernmeldewesen sowie die schwindende Unantastbarkeit des Berufsbeamtentums3 hatten sich be- reits seit Mitte der vorhergehenden Dekade zu einer drückenden Problemlage ver- dichtet. Offenbar wollte der Minister für das Post- und Fernmeldewesen der ersten Kohl-Regierung, Christian Schwarz-Schilling, diese nicht allein bewältigen. Die „Coachs“, die er zur Rettung engagiert hatte, waren die Beratungsfirmen Knight Wendling und Mummert + Partner. Das Schweizer Unternehmen Knight Wendling hatte ein strategisches Unternehmenskonzept für die Deutsche Post auszuarbeiten, während die Hamburger Firma Mummert + Partner das Personalbemessungssystem auf Verbesserungsmöglichkeiten hin prüfen sollte. Der geballte Unmut der unteren Verwaltungsebenen gegen die Berater von, bissig apostrophiert, „Mumpitz und Wendelin“ mündete in einem Aufruf zum Boykott der Projekte: „Was liegt da näher, als mit probaten Spielmethoden den millionenschweren Neuerwerbungen Abseits- fallen zu bauen, sie abzublocken, ins Leere laufen zu lassen oder sich einfach totzu- stellen.“4 Die Beratungsaufträge der 1980er Jahre bei der Deutschen Bundespost stehen bei- 1 Mumpitz und Wendelin, in: Die Deutsche Postgilde 1984, 2. 2 Bundesministerium für das Post- und Fernmeldewesen (Hrsg.), Deutsche Bundespost.     - Chigi Palace - English Version Traduzione di Giovanna Gallo Ancient palace of the Sixteenth century located in the heart of Rome, it was conceived by Pietro Aldobrandini, Pope Clement VII’s brother and an important representative of the Roman aristocracy. The idea of the original plan, entrusted to the Umbrian architect Bartolini from Città di Castello, was to enlarge a pre-existent block of buildings, to incorporate some more houses and to construct a single building made of three floors with the main entrance on Via del Corso. The ownership of the palace was rather unstable because it was handed several times to other Families, such as the Detis, for almost a whole century, until 1659 when it was purchased by the Chigi family, among whose members there were also some cardinals and one Pope, Alexander VII. The Chigis were rich bankers with Sienese origins and backers of the Vatican and they changed the frame of the building, that was thus named after them. At least for two centuries the palace has been the residence of some aristocratic families and, later on, it became the seat at first of the Spanish Embassy (around the second half of the XVIIIth century ), then of the Austro-Hungarian Empire, being sold at last by the Chigis themselves to the Kingdom of Italy ( Regno d’Italia ) in 1916, when it was assigned to become the seat of the Ministero delle Colonie ( Ministry of Colonial Affairs). In 1922 Benito Mussolini, both as Italian Prime Minister and Minister of Foreign Affairs, ordered to transfer there the Ministry of Foreign Affairs.

    Central Europe West Germany FOREIGN POLICY AND STATUS OF BERLIN OUBJECTS discussed during British Premier Harold Wilson's offi- cial visit to Bonn from March 7 to 9 included the maintenance of the British Rhine Army in Germany, the continuation of German currency aid for the United Kingdom, and a new approach to German reunification. When East German authorities tried to interfere with the meeting of the Bundestag in Berlin on April 7 by disrupting traffic to and from the former capital, the Western Allies protested sharply. In his opening speech Eugen Gerstenmaier, president of the Bundestag, emphasized the right of the Fed- eral parliament to meet in West Berlin and denied that the session was an act of provocation. During the Easter holidays 300,000 West Berliners were permitted to visit relatives in the Eastern zone of the divided city. About a million Berliners crossed the Berlin Wall and spent Christmas with their relatives, after the renewal of an agreement in November. Queen Elizabeth II of England and her consort the Duke of Edinburgh made an official visit to West Germany and West Berlin in May, and were cheered by the population. Attempts by Foreign Minister Gerhard Schroder to bring about an improvement in relations with the United Kingdom during this visit were viewed skeptically by Franz-Josef Strauss, chairman of the Christian Social Union (CSU), representing the pro-French wing of the coalition. French President Charles de Gaulle's talks with Chancellor Ludwig Erhard in Bonn in June were described as "positive," but did not lead to an agree- ment on a conference to discuss the reorganization of the Common Market and other matters pertaining to the European community.
