Before Woodrow Wilson, few presidents had direct, regular deal­ ings with reporters. Under Wilson, the presidential news conference became an institution, as he and later chief executives continued the practice with varying degrees of success. While most modern presidents have contributed to the evolution of the conference, Franklin Roosevelt and John Kennedy were unusually productive in establishing and maintaining presidential leadership through that channel of communication. President Johnson experimented with a variety of formats, but preferred informal, impromptu meetings with reporters. Johnson's press relations were mercurial and were criticized severely by news­ men. Reporters complained of his secrecy, his lack of candor, and the propagandists nature of his press communications. President Johnson was annoyed by personal criticisms, speculation, and inter­ pretative journalism. Johnson's goals were to explain, publicize, promote, and defend his administration. Further, he wanted to improve his image. He also wanted to control the conference and to regulate what correspondents reported. iv President Johnson's opening statements and reporters' questions generated the content of the meetings. Johnson frequently used lengthy opening remarks to announce executive appointments, deci­ sions, and policies. Newsmen asked about presidential, political, domestic, and foreign affairs. They inquired more about Vietnam than about any other matter. The development of Johnson's opening statements was characterized by the use of statistics, details, narration, and testimony. Repe­ tition and restatement were used often for amplification. Johnson's announcements were presented to avoid specific Issues, to anticipate and direct inquiry, to demonstrate progress of "Great Society" pro­ grams, to reply to critics, and to reiterate policy statements. Many of the announcements were newsworthy. Some were dramatic. Often, however, they were so redundant, long, and promotional that they ap­ peared to be ineffective. Reporters' questions were timely, important, and appropriate for the situation. Newsmen seemed to have been clear, concise, and tactful for the most part. President Johnson used a variety of techniques to control and fence with the press in his answers. He anticipated questions, inter­ rupted and instructed reporters, demanded sources, attacked questions, and used sarcasm and humor. Johnson employed the devices of back­ grounding, repeating, amplifying, exhausting, generalizing, arguing, and appealing to discuss issues in his replies. To avoid answering, he used a variety of tactics associated with the strategies of refusing to answer, referring questions, and circumventing specific ideas raised v by questions. In general, he probably avoided Inquiry so exten­ sively that his general effectiveness was diminished. In terms of audience adaptation, Johnson may have been too unresponsive to the needs of the press and the public to fulfill his presidential press conference purposes. vi CHAPTER I INTRODUCTION Introduction to the Study The presidential press conference is an unusual communication situation. The format challenges the nation’s leader to stand be­ fore representatives of the news media for an extemporaneous exchange of questions and answers. The meeting is a test of the president’s character, especially his skills in listening and speaking. A chief executive who meets the press in this manner has much to gain, de­ pending upon those skills. He listens to understand more than the substance of inquiry and he replies for more than a mere release of information, just as he analyzes his audiences and carefully prepares for such other communications as formal addresses to the nation. The news conference provides more than a passive expression of leader­ ship. The situation allows a salient demonstration of ability and a platform for persuasion. For these reasons, a president's performance in his attempts to Influence the press and, ultimately, the public seem highly amenable to analysis and evaluation. Unfortunately, few attempts to study the presidential press conference from other than a historical or descrip­ tive standpoint have been made. Moreover, rhetorical assessments of communication in the news conference situation do not appear in many academic studies, let alone professional publications. 1 2 Another Impetus for the present work lies In the speaker selected. Lyndon Johnson's speaking has received little attention from research­ ers in speech. This partial void Is probably due to several factors. Johnson is a fairly recent president and background materials on his administration are just now becoming available. Further, Johnson's public speaking, while forceful and probably very persuasive at times, lacked the polish and charm of such previous presidents as John Ken­ nedy. Finally, Johnson left office without accomplishing an end to what is and was one of the nation's most serious problems, a war. Johnson retired from public life with low national esteem. Many more years may pass before major consideration is given to his spoken communication. Nevertheless, Johnson was a fascinating and powerful politician and president. More significantly, his approach to the presidential press

