Though individual language wise surveys have been done in large number, however state wise survey of languages of India has not taken place. The main reason is that such a survey project requires large manpower and financial support. Linguistic Survey of India opens up new avenues for language studies and adds successfully to the linguistic profile of the state. In view of its relevance in academic life, the Office of the Registrar General, India, Language Division, has taken up the Linguistic Survey of India as an ongoing project of Government of India. It gives me immense pleasure in presenting LSI- Bihar volume. The present volume devoted to the state of Bihar has the description of three languages namely Hindi, Maithili, Urdu along with four Mother Tongues namely Bhojpuri, Kurmali Thar, Magadhi/ Magahi, Surjapuri. -

1 Indian Languages and Literature Introduction Thousands of years ago, the people of the Harappan civilisation knew how to write. Unfortunately, their script has not yet been deciphered. Despite this setback, it is safe to state that the literary traditions of India go back to over 3,000 years ago. India is a huge land with a continuous history spanning several millennia. There is a staggering degree of variety and diversity in the languages and dialects spoken by Indians. This diversity is a result of the influx of languages and ideas from all over the continent, mostly through migration from Central, Eastern and Western Asia. There are differences and variations in the languages and dialects as a result of several factors – ethnicity, history, geography and others. There is a broad social integration among all the speakers of a certain language. In the beginning languages and dialects developed in the different regions of the country in relative isolation. In India, languages are often a mark of identity of a person and define regional boundaries. Cultural mixing among various races and communities led to the mixing of languages and dialects to a great extent, although they still maintain regional identity. In free India, the broad geographical distribution pattern of major language groups was used as one of the decisive factors for the formation of states. This gave a new political meaning to the geographical pattern of the linguistic distribution in the country. According to the 1961 census figures, the most comprehensive data on languages collected in India, there were 187 languages spoken by different sections of our society. -

The conversion of ancient Tamil to the present Tamil digital text format. Various algorithms were used to find the OCR for different languages, Ancient letter conversion still possess a big challenge. Because Image recognition technology has reached near-perfection when it comes to scanning Tamil text. The proposed system overcomes such a situation by converting all the palm manuscripts into Tamil digital text format. Though the Tamil scripts are difficult to understand. We are using this approach to solve the existing problems and convert it to Tamil digital text. Keyword - Vatteluttu Tamil (VT); Data set; Character recognition; Neural Network. I. INTRODUCTION Tamil language is one of the longest surviving classical languages in the world. Tamilnadu is a place, where the Palm Leaf Manuscript has been preserved. There are some difficulties to preserve the Palm Leaf Manuscript. So, we need to preserve the Palm Leaf Manuscript by converting to the form of digital text format. Computers and Smart devices are used by mostof them now a day. So, this system helps to convert and preserve in a fine manner. -

Owing to its long coastline, high density of population and large number of urban centers along the coast, tropical cyclones over the time are having a greater impact on the community and damage the infrastructure. Secondly, the climate change is warming up oceans to increase both the intensity and frequency of cyclones. Hence, it is important to garner all the information and critically assess the impact and manangement of the cyclones. Cyclone Gaja was one of the major cyclones to hit the Tamil Nadu coast in November 2018. It lfeft a devastating tale of destruction on the cyclone path damaging houses, critical infrastructure for essential services, uprooting trees, affecting livelihoods etc in its trail. EXPLORING LANGUAGE SIMILARITIES WITH DIMENSIONALITY REDUCTION TECHNIQUES Sangarshanan Veeraraghavan Final Year Undergraduate VIT Vellore [email protected] Abstract In recent years several novel models were developed to process natural language, development of accurate language translation systems have helped us overcome geographical barriers and communicate ideas effectively. These models are developed mostly for a few languages that are widely used while other languages are ignored. Most of the languages that are spoken share lexical, syntactic and sematic similarity with several other languages and knowing this can help us leverage the existing model to build more specific and accurate models that can be used for other languages, so here I have explored the idea of representing several known popular languages in a lower dimension such that their similarities can be visualized using simple 2 dimensional plots. This can even help us understand newly discovered languages that may not share its vocabulary with any of the existing languages. 1. Introduction Language is a method of communication and ironically has long remained a communication barrier. Written representations of all languages look quite different but inherently share similarity between them. For example if we show a person with no knowledge of English alphabets a text in English and then in Spanish they might be oblivious to the similarity between them as they look like gibberish to them. There might also be several languages which may seem completely different to even experienced linguists but might share a subtle hidden similarity as they is a possibility that languages with no shared vocabulary might still have some similarity. -

Malaysia’s ruling party came under scrutiny in the 2008 general election for the inability to resolve pressing issues confronted by the minority Malaysian Indian community. Some of the issues include unequal distribution of income, religion, education as well as unequal job opportunity. The ruling party’s affirmation came under critical situation again when the ruling government decided against recognising Tamil language as a subject for the major examination (SPM) in Malaysia. This move drew dissatisfaction among Indians, especially the Tamil community because it is considered as a move to destroy the identity of Tamils. Utilising social theory, this paper looks into the fundamentals of the language and the repercussion of this move by Malaysian government and the effect to the Malaysian Indians identity. Mapping India’s Language and Mother Tongue Diversity and its Exclusion in the Indian Census Dr. Shivakumar Jolad1 and Aayush Agarwal2 1FLAME University, Lavale, Pune, India 2Centre for Social and Behavioural Change, Ashoka University, New Delhi, India Abstract In this article, we critique the process of linguistic data enumeration and classification by the Census of India. We map out inclusion and exclusion under Scheduled and non-Scheduled languages and their mother tongues and their representation in state bureaucracies, the judiciary, and education. We highlight that Census classification leads to delegitimization of ‘mother tongues’ that deserve the status of language and official recognition by the state. We argue that the blanket exclusion of languages and mother tongues based on numerical thresholds disregards the languages of about 18.7 million speakers in India. We compute and map the Linguistic Diversity Index of India at the national and state levels and show that the exclusion of mother tongues undermines the linguistic diversity of states. We show that the Hindi belt shows the maximum divergence in Language and Mother Tongue Diversity. We stress the need for India to officially acknowledge the linguistic diversity of states and make the Census classification and enumeration to reflect the true Linguistic diversity.