The GWMP encompasses some 7,428 acres in Virginia, Maryland, and the District of Columbia. For reasons that will later be explained, a small part of this acreage is not administered by its superintendent, and a greater amount of land formerly within GWMP now lies within another national park unit. Some of the GWMP acreage the superintendent administers is commonly known by other names, like Great Falls Park in Virginia and Glen Echo Park in Maryland. Box 1325 Dennis Port, MA 02639 1 Lyndon Johnson and the American Dream, Doris Kearns first book, published three years after LBJ’s death, present one of the first drafts of history for our thirty‐sixth President. President Johnson chose the twenty‐five year old Doris Kearns from the White House Fellows program for his staff after he shocking announced to the nation that he would not seek another term as President of the United States. The choice surprised many since the Harvard doctoral candidate had coauthored an article critical of LBJ’s Vietnam policy in the New Republic titled “How to Remove LBJ in 1968”. After his Presidency ended, he asked her to live at the LBJ ranch and help him write his autobiography, The Vantage Point. Kearns spent long weekends and breaks from her teaching of government at Harvard at the ranch with Lyndon and Lady Bird Johnson. Their relationship lasted the last five years Lyndon Baines Johnson’s life. Thesis Doris Kearns attempts to analyze the childhood, look at the conflicting demands his parents put on him and see how the larger than life personality that emerged dealt with each stage of his political rise and fall. Famed developmental psychologist and Harvard professor Erik Erikson is referred to frequently.     Eugene Patterson FNP 17 Eugene Patterson was the Pulitzer Prize-winning chairman and chief executive officer of the St. Petersburg Times and president of its Washington publication, Congressional Quarterly . In 1971 Mr Patterson moved from his position as Managing Editor of the Washington Post to serve an academic year at Duke University, then assumed the editorship of the St. Petersburg Times and Congressional Quarterly , succeeding the late Nelson Poynter as chief executive officer in 1978. Mr. Patterson received his A.B. degree in journalism from the University of Georgia in 1943. During World War II he served as platoon leader with the 10 th Armored Division of Patton’s Third Army and was decorated three times–Silver Star, Bronze Star and Oak Leaf Cluster. Thereafter he won his wings as an army aircraft pilot. He resigned the Regular Army as a captain in 1947 to enter newspapering as a cub reporter with the Temple (Texas) Daily Telegram , then the Macon (Georgia) Telegraph . Mr. Patterson joined the old United Press in Atlanta in 1948, became New York night bureau manager for UP in 1949, and moved to England in 1953 to serve three years as UP ’s London bureau chief. He returned to his native Georgia in 1956 as executive editor of the Atlanta Journal and Constitution and became editor of The Constitution in 1960 succeeding the late Ralph McGill. He joined the Washington Post in 1968 and served three years as its managing editor. Mr. Patterson won the 1966 Pulitzer Prize for editorial writing. He has received honorary degrees from twelve institutions, including Harvard, Duke, and Emory Universities.

Master of Arts (History), December, 1972, 132 pp., 2 tables, bibliography, 115 titles. This thesis analyzes the impact of the Mexican-American voters in south Texas on the 1960 presidential election. During that election year, this ethnic minority was strong enough to merit direct appeals from the Democratic presiden- tial candidate, and subsequently, allowed to conduct a unique campaign divorced from the direct control of the conservative state Democratic machinery. Formerly, the Democratic politicos in south Texas manipulated the Mexican-American vote. In 1960, however, the Chicanos voted for a man with whom they could empathize, rather than for a party label. This strong identification with the Democratic candidate was rooted in psychological rather than ideological, social rather than political, factors. John F. Kennedy seemed to personify machismo and simpatla. Perhaps even more impres- sive than the enthusiasm, the Kennedy candidacy generated among the Mexican-Americans was the ability of the Texas Democratic regulars to prevent a liberal-conservative rup- ture within the state party. This was accomplished by per- mitting the Mexican-American "Viva Kennedy" clubs quasi- independence.     “LET US CONTINUE” – Lyndon Johnson and the Rise and Fall of the “Liberal Hour” After Kennedy’s tragic death, Johnson addressed the Congress and urged members to pass Kennedy’s legislative agenda as a tribute to the slain president. This was the very agenda that the southern members of his own Democratic party had refused to support during the previous two years. Now, however, the grieving public responded positively to Johnson’s efforts to push the Kennedy agenda, and Congress, sensing that opposing the public mood could be politically risky, allowed his Civil Rights bills to come to a vote. Over the next two years, the landmark Civil Rights bills of 1964 and 1965 became law. The first ended segregation and empowered the federal government to enforce anti- segregation laws; the second gave black voters the protection of the federal government, making it a federal crime for white state and local officials to deny blacks their constitutional right to vote. Similarly, Johnson was able to convince Congress to pass Kennedy’s tax cut and to take up legislation intended to fight poverty. (This was the beginning of the “War on Poverty” – more associated with the Johnson administration, than the Kennedy administration, but part of the same liberal, activist approach to government that characterized the first half of the 1960s.) 1964-1965 marked the high point of post-World War II liberalism. When Johnson won a landslide victory in the presidential election of 1964, it appeared that liberalism had secured a place as the dominant political ideology in the United States.

Abstract Since Teach for America's founding in 1989, it has weathered a number of criticisms: could young, well- intentioned corps members unknowingly harm children by virtue of a lack of experience in teaching and unfamiliarity with poverty-stricken, primarily Black and Latino communities?
